These factors are most clearly present in the East-Central European countries, for reasons including the greater discrepancy between a eurocratic and an ordinary Civil-Service Career, the historically given inability of these countries' governments to participate in the development of EU institutions, and the guidance and close control exercised by the European Commission over the establishment of eurocratic institutions in these countries.

From the Planned Management of Staff, Jobs, and Competencies toward a New Statutory Framework: The Gradual Emergence of a Métier (Profession) in the French Civil Service
2005Co-Authors: Gilles JeannotAbstract:The term metier (meaning “profession”) sums up a project of gradual reform in French Civil Service staffing policy. The term was introduced along with methods to plan for changes in staffing and professional know-how by using frames of reference, listing the totality of job types necessary to fulfill all administrative needs, and the competencies associated with them. Analysis of the application of these methods shows the failure to develop a tool to serve as a basis for all human resource management functions. However, the process was useful for meeting the more precise and strategic needs of various ministries: for requalifying Civil servants in posts affected by new technologies or institutional change, for Career management, and in favoring the mobility of Civil servants with support functions for several ministries. In addition, it served as a basis for discussion between those receiving allocations and those responsible for a particular unit, with respect to management control. The main factor was the recognition of the importance of skills and professionalism over and above membership in a corps, or the “profession.” The same idea can be found in a recent report of the Conseil d’Etat, suggesting that those in charge of a particular unit be given the means to choose staff according to professional background and acquired skills rather than according to the status of their original corps. Thus the idea of metier is used to create a link between two moving entities: one, the changing missions of public organizations; the other, the changing missions of individuals in the course of a Career. Reference to metier thus consists more of renewing the model of a Civil Service Career than in questioning its relevance.

Au milieu du xviii ^e siècle, un enseignement de mathématiques est instauré à l’Université impériale. La dynastie Qing a ainsi intégré à la formation de quelques-uns des lettrés, qui visaient à faire carrière dans l’administration, la transmission d’une certaine expertise dans ce domaine. In the middle of the 18th century, mathematics began to be taught at the Imperial University. Thus the Qing dynasty established the transmission of a degree of expertise in this field as part of the training of certain literati who aimed at a Civil Service Career.
