SUSTAIN provides a public domain tool capable of evaluating the optimal location, type, and cost of stormwater Best Management Practices (BMPs) needed to meet water quality and quantity goals. It is a tool designed to provide critically needed support to watershed practitioners in evaluating stormwater Management options based on effectiveness and cost to meet their existing program needs. SUSTAIN is intended for users who have a fundamental understanding of watershed and BMP modeling processes. How SUSTAIN is setup described here using a case study, conducted by actual data from an existing urban watershed. The developed SUSTAIN model was calibrated by observed rainfall and flow data, representing the existing conditions. The SUSTAIN model developed two BMP cost-effectiveness curves for flow volume and pollutant load reductions. A sensitivity analysis was also conducted by varying important BMP implementation specifications.

Costs are developed using published literature and standard cost estimation guides. A method is developed in which costs are determined for each parcel within a development for specific land uses. The effect of including the opportunity cost of land in the analysis is evaluated. Costs attributable to stormwater controls are allocated among purposes. A method is developed in which stormwater control costs are assigned at the parcel level. Data gaps and research needs are then explored to address this complex problem.

Knight, C M Cooper, S SmithAbstract:Abstract Water quality conditions in three oxbow lakes were examined before and after Best Management Practices (BMPs) implementation within the Mississippi Delta. Experimental design called for the development of structural and cultural treatments to reduce sediment and associated pollutants entering watershed oxbow lakes. Three watersheds were selected and developed with different levels of BMPs. Changes in lake water quality were used as measures of Management success. Analyses of water quality data prior to the implementation of BMPs suggested the lakes were stressed and ecologically damaged due to excessive sediment inflow. Significant improvements in water quality were observed with the use of cultural and structural BMPs. Sediments decreased 34–59%, while Secchi visibility and chlorophyll generally increased. The most dramatic improvements in water quality occurred in the two watersheds that featured cultural Practices and combinations of cultural and structural Practices. Reducing suspended sediment concentrations in these oxbow lakes favored phytoplankton production resulting in increased chlorophyll concentrations and higher concentrations of dissolved oxygen. Cultural BMPs, more so than structural BMPs, play a vital role in improving lake water quality, and are needed in addition to structural measures to ensure improved water quality in oxbow lakes receiving agricultural runoff.

KnightAbstract:A key principle of agricultural Best Management Practices (BMPs) is to improve water quality by reducing agricultural-sourced nutrients and associated eutrophication. Long-term (1998–2016) lake summer trophic state index (TSI) trends of an agricultural watershed with agricultural Best Management Practices (BMPs) were assessed. Structural BMPs included vegetative buffers, conservation tillage, conservation reserve, a constructed wetland, and a sediment retention pond. TSI included Secchi visibility (SD), chlorophyll a (Chl), total phosphorus (TP), and total nitrogen (TN). Summer TSI 1977 was >80 in 1998–1999 (hypertrophic) and decreased over the first 10 years to TSI 1977 ≈ 75 (eutrophic). TSI 1977 decrease and changing TSI deviations coincided with vegetative buffers, conservation tillage, and conservation reserve. The TSI(SD) decrease (>90 to 90 to 70) coincided with conservation tillage and vegetative buffer. Results indicate watershed-wide BMPs can modestly decrease summer trophic state through increased water transparency and decreased TP, but these changes are off-set by increases in chlorophyll a to reach a new stable state within a decade. Future research should assess algal nutrient thresholds, internal nutrient loading, and climate change effects.

Analysis of the steps in the BMP adoption decision process indicated visits between producers and the U.S. Department of Agriculture–Natural Resource Conservation Service significantly increase likelihood of BMP adoption. Producer willingness-to-pay results indicate that margin al increases in dairy BMP adoption and associated improvement in environmental quality require increased technical and financial assistance.

Results show that in situations such as when the farm includes more enterprises, the farmer has had contact with Natural Resources Conservation Service personnel at least once within the past year, the farmer holds a college bachelor9s degree, the percentage of income from beef cattle production is higher, or the operation includes hilly land, the likelihood of BMP adoption is greater. Having a greater number of other agricultural enterprises and having a greater percentage of income from the cattle operation were significant factors in the adoption of companion Practices. Results of this study suggest changes in formulating future environmental policies associated with pasture-based beef cattle production.

Twelve BMPs installed for the diffuse pollution Management in the Kyung-An Stream were monitored since 2006. Data on the mass loading, removal efficiency, maintenance activities, etc. were gathered and utilized to conduct the evaluation of long-term performance of BMPs. The financial data such as actual construction, design and maintenance cost were also collected to evaluate the lifecycle cost (LCC) of BMPs. In this study, most of the maintenance activity was focused in the aesthetic maintenance that resulted to the annual maintenance cost of the four BMP types was closely similar ranging from 8,483 $/yr for retention pond to 8,888 $/yr infiltration system. The highest LCC were observed in constructed wetland ($418,324) while vegetated system had the lowest LCC ($210,418). LCC of BMPs was not so high as compared with the conventional treatment facility and sewage treatment plant. On the other hand, the relationship of removal efficiency on unit cost for TSS and TN was significant. This study will be used to design the cost effective BMP for diffuse pollution Management and become models for LCC analysis.
