However, one critical issue in promoting Coal utilization is controlling environmental pollution. Clean Coal technologies are needed to utilize Coal in an environmentally acceptable way and to improve Coal utilization efficiency. This paper describes Coal's role in China's energy system and the environmental issues related to Coal use. Coal is responsible for 90% of the SO2 emissions, 70% of the dust emissions, 67% of the NOx emissions, and 70% of the CO2 emissions. But as the most abundant energy resource, it will continue to be the dominant energy supply for a long time. Therefore, the development and deployment of clean Coal technologies are crucial to promote sustainable development in China. Clean Coal technologies currently being developed in China are described including high efficiency combustion and advanced power generation technologies, Coal transformation technologies, IGCC (integrated gasification combined cycle) and carbon capture and storage (CCS). Although China only recently began developing clean Coal technologies, there have been many successes. Most recent orders of Coal-fired power plants are units larger than 600Â MW and new orders for supercritical and ultra supercritical systems are increasing rapidly. Many national research programs, industrial research programs and international collaboration projects have been launched to develop on IGCC and CCS systems in China. Finally, suggestions are given on how to further promote clean Coal technologies in China.

This paper introduces the current status of energy in China, evaluates the research, development, and demonstration policies for advanced-Coal technologies during the Tenth Five-Year Plan, and gives policy prospects for advanced-Coal technologies in the Eleventh Five-Year Plan. Early deployment policies for advanced-Coal technologies are discussed and some recommendations are put forward. China has made great progress in the development of advanced-Coal technologies. In terms of research, development, and demonstration of advanced-Coal technologies, China has achieved breakthroughs in developing and demonstrating advanced-Coal gasification, direct and indirect Coal liquefaction, and key technologies of Integrated Gasification Combined Cycle (IGCC) and co-production systems. Progress on actual deployment of advanced-Coal technologies has been more limited, in part due to insufficient supporting policies. Recently, industry chose Ultra Super Critical (USC) Pulverized Coal (PC) and Super Critical (SC) PC for new capacity coupled with pollution-control Technology, and 300 MW Circulating Fluidized Bed (CFB) as a supplement.

To better understand the development of China's clean Coal Technology in the power sector, first, the development of clean Coal Technology and the status of Coal consumption in the past 20 years are briefly analyzed. Second, it is vital to present the future trend of clean Coal power. Based on several uncertainty analyses, two scenarios for the penetration of clean Coal Technology are constructed to probe the role of clean Coal Technology in China's sustainable development. Finally policy implications are proposed to fully develop and deploy feasible technologies for China's Coal power sector.
