    Abstract:

    This paper presents the Chief Security Officer (CSO) problem, defines its scope, and investigates several important research questions related within the scope. The CSO problem is defined based on the concept of secrecy capacity of wireless communication channels. It is also related to the Chief Estimation/Executive Officer (CEO) problem that has been well studied in information theory. The CSO problem consists of a CSO, several agents capable of having two-way communication with the CSO, and a group of eavesdroppers. There are two scenarios in the CSO problem; one in which agents are not allowed to cooperate with one another and the other in which agents are allowed to cooperate with one another. While there are several research questions relevant to the CSO problem, this paper focusses on the following and provides answers: (1) How much information can be exchanged back and forth between the CSO and the agents without leaking any information to the eavesdroppers? (2) What is the power allocation strategy that the CSO needs to follow so as to maximize the secrecy capacity? (3) How can agents cooperate with one another in order to increase the overall secrecy capacity?.

    This paper introduces the Chief Security Officer (CSO) problem for the first time and defines its scope based on two well known concepts in information theory: the Central Estimation Officer (CEO) problem and the secrecy capacity of communication channels. The CSO framework consists of a CSO, several secret agents gathering intelligence information from an open forum that may include one or more eavesdroppers capable of listening to all conversations. While there are several important research questions relevant to the CSO framework, this paper focuses on two central issues (1) how much information can be exchanged between the CSO and the agents without leaking it to the eavesdropper? (2) What is the power allocation strategy that the CSO needs to follow so as to maximize the secrecy rate of information transfer?

During the late Stone Age (Neolithic Period) when settlements were created and people made the transition from hunters to farmers, they created villages with fortified living areas for individual families. The villages had many physical barriers for protection against the risk at the time which was being attacked by people from another village. Walls, posts, thick enclosures, heavy doors with stout closures, animals, moats, and traps all served to protect communities from attack from their enemies. The Chief Security Officer can design the finest protective programs, obtain the full support of the management team, secure generous funding, form a competent Security group, and acquire a complete assortment of equipment. None of these components will matter, however, if employees fail to meet their individual Security responsibilities. A Security agenda, no matter how perfectly conceived and generously supported, is incapable of rising above poor Security practices by employees. Like the analogy of the weak link in the chain, an organization’s Security cannot be stronger than the weakest day-to-day behaviors of its employees.

    Empirical data collected from 102 government organizations in the Republic of Korea.Chief Security Officer (CSO) relational leadership positively influenced social alignment between the CSO and business executives.Social alignment between CSO and business executives positively influenced integrated knowledge.Integrated knowledge positively influenced ISS effectiveness, which, in turn positively influenced organizational performance.Contrary to expectations, the technical knowledge of the CSO negatively moderated the integrated knowledge ISS effectiveness relationship. While information technology has increasingly created various innovation opportunities in organizations, these opportunities have caused serious risks associated with information. Due to these potential risks, information Security has become a major concern in organizations, and the role of the Chief Security Officer has begun to attract research attention. Using a social capital theory perspective, this study aims to explore how the level of relational leadership of the Chief Security Officer drives the social alignment between business and IT executives. Specifically, we study how social alignment influences integrated knowledge, information Security system (ISS) effectiveness, and organizational performance. Empirical data from one hundred and two government organizations in the Republic of Korea confirms the impact of relational leadership, social alignment, and ISS effectiveness on organizational performance.

    Approved for public release; distribution is unlimitedFederal government Security-cleared personnel have been disclosing federal government classified national Security information, whether to a foreign government or the United States media, at an increasing rate since the 1980s. Can common personal or psychological characteristics or motivations be identified from historical cases that could indicate the likelihood of a current or potential federal employee to disclose national Security information without authorization? Reasons for unauthorized disclosure range from financial, to whistle-blowing, to a desire to change international policy, to sympathy and strong ties with a foreign government. The focus of this research is on the behavioral characteristics that are similar or different between known, studied historical cases of personnel associated with the federal government who have disclosed classified information without authorization. Upon review of existing data, the prevalent behavioral characteristic of the cases is one of a disgruntled employee (ideology/disillusionment/loyalty).
