Social Change, 2010Co-Authors: Satyapriya RoutAbstract:The article examines the efforts for collective action of ten village communities in the state of Orissa to manage their local forest resources from an Institutional perspective. It explores the differential levels of success in the collective action efforts of these communities, and the role of local level Community Institution therein, for ensuring sustainable resource use and management. The article concludes that only presence or absence of the Institution is not always sufficient for sustainable resource management outcomes, despite being a necessary condition for it. The existing Institution must be a robust one with strong rules for resource appropriation and good monitoring system. Institutional arrangements for sustainable resource management at the Community level must be understood as a dynamic process, which involve a continuous interaction among the Community members and the designed Institution. Recruitment to interventional research, clinical trials, and Community‐based health programs remains a central public health challenge, particularly among low‐income and multi‐ethnic populations. Utilizing existing Community Institutions and “opportunistic” communication channels within these settings for recruitment seems an optimal strategy for overcoming barriers to participation. However, such Institutions frequently serve heterogeneous populations, and little is known regarding intra‐Community variations in program uptake. Methods. This paper reports the gender and race/ethnic differences in subject characteristics and enrollment patterns among 435 Latino and African American participants in a smoking‐cessation program delivered through one such Community Institution, an inner‐city school district in Los Angeles County. Implementation of Regional Regulation Number 11 of 2011 on Community Institution of Kelurahan is often found many problems. The problems that are often found such as the lack of clarity of the existing rules of the regulation, the lack of budget from the city government of Surakarta, and the unclear reporting results of accountability. The purpose of this study is to describe and analyze the implementation of the implementation of regional regulation number 11 of 2011. This research type is descriptive research by using qualitative method. Data collection technique is done by interview approach. Sampling was done by purposive sampling technique. Approach to ensure data validity using data triangulation. Data analysis using interactive analysis model. The results showed that in the process of policy implementation from socialization, implementation, guidance to supervision is in accordance with applicable rules. however, there are Factors influencing the implementation process of Surakarta city regulation number 11 Year 2011 about Kelurahan Community Institution. The influencing factors consist of communication, executor attitude, resources, and bureaucratic structure. Constraints in communication ie the intensity of communication made less at the time of socialization to the parties concerned. Attitudes in conducting supervision to each Kelurahan Community Institution has been running well. Budget funds or financial resources in implementing the policy Regarding the Implementation Mechanism of Community Institutions Village is still limited. The existing bureaucracy structure in the policy has not been clearly set in detail only seconded by the mayoral regulation of Surakarta. This resulted in coordination and cooperation made, both cooperation and coordination conducted by the government of Surakarta City against the Kelurahan Community Institution, itself has not run optimally. Hubungan Kerja Lembaga Kemasyarakatan Dengan Pemerintah Kelurahan Pada Pemerintah Daerah Kota Pekanbaru
2016Co-Authors: Rahyunir RaufAbstract:Community Institution is one of the civil organization under the authority of village level governance, also acknowledged and under supervision of government. Indonesian legislation has given chance to society to form Community Institution. Act number 23/2014 on Local Government and Act number 6/2014 on Village laid foundation for society to form village level Community Institution based on their need. In reality, those Community Institution like Rukun Tetangga (RT), Rukun Warga (RW), Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK), Pemberdayaan Kesejahteraan Keluarga (PKK), Karang Taruna, etc., have been an integral part in helping government’s task, especially the task of head of urban village related to services on governance, development, and civil matters. Civil Institution in urban village has shown its benefit and function in government, especially city government. Act number 5/1974 doesn’t mention about RT and RK/RW, but that does not means those Institutions don’t have their reason for existence (raison dieter). RT and RK/RK can be formed based on Mayor’s Order as implementation of mayor’s function on Community Administrator. As Community Administrator Mayor can form act on forming and regulating Community Institution in its area which in turn can help city government fulfill its Community’s participation, thus Community’s aspiration can be included in government’s action and further enlarge social participation. Even though it is known that some city is regulates and empowers its Community Institutions, it is advised that other city has to start, so it won’t be too far behind, because Community Institution’s benefit and function have been proven. Working relation between Community Institution and urban village is deep.
