    Abstract:

    This paper analyzes characteristics,patterns and existing prominent problems of land use and spatial development of the Administrative Boundary region in terms of the dynamic change and comprehensive governance perspective,by using 2004 and 2010 land utilization spatial data,taking Chang-zhu-tan fringe Muyun town as a typical case.The study reveals: ①The land use structure evolved rapidly from rural type to urban type,among which,residential land,education-research land,traffic land and industrial land increased most significantly.Urban land use proportion increased annually 2 percentage points,meanwhile cultivated land and woodland is decreasing rapidly.②The land use and spatial development pattern of Administrative Boundary region depends largely on the balance structure of vector radiation forces in different level and dimension.Muyun town's space has being evaluated,including development pattern,equilibrium,agglomeration and expansion mode,due to the fixed affection of regional major function,transit traffic and radiation channel construction,the difference of surrounding city radiation,land management system changes and other factors.③ Several staggered and structural problems about land use and spatial development also exist in the study region,and in order to better fit regional major function orientation of ecological green heart and the construction aim of resource saving and environment friendly society.

    Accurate and quantitative assessment of the impact of natural environmental changes and human activities on total suspended solids (TSS) concentration is one of the important components of water environment protection. Due to the limits of traditional cross-sectional point monitoring, a novel water quality evaluation method based on the Markov model and remote sensing retrieval is proposed to realize the innovation of large-scale spatial monitoring across Administrative boundaries. Additionally, to explore the spatiotemporal characteristics and driving factors of TSS, a new three-band remote sensing model of TSS was built by regression analysis for the inland reservoir using the synchronous field spectral data, water quality samples and remote sensing data in the trans-provincial Hedi Reservoir in the Guangdong and Guangxi Provinces of South China.     Abstract:

    Accurate and quantitative assessment of the impact of natural environmental changes and human activities on total suspended solids (TSS) concentration is one of the important components of water environment protection. Due to the limits of traditional cross-sectional point monitoring, a novel water quality evaluation method based on the Markov model and remote sensing retrieval is proposed to realize the innovation of large-scale spatial monitoring across Administrative boundaries. Additionally, to explore the spatiotemporal characteristics and driving factors of TSS, a new three-band remote sensing model of TSS was built by regression analysis for the inland reservoir using the synchronous field spectral data, water quality samples and remote sensing data in the trans-provincial Hedi Reservoir in the Guangdong and Guangxi Provinces of South China. The results show that: (1) The three-band model based on the OLI sensor explained about 82% of the TSS concentration variation (R2=0.81, N=34,  p value<0.01) with an acceptable validation accuracy (RMSE=6.24 mg/L,MRE=18.02%, N=15), which is basically the first model of its kind available in South China. (2) The TSS concentration has spatial distribution characteristics of high upstream and low downstream, where the average TSS at 31.54 mg/L in the upstream are 2.5 times those of the downstream (12.55 mg/L). (3) Different seasons and rainfall are important factors affecting the TSS in the upstream cross-border area, the TSS in the dry season are higher with average TSS of 33.66 mg/L and TSS are negatively correlated with rainfall from upstream mankind activity. Generally, TSS are higher in rainy seasons than those in dry seasons. However, the result shows that TSS are negatively correlated with rainfall, which means human activities have higher impacts on water quality than climate change. (4) The Markov dynamic evaluation results show that the water quality improvement in the upstream Shijiao Town is the most obvious, especially in 2018, the improvement in the water quality level crossed three levels and the TSS were the lowest. This study provided a technical method for remote sensing dynamic monitoring of water quality in a large reservoir, which is of great significance for remediation of the water environment and the effective evaluation of the river and lake chief system in China.

    Abstract:

    Abstract Urban sprawl is a major barrier for the precise demarcation of Administrative Boundary in the world. In India, medium and small towns have so far developed outside the envisaged planning, resulting in a leapfrog and haphazard growth. This paper has attempted to simulate the spatial extent of urban expansion and Boundary demarcation for the purpose of efficient urban planning and land resource management. An Artificial Neural Network (ANN) model and a set of landscape metrics were used to delineate the Urban Growth Boundary (UGB) and characterize the future patterns of growth in Siliguri Municipal Corporation (SMC, India). In particular, two urban boundaries – namely, Urban Hard Boundary (UHB) and Urban Soft Boundary (USB) – were simulated. The results suggest a USB with the area of 123 km2 to address the basic service delivery and a UHB with the area of 211.88 km2 to manage the ecological fragmentation.

    Agricultural Administrative laws' execution becomes more and more important as one of Administrative functions.Agricultural Administrative integrative laws' execution comes into being during the roform of agricultural Administrative laws' execution system and was oppugned by various colonies.Bawed on a theory that Chinese Administrative system reform was related to re-constructions of Administrative Boundary and Administrative organization Boundary,this paper concluded three theoretical models about agricultural Administrative laws' execution,and expatiated on the forming of each model,as well as the sequence.According to this paper,integrative laws' execution would be practical to improve efficiency of laws' execution,howevery,it might be also an intergradations from a long view.

    Low Administrative efficiency has been a puzzling problem and its causes are complicated. As the core Administrative management, its academic researches have been a hot topic in the theoretical field. However, most researchers could not offer effective countermeasures because their starting points are too extensive and obscure. A new concept of Administrative Boundary is put forward, and it is argued that the Administrative system reform in China should be first of all performed as the restructuring of Administrative Boundary at the macro level and then as the adjustment of Administrative organization Boundary at the provincial level to eliminate the restrictions of Administrative organization structures on Administrative efficiency.
