  • Water Conservation Policy Evaluation: The Case of the Southern Ogallala Aquifer

    Abstract:

    The Great Plains region of the United States is characterized by a significant dependence on agriculture;specifically irrigated agriculture.  The regional economic dependence on irrigated agriculture and the decline of the Ogallala Aquifer due to agricultural pumping have been much of the basis for the relatively recent governmental interest in developing Policy alternatives for conserving water in the aquifer.  The objectives of this study were to analyze and evaluate the outcomes of specified water Conservation Policy alternatives on the Ogallala Aquifer underlying the Southern High Plains of Texas and Eastern New Mexico using non-linear optimization models.  Results indicate that due to varying land use and hydrologic conditions in the Ogallala Aquifer, blanket water Conservation policies will likely be inefficient.

    Texas groundwater law is based on the rule of capture; however, recent legislation provides groundwater Conservation districts with the authority to implement groundwater use rules to manage aquifers. The objective of this study was to develop optimization models to analyze effects of groundwater policies on the Ogallala Aquifer and evaluate economic impacts on the Southern High Plains of Texas. The results of this study indicate that a Policy that restricts the quantity of groundwater pumped conserved more water over the 50-year time horizon than implementation of a water use fee, but at a higher cost to local economies.

    Abstract:

    Abstract This article employs political ecology and common property theory to examine sea turtle Conservation, how it is articulated and executed at different sociopolitical and geographic scales, and the consequences for local rights of access to resources. It draws on ten years of research at various field sites in Costa Rica, and on sea turtle Conservation Policy in general, to show that although most sea turtle Conservation Policy is legitimized in the language of ecology, beliefs about rights to sea turtles as a resource underlie ecological arguments. This becomes clear through analysis of the local, national, and international scales, where ecological arguments are employed differently in order to discount or promote certain types of property rights and to promote particular types of Conservation interventions; thus, promoting Conservation action at a particular scale is not simply a matter of ecological necessity.
