2009Co-Authors: Bryan KrekelAbstract:Abstract : This paper presents a comprehensive open source assessment of China's capability to Conduct computer network operations (CNO) both during peacetime and periods of conflict. The result will hopefully serve as useful reference to policymakers, China specialists, and information operations professionals. The research for this project encompassed five broad categories to show how the People's Republic of China (PRC) is pursuing computer network operations (CNO) and the extent to which it is being implemented by examining: a) The PLA's strategy for computer network operations at the campaign and strategic level to understand how China is integrating this capability into overall planning efforts and operationalizing it among its field units; b) Who are the principal institutional and individual "actors" in Chinese CNO and what linkages may exist between the civilian and military operators; c) Possible targets of Chinese CNO against the US during a conflict to understand how the PLA might attempt to seize information control over the US or similar technologically advanced military during a conflict; d) The characteristics of ongoing network exploitation activities targeting the US Government and private sector that are frequently attributed to China; e) A timeline of alleged Chinese intrusions into US government and industry networks to provide broader context for these activities. The basis for this work was a close review of authoritative open source PLA writings, interviews with Western PLA and information Warfare analysts, reviews of Western scholarship on these subjects, and forensic analysis of intrusions into US networks assessed to have Chinese origins. The research draws heavily from journals and articles published by the Chinese National Defense University and the Academy of Military Sciences, the military's highest authority for issues of doctrine, strategy, and force modernization.

Why Your Intuition About Cyber Warfare is Probably Wrong

We have an inborn ability to understand the laws of the physical world. In order to shoot an artillery round farther, just add more powder; to provide cover for protection against bullets, hide behind a rock. A private might accidentally shoot the wrong target, but the potential damage is limited by the maximum range of his or her rifle. The laws of physics, however, are counterintuitive in Cyberspace. In Cyberspace, our understanding of the “laws of physics” is turned on its head. Weapons can be reproduced instantly, “bullets” travel at near the speed of light, destroyed targets can be brought back from the dead, and a seventeen year old can command an army. As human beings we are at a distinct disadvantage when thinking intuitively about Cyber Warfare. In this article we study where our intuition fails us in Cyber Warfare and suggest alternate ways to think about the Conduct of Cyber war that account for the vast differences between the kinetic and the non-kinetic fight. A correct understanding and appreciation of these differences and common misconceptions is absolutely necessary to Conduct Cyber Warfare and to integrate Cyber effects into the kinetic battlefield. To ground this work we need to define the term “Cyber.” There is significant and evolving debate regarding the precise definition of Cyber. For purposes of this article we define Cyber as a spectrum of Cyberspace operations including Computer Network Attack (CNA), Computer Network Exploitation (CNE), and Computer Network Defense (CND)

United Nations Digital Blue Helmets as a Starting Point for Cyber Peacekeeping
2017Co-Authors: Akatyev Nikolay, James JoshuaAbstract:Prior works, such as the Tallinn manual on the international law applicable to Cyber Warfare, focus on the circumstances of Cyber Warfare. Many organizations are considering how to Conduct Cyber Warfare, but few have discussed methods to reduce, or even prevent, Cyber conflict. A recent series of publications started developing the framework of Cyber Peacekeeping (CPK) and its legal requirements. These works assessed the current state of organizations such as ITU IMPACT, NATO CCDCOE and Shanghai Cooperation Organization, and found that they did not satisfy requirements to effectively host CPK activities. An assessment of organizations currently working in the areas related to CPK found that the United Nations (UN) has mandates and organizational structures that appear to somewhat overlap the needs of CPK. However, the UN's current approach to Peacekeeping cannot be directly mapped to Cyberspace. In this research we analyze the development of traditional Peacekeeping in the United Nations, and current initiatives in Cyberspace. Specifically, we will compare the proposed CPK framework with the recent initiative of the United Nations named the 'Digital Blue Helmets' as well as with other projects in the UN which helps to predict and mitigate conflicts. Our goal is to find practical recommendations for the implementation of the CPK framework in the United Nations, and to examine how responsibilities defined in the CPK framework overlap with those of the 'Digital Blue Helmets' and the Global Pulse program
