    Abstract:

    Abstract One significant obstacle to meeting aggressive federal and state Alternative Fuel consumption targets is the relative scarcity of retail Fueling stations that carry Alternative Fuels. Policies that encourage or mandate use of Alternative Fuel vehicles in government fleets, thereby increasing demand for such Fuels, are one popular approach to stimulating further development of the Alternative Fuel retail infrastructure. I focus specifically on flex-Fuel vehicles (FFVs) that burn E85, a combination of 85% ethanol and 15% gasoline, to study the impact of government fleet composition on retail Alternative Fuel infrastructure. Using data from six states in the Midwest that account for over 60% of US E85 stations, I show that government fleet adoption of FFVs leads to an increase in retail E85 stations. This finding persists when using instrumental variables techniques to address the endogeneity of government fleet FFV purchases.

Policies that encourage or mandate use of Alternative Fuel vehicles in government fleets, thereby increasing demand for such Fuels, are one popular approach to stimulating further development of the Alternative Fuel retail infrastructure. I also explore whether Fuel station retail market structure has an effect on Alternative Fuel availability and find no evidence that the presence of stations affiliated with integrated gasoline producers has limited the availability of E85 at the market level. Finally, I examine how the effect of government FFVs on E85 availability varies by state and discuss the differing policy approaches that these states have taken.

    Abstract An integrated system-dynamics model of energy systems is employed to explore the transition process towards Alternative Fuel markets. The model takes into account the entire energy system including interactions among supply sectors, energy prices, infrastructure and Fuel demand. The paper presents the model structure and describes the algorithm for the short-term and long-term simulation of energy markets. The integrated model is applied to the renewable-based energy system of Iceland as a case study to simulate the transition path towards Alternative Fuel market during the time horizon of 2015-2050. The transition pathways towards hydrogen and bioFuels are investigated for the numerical results. The market simulation algorithm effectively exhibits the continual transition towards equilibrium as market prices dynamically adjust to changes in supply and demand. The application of the model has potential to provide important policy insights as it can simulate the impact of different policy instruments on both supply and demand sides.

    This study investigates potential demand for infrastructure investment for Alternative Fuel vehicles by applying stated preference methods to a Japanese sample. The potential demand is estimated on the basis of how much people are willing to pay for Alternative Fuel vehicles under various reFueling scenarios. Using the estimated parameters, the economic efficiency of establishing battery-exchange stations for electric vehicles is examined. The results indicate that infrastructural development of battery-exchange stations can be efficient when electric vehicle sales exceed 5.63% of all new vehicle sales. Further, we find a complementary relationship between the cruising ranges of Alternative Fuel vehicles and the infrastructure established.

The potential demand is estimated on the basis of how much people are willing to pay for AFVs under different reFueling scenarios. By using the estimated parameters, the economic efficiency of establishing battery exchange stations for electric vehicles is examined. The result indicates that infrastructural development of battery exchange stations can be socially efficient when the percentage of electric vehicle purchasers out of the total number of new vehicle purchasers exceeds 5.63%. Furthermore, in contrast to intuitive prediction, we found a complement relationship between the cruising ranges of AFVs and the infrastructures established. The result suggests that people with AFVs might change their total trip distance depending on the sufficiency of infrastructure investment.

    Abstract:

    Vehicle fleets are widely viewed by policy makers as attractive first markets for introduction of Alternative Fuel technologies. Although, it is essential to understand the environmental benefits and economic challenges involved in fleet conversion, the literature provides little understanding of the implementation issues associated with Alternative Fuel vehicles. This paper examines the cost effectiveness and environmental impact of the conversion of a 180 plus vehicle fleet to Alternative Fuel vehicle technologies by a public organization at the mid-point of the project implementation. Using multi-year micro data on Fuel usage, operational and capital expenditures, mileage and emissions, the paper examines conversion costs and infrastructure investments required, extent of user adoption, and emissions reductions achieved. Results are discussed in terms of their implications for managerial practice in local government fleet agencies and for future research.
