    Abstract:

    Spanish agri-food cooperative movement is characterized by great economic, social and geographical development. However, among its main weaknesses it can be highlighted their significant fragmentation, with many entities of very small size, which places them in a situation of vulnerability in the market.In this context, Law 13/2013, to promote Associative integration, with the figure of the Priority Associative Entity (PAE), and RD 550/2014, which establishes the requirements and the procedure for its recognition, must influence the size of cooperative organizations.Faced with this reality, this paper analyzes the potential achievement of the objectives set out in the Law 13/2013 (with its current configuration), to increase the size of Spanish agri-food cooperatives, which to date has had a limited aplication (only 6 entities have obtained the PAE recognition). For that purpose, it has been prepared a survey of the 274 Spanish cooperatives with largest sections. At the same time, it analyzes if the reason for such scarce application lies in the level of difficulty in reaching the minimum requirements established in it.Through the survey, it has been studied:- The expected degree of achievement of the four objectives of the Law, paying particular attention to the increase of the size of cooperatives according to their size,- The level of difficulty to meet the requirements established to be recognized as a PAE.El cooperativismo agroalimentario español se caracteriza por tener una gran implantación económica, social, y geográfica.   • A contribuição das associações Caminho dos Pomeranos e Porto Alegre Rural para o desenvolvimento da atividade turística no espaço rural

    Abstract:

    O turismo rural vem sendo fortemente atrelado a perspectivas de desenvolvimento que valorizam as ações dos atores locais, a partir da criação de espaços de tomada de decisão, que a priori, colocam os atores das comunidades como os principais agentes na implantação e implementação de modelos autônomos de desenvolvimento do turismo. Neste contexto, é crescente o número de roteiros turísticos rurais que estão alicerçados em associações comunitárias a fim de gerir o desenvolvimento da atividade. Assim, ressalta-se a necessidade de conhecer o funcionamento dessas associações e suas contribuições para o fortalecimento da atividade turística. Para tanto, delineou-se como objetivo principal dessa pesquisa a análise do associativismo como instrumento de desenvolvimento da atividade turística no espaço rural, a partir da visão dos empreendedores rurais. Para tal elegeram-se como objetos de estudo a Associação Porto Alegre Rural, vinculada ao Roteiro Caminhos Rurais, e a Associação Caminho dos Pomeranos, atrelada ao Roteiro Caminho Pomerano. A metodologia que norteou o processo de pesquisa esteve ancorada na abordagem qualitativa/descritiva e nos procedimentos de pesquisa de campo, documental e bibliográfica. Os resultados obtidos mostram que as associações surgiram concomitantemente aos roteiros e tiveram suas origens estimuladas pelo incentivo do poder público local. As duas associações estudadas apresentam ações e perspectivas diferenciadas, o que está intimamente vinculado com as visões, participação e ações de seus integrantes sobre o que seja e o que pode realizar uma entidade associativa, a partir da ação coletiva. Ambas as associações desempenham funções que colaboram para o incremento da atividade turística, mesmo que em alguns casos essas sejam incipientes, as mesmas atuam, ainda, como elo indutor de forças provindas de entidades externas que colaboram, da mesma forma, para a condução do turismo. Contudo, a relação estabelecida com essas entidades tem delegado às mesmas as ações mais importantes, o que gera uma dependência, que poderá, no momento do afastamento de um desses agentes, estar colocando em risco as associações e a função de agente perpetuador dos roteiros turísticos a que estão atrelados.Rural tourism has been strongly connected to perspectives of development which value local actors’ actions due to the creation of spaces of taking decision, which, a priori, put the actors of the community as the main agents in the establishment of autonomous models of the development of tourism. In such context, it is increasing the number of rural touristic routes which are based on community associations in order to manage the development of the activity. Thus, it is enhanced the necessity of knowing the functioning of such associations and their contributions to the strengthening of the touristic activity. For that, the main purpose of this research is to analyze associativism as a tool of the development of touristic activity in the rural space, parting from the view of the rural entrepreneurs. For this, it was chosen as object of research the Porto Alegre Rural Association, which is entailed to the Itinerary of Rural Routes, and the Pomeranians’ Route Association, which is linked to the Itinerary of Pomeranian Route. The methodology which has supported the research is based on the qualitative/descriptive approach and in the procedures of documental, bibliographical and field research. The obtained results show that the associations emerged simultaneously with the routes and had their origins stimulated by the incentive of local public authorities. Both researched associations presented different actions and perspectives, which are intimately connected with their integrators’ views, participation and actions about what be accomplished or what an Associative Entity can accomplish from the corporative action. Both associations have played roles which collaborated to the improvement of touristic activity, even though in some cases those ones are beginners; they also act as an inducing link of forces coming from external organizations which, in the same way, cooperate to the management of tourism. However, the relation established with such organizations has entrusted to those ones the most important actions, which cause dependency, and which, in the very moment of the removal of one of those agents, could put at risk the association and its function as a perpetuating agent of the touristic routes to which they are linked
