    Risk Assessment is an essential prelude to the development of accident prevention strategies in any chemical process industry. But, the high costs and time involved in Conducting Risk Assessment by conventional techniques often becomes a deterrent. In order to circumvent this problem, the authors have developed a Risk analysis methodology based on a set of reliable rapid techniques and tools. The suitability of the methodology, named by us ORA (Optimal Risk Analysis), has been demonstrated by applying it to a real-life situation.

    Abstract:

    Abstract An expert system has been developed for automating HAZOP (HAZard and Operability) studies. The system, EXPERTOP (EXPERT system for Conducting HAZOP) is capable of performing HAZOP studies at significantly lesser costs and with better accuracy than conventional HAZOP studies. By facilitating automation of HAZOP, EXPERTOP is expected to contribute significantly to the initiatives of the chemical process and other industries in Conducting Risk Assessment. This, in turn, would contribute to an improvement in the production efficiency and, more significantly, Risk minimisation of the industries. The latter aspect has assumed ever-increasing significance because frequency of industrial accidents has been increasing over the years as has the extent of damage caused by such accidents.

    Conducting a security Risk Assessment is a vital step for public transport organizations as they develop their security culture. A security Risk Assessment encourages transit organizations to put security matters at the center of their operations and manage security Risks in a methodical and transparent manner. A sound methodology allows for the Assessment of needs in a systematic rather than arbitrary way. Risk Assessment also is a precondition for defining priorities. Risk Assessment produces Risk rankings which may serve the management of an organization in its decision making and planning efforts. The management of the organization also may use the results of the Risk Assessment to communicate financial needs. There are many Risk Assessment methodologies, but the main principles tend to remain the same: consider the probability of a threat occurring, together with the impact that such a threat would have. This is followed by a vulnerability analysis which assesses existing and potential safety and security provisions against the Risks diagnosed. Partners of COUNTERACT, a recently completed European Project, have developed generic guidelines for Conducting Risk Assessments in public transport networks. The approach used in the COUNTERACT guidelines is qualitative, which makes it practical and easily applicable. The actual analysis is carried out through a series of workshops. Workshop participants may include staff members from operations and security, external experts and representatives from law enforcement agencies. The analysis is done by filling out a matrix with information on security threats, assets, the probability of occurrence of each threat, and the impact and severity of each threat. This approach has successfully been used by public transport operations of different sizes.
