    In the knowledge management world there are many different terms flying around. Some are more important and frequently used than others. In this paper, we present and discuss the development and views of three terms: knowledge transfer, knowledge sharing and knowledge barriers. Knowledge transfer and knowledge sharing are sometimes used synonymously or are considered to have overlapping content. Several authors have pointed out this confusion while other authors have attempted to clarify the differences and define the terms. Knowledge barriers as a term seem to have a partly more obvious content although the borders between knowledge barriers and connecting terms, such as „barriers to knowledge sharing‟, seem to blur discussions and views. The aim in this paper is to make a contribution in finding appropriate demarcations between these concepts. After reviewing some Knowledge Management literature, it seems that the three terms, knowledge transfer, knowledge sharing and knowledge barriers, are somewhat unclear and has different meanings depending on the authors views. For knowledge transfer and knowledge sharing, the Blurriness is linked mainly to the fact that the analytical level each term is related to has come and gone and come back again. For knowledge barriers, the Blurriness comes from the development of the term. The mere existence of the many different categorizations of knowledge barriers implies that the concept itself is blurry. The concept seems clear cut and focuses on knowledge although it is also broad and later sources have included much more than knowledge. This paper concludes by highlighting the effects on the terms when two different knowledge perspectives, knowledge as an object (or the K-O view) and knowledge as a subjective contextual construction (or the K-SCC view) are applied. The clarifications are supported by examples from companies in different industries (such as Cargotec and IKEA) and emergency services.

    Abstract:

    A smartphone-based platform for the diagnosis of parasitic infections has been developed, tested and validated. The system is capable of making automatic and accurate analysis of millimetric colorimetric arrays in centrifuge collection tubes, which are well established tools used in clinical analysis. To that end, an Android-based software application has been developed, making use of the smartphone rear camera, enabling precise image processing of the colorimetric spot arrays. A low-cost plastic accessory has been developed using 3D-printing to provide controlled illumination, fixed sample positioning and cell phone attachment. The platform was then tested repeatedly for its size detection, edge Blurriness and colour detection capabilities. A minimum spot radius of 175 µm is detectable when using the developed app, with a tolerance of15%, corresponding to 0.25%ofthe area where the spot array is printed. Spot edge definition has been studied up to 40% of Blurriness, resulting in a low average percentage error of 1.24%. Colour detection follows the well-known Gamma correction function. Finally, the whole platform was tested and validated using real DNA to analyse for accurate discrimination of Trypanosomatid species, which are responsible for devastating diseases in humans and livestock. The smartphone-based platform can be further extended to other clinical analysis. Its simplicity and reliable performance mean it can be used in remote, limited-resource settings by relatively unskilled technicians/nurses, where diagnostic laboratories are sparsely distributed.   • Causes and subjective evaluation of Blurriness in video frames

    Abstract:

    A method to automatically assess the seriousness of the Blurriness artifact in video frames displayed on a state-of-the-art TV monitor is presented. Different types of the artifact are identified, depending on the stage of the video chain where they are originated, namely, blur produced during acquisition, post-processing and encoding. Every type is observed to produce slightly different effects on the frame and, more importantly, to affect image quality differently, so that distinguishing among types is necessary to perform an appropriate restoration. Two main metrics are therefore introduced for classifying the type of Blurriness and, when useful, measuring its strength. Particular care was taken in distinguishing the intentional background blur, which does not cause an actual degradation in the frame quality. The appropriateness of the method in classifying the artifact and predicting the subjective frame quality was verified in the experiments.

    Abstract:

    A new method to assess the presence and the strength of the blurring artifact in video frames, without using a reference ideal image, is presented. The estimation is performed first through a global and simple measure over the whole picture, then through a finer, local analysis of the sharpness of the objects borders. The subjective relevance of the scene content is accounted for in choosing the image parts where this local Blurriness measurement is performed. Relevant parts are selected using an existing measurement of the saliency of each pixel as well as a simple method to detect human faces, which are a particularly attracting content for the viewer. In the so selected parts, an objective measurement of the Blurriness artifact is performed, based on the presence of fine detail and on the local edge width. Then the scene activity, or clutter, is measured by counting the number of distinct picture regions. In an active scene, indeed, a blurred object is deemed to be less apparent. The combination of quantified objective Blurriness with clutter yields a final index, which proved to appropriately reproduce the judgements of human observers on images of different quality, resulting from different video encodings.

The first quantifies the perceptive contrast experienced by the human eye, the second uses anisotropic diffusion to estimate a possible detail loss due to Blurriness. Secondarily two further indices are devised, each one suitable to a particular sort of image content. The first is dedicated to main, uniform objects, where smoothed borders are deemed to be the main source of Blurriness perception. First, a technique is devised to extract all edges, including the smoothest ones. Then the width of such edges is measured, and more weight is given to long than to short ones. The second index measures the activity of textured areas, trying to detect Blurriness inside the base texture elements. The four devised indices enable automatic quantification of the strength of Blurriness and some hints at its origin. In particular, some new results have been achieved in the ability to automatically distinguish natural Blurriness, present in the image content, from undesired one, introduced during encoding and processing.

The parameters obtained through a combination of objective measurements and subjective relevance respond coherently to changes in image quality due to different video encodings, as experimental results show.
