    Abstract:

    Technology transfer, and its focus on research commercialization, is gaining popularity in all academic fields as a way to better demonstrate universities' external impacts. We conducted a multiple case-study of three commercialization projects in Organizational Development, Information Technology, and Marketing, which took place in a university business school. We explored to what extent the technology transfer model of commercializing academic outputs could apply in business schools. We also examined its potential value compared to other ways of sharing academic expertise. Although the technology transfer approach appears to work, the three projects exhibited crucial characteristics that markedly differ from traditional technology transfer. Compared to other forms of knowledge uses, what makes research commercialization so attractive is that it is readily observable and traceable. However, it raises some fundamental questions about knowledge production and its use. Copyright © 2015 ASAC. Published by John Wiley & Sons, Ltd.   • Instructional Design for Administrative Sciences. A Case Study for Civil Servants Training

    Abstract:

    Nowadays, the curricular development is situated in the area of significant changes of higher education, bearing the mark of society demand and profession development on labour market. In this context, actions such as: change of higher education structure, development of quality assurance systems and mechanisms enabling the dimension of curricular flexibility related to the necessary professional competences represent arguments for the development of instructional design (ID) models. Based on the models in field literature where ID is science, philosophy or technology and from ID concept as “the systematic and reflective process of translating principles of learning and instruction into plans and products for instructional materials, activities, information resources and evaluation.”(Smith & Ragan, 2005), the paper aims to develop a model for Administrative Sciences. Respecting ID principles, the three stages: analysis, strategy development and evaluation and turning into consideration the complex character of civil servants training and interdisciplinary nature of Administrative Sciences, we shall accomplish course design specification for the collection of Administrative Sciences in civil servants training. The model will reveal the specificity of training in Administrative Sciences, referring to the convergence of learning objectives, evaluation and learning outcomes, correlated with the training needs in the field. Therefore, the working hypothesis is based on the relationship between instructional events, learning process and learning outcomes. The paper valorises the authors’ expertise acquired in joint research programmes, developed together with the National Institute of Multimedia Education, Tokyo, Japan.

    Abstract:

    The paper synthetically tackles the institutional, normative and functional framework resulting from the reforms of the national public administrations of the South-Eastern European states, aiming at the Administrative convergence. Approached in a double-folded manner, both theoretical and empirical, the important topics on which the paper focuses are: - relevant features of Administrative convergence and their singularity in certain South-Eastern European states; - strengthening the European Administrative Space as support for the Administrative convergence processes; - the adjoining processes of the Administrative convergence: Europeanization and Administrative dynamics; - models of the national public administration reform and the context in which these are carried on in the South-Eastern European states. The empirical perspective provided by this study is based on quantitative and qualitative analyses on the democratic processes, national and local governance, integrity and corruption as well as civil service. The paper turns to account researches carries on by the Doctoral School in Administrative Sciences of the Faculty of Public Administration of the National School of Political Studies and Public Administration in Bucharest, as well as the studies and research reports of the "Jean Monnet" project "South-Eastern European developments on the Administrative convergence and enlargement of the European Administrative Space in Balkan states".

    Abstract:

    The paper aims to reveal some relevant issues about Europeanisation of higher education in the area of Administrative Sciences in Romania. Europeanisation as global process in the European space is supported and promoted through a specific legislative framework as well as relevant institutional mechanisms. Since 2005, by applying the provisions of Bologna Declaration, the whole configuration of the Romanian higher education has significantly changed. Based on comprehensive empirical researches, the paper approaches and describes both "the Europeanism degree" for the content of the educational process in bachelor, master, doctoral studies in Administrative Sciences and the social perception of the phenomena and processes deriving from and influencing the Romanian public administration reform, training needs for each academic cycle, graduates' insertion in the labour market. The data and interpretations provide the basis of a comparative analysis of higher education in the area of Administrative Sciences in NISPAcee members as well as the opportunity for further development of researches and regional debates on this topic

    Turkish Abstract: Bu calismada iktisadi ve idari bilimler ogrencilerinin universite tercihlerini yaparken dikkate aldiklari faktorler arastirilmistir. Guney Marmara bolgesinde bulunan Uludag Universitesi, Balikesir Universitesi ve Canakkale Onsekiz Mart Universitesi Iktisadi ve Idari Bilimler Fakultesi ogrencilerinden olusan 450 kisilik ornekleme uygulanan anket sonucu elde edilen veriler faktor analizi, t-testi ve varyans analiziyle incelenmistir. Calisma sonucunda iktisadi ve idari bilimler fakultesi ogrencilerinin universite tercihinde en fazla dikkate aldiklari faktorlerin akademik sayginlik, universitenin cografi konumu ve universiteyle ilgili bilgi edinilen kaynaklar oldugu belirlenmistir. Onem atfedilen faktorlerin demografik acidan farkliliklari da calismada ortaya konmustur. English Abstract: In this study, the factors that students of economics and Administrative science takes into consideration while making their university choice were investigated. The data obtained as a result of questionnaire applied to sample of 450-participants comprising students of Economics and Administrative Sciences of Uludag University, Balikesir University and Canakkale Onsekiz Mart University located in Southern Marmara region was analyzed through factor analysis, t-test and variance analysis. As a result of the study, it was determined that the factors mostly considered for university choice by students of economic and Administrative Sciences are academic reputation, geographical location of university and the sources that information is taken about university. The differences of factors which are attributed importance were also revealed demographically.

  • Exploring the management information systems discipline: a scientometric study of ICIS, PACIS and ASAC

    Abstract:

    This study examines the identity and development of the management information systems (MIS) field through a scientometric lens applied to three major global, regional and national conferences: International Conference on Information Systems (ICIS), Pacific Asia Conference on Information Systems (PACIS) and Administrative Sciences Association of Canada Annual Conference (ASAC). It adapts the conference stakeholder approach to the construction of the identity of the MIS discipline and analyzes the proceedings of these three conferences. The findings suggest that the MIS field has been evolving in terms of collaborative research and scholarly output and has been gradually moving towards academic maturity. The leading MIS conference contributors tend to establish loyalty to a limited number of academic meetings. At the same time, relatively low levels of repeat publication in the proceedings of ICIS, PACIS and ASAC were observed. It was suggested that Lotka’s and Yule-Simon’s bibliometric laws may be applied to measure and predict the degree of conference delegate loyalty.
