  • Strategic use of nondestructive evaluation methods in Bridge Management systems

    Abstract:

    A basis for the direct use of data from nondestructive evaluation methods in Bridge Management systems is presented. Bridge Management systems use integer-valued condition ratings to recognize conditions of Bridge elements, to model progression of deterioration, and to determine repair needs. Data from nondestructive evaluation methods can inform Management systems on the extent of damage, on the initiation of deterioration processes, and on the exposure of Bridge elements to aggressive agents. In addition, data obtained through nondestructive evaluation methods allow the formation of models of specific deterioration process. The use of these data in Bridge Management systems requires redefinition of condition ratings together with the creation of procedures for automated interpretation of data. By these action, nondestructive evaluation methods are directly used to assign condition ratings, and condition ratings are made into terse form of NDE data that are compatible with present day Bridge Management systems. This paper reports work in progress to strategic use of nondestructive evaluation methods in Bridge Management system.

In an ongoing research project funded by the U.S. Federal Highway Administration, procedures are being developed to communicate data from quantitative nondestructive evaluation methods to Bridge Management systems. It is expected to improve the conventional Management practice method and accumulate necessary data by using the developed Bridge Management system. In the present paper, several applications of GIS and lntemet for the netwolk-level Bridge Management are presented under the suppolt ofthe developed system.

    Abstract:

    Bridges are the most important components in expansive transportation networks. And Bridge Management systems (BMS) have been developed to help government agencies maintain the Bridges in their districts. However, Bridge Management systems vary with the different Bridge types and the different Management requirements for each maintenance level. The multi-level framework of a set of Bridge Management systems for the Ministry of Transportation and Communication (MOTC), for the central and district offices of the Highway and the Freeway Bureaus, and for county and city governments in Taiwan are developed in this work. In addition, major issues and tasks for building a multilevel Bridge Management system for Taiwan are discussed in this paper.

In particular, the study explores how agency Bridge Management systems are employed in this process. Information was gathered through a review of literature on U.S. and international Bridge Management, a survey of U.S. and Canadian transportation agencies, and 15 in-depth interviews with state department of transportation executive and Bridge managers.

  • Use of Bridge Management for Agency Decisions in Planning, Programming, and Performance Tracking

    Abstract:

    Most state departments of transportation employ a Bridge Management system (BMS) to assist in monitoring Bridge condition and performance and identifying needs for work. Some agencies also use a BMS for more advanced or specialized applications. The objective of this study has been to gather information on how Bridge Management information is used for agency decision making on Bridge investments and resource allocation, considering processes such as planning, programming, budgeting, and setting and tracking performance objectives and targets. While Bridge Management information is used in resource allocation decisions in all transportation agencies that were included in this study, the specific practices, analytic capabilities, and performance measures that are used differ, in some cases significantly. Some agencies apply Bridge Management techniques that are at the state of the art, but the majority appear to use only a subset of existing BMS capabilities. Nonetheless, the agencies that were studied appeared to have tailored their Bridge-related practices and information to their agency’s philosophy of Bridge Management, as well as to the financial, technical, and managerial environment in which planning, programming, and resource allocation take place. A number of agencies are working to advance their Bridge Management practices through BMS customization, e.g., in the definition of state-specific measures of condition and performance. Two trends that may influence Bridge Management practice in the future are the growing application of asset Management principles and methods, and a U.S. Department of Transportation review of the National Bridge Inspection Standards that is now under way.
