The Gold Standard and Center-Periphery Interactions
2020Co-Authors: Matías VernengoAbstract:The Gold Standard was an asymmetrical system, with different rules of the game for the Center and the Periphery. The periphery was for most of the time off the gold standard system, and effectively in an exchange-gold system. This paper will analyze the main effects of this hybrid system on the balance of payments adjustment mechanism of central and peripheral countries. It will be argued that the conventional wisdom that assumed a smooth and symmetrical adjustment of the balance of payments in the center and periphery is incorrect.

The dualism center - periphery is mentioned in most varied contexts and even with most various meanings. The aim of this article is to bring the foundations of this inseparable couple to light. The idea of center, as in geometry, evokes first a privileged position. But a center is also a place of strong concentration of population, economic activities, culture and authorities. The structure center - periphery created by a combination of the two preceding criteria is source of inequalities, asymmetries, polarization and domination. But the dualism center - periphery is too reducing. It is necessary to reason in terms of diffuse, progressive and subjective centrality. A general formal framework is proposed that covers the different types of centrality evoked

This cleavage has offered a simple and politically appealing theoretical foundation to scholarly and journalistic works for several decades. Empirical evidence, however, suggests institutions and worldviews have not been continuous across time, as the center–periphery framework suggests. Furthermore, disagreements and conflicts among groups perceived as peripheral, the fluidity of relationships between peripheral and central actors, and the lack of cohesion within the institutions of the center leave no reason to maintain the center–periphery cleavage as an organizing framework. The authoritarian turn in Turkey in the 2010s under the Adalet ve Kalkinma Partisi invites further scrutiny of the framework. With increasing global interconnectedness, there is a greater differentiation of transnational center–periphery relationships.
