Virtual Permitting Framework for Off-site Construction Case Study: A Case Study of the State of Florida

NawariAbstract:The rising calls to supply more housing units in the United States real estate market have hit the record in the post-recession era. This pressure has led the investor in the AEC industry to think about alternative non-conventional ways to improve the quality, productivity and labor shortage. The growing business of adopting off-site Construction has currently been rising. This new delivery method has helped to control the quality, quantity, and time. However, the off-site Construction schedule can be shortened, and the building can be delivered faster by improving the Permitting approval process. The current Construction Permitting process in the U.S is tending to be bureaucratic and not productive. Nevertheless, a growing number of Building Authorities are looking for a better way to boost the productivity of issuing the Construction Permit. Some of the Building Authorities have adopted online Permitting and less paper policy. This paper reviews the barriers and challenges facing off-site Construction Permitting in the US. The study discusses the incorporation of Building Information Modeling (BIM) in the workflow of the manufactured building Permitting. Moreover, the paper presents a Virtual Permitting concept to optimize the current Permitting process for off-site Construction projects.

BIM-based Virtual Permitting Framework (VPF) for post-disaster recovery and rebuilding in the state of Florida

NawariAbstract:Abstract In the state of Florida, climate change and unpredictable weather disasters have put pressure on the state and local decision-makers to adopt swift and efficient Post-Disaster recovery plans. Part of such recovery plans includes rebuilding businesses and housing. However, projects that include the reconstructing and restoring of the damaged buildings are complicated and time-consuming. Throughout the state of Florida, the Authorities Having Jurisdiction (AHJ) currently assist with the inspections of existing structures' safety and also issue Construction Permits for rebuilding or repairing. Regardless of the adaption of various policies and strategies by many governmental entities, innovative methods must be developed to reduce further risks after disasters by creating resilient built environments. This paper seeks to address the issues of Post-Disaster rebuilding. The research presents the significance of adopting a new Virtual Permitting Framework (VPF) to improve the efficiency of obtaining the Construction Permit in Post-Disaster recovery efforts. The paper explores the current Permitting process during Post-Disasters, the impact of the Permitting process on the progress of recovery strategies and proposes an innovative system to enhance the rebuilding process using Building Information Modeling (BIM).

Implementation of building Construction Permit policy based on South Timor Tengah District Regulation No.7 of 2015 concerning buildings in So’e City District, South Timor Tengah Regency (TTS)

FanggidaeAbstract:Purpose: This study aims to analyze the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah Regency (TTS) Number 7 of 2015 in So’e City District, South Timor Tengah Regency and to analyze the inhibiting factors for implementing the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah Regency Number 7 of 2015 in District of So’e City, South Timor Tengah Regency. Research Methodology: This research is a qualitative research using a descriptive approach. Data collection was carried out through interviews, observation and documentation. Results: The implementation of the Building Construction Permit policy in So'e City District, South Timor Tengah Regency can be viewed from four indicators, namely: (a) communication (b) resources (c) disposition (d) bureaucratic structure. Activities carried out by the Implementer are: building data collection, coordination with related agencies and issuing Permits. The inhibiting factor for the implementation of the Building Construction Permit policy in So'e City District, South Timor Tengah Regency is the limited resources in the form of human resources, financial resources, operational resources, buildings that are not in accordance with spatial planning and many buildings that violate the boundary lines as well as public understanding of building Permit regulations. Limitations: This study only analyzes the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah Regency Number 7 of 2015 in So’e City District, South Timor Tengah Regency. The Urban Dimension of the Albanian Cities of Transition Was Damaged as a Result of the ‘Big Government’ and Not Its Absence: An Assessment in Relation to the Construction Permit!
European journal of social sciences, 2020Co-Authors: Gentian KaprataAbstract:The main Albanian cities and inhabited centers have suffered great damage of urban and environmental dimension in the years of transition. These implications of rapid and intensive development have produced cities that offer a very low quality of urban life to their citizens. What requires immediate political and legal intervention is to create the preconditions for Albanian cities to change by improving their potential in relation to the quality of urban life they offer to their citizens. One of the basic aspects, where this political goal can be achieved, is the function of controlling the Construction development in these cities, in other words the function of building Permits. Formal Construction, or Construction that has been subject to political-administrative decision-making, has faced increased pressure from the government to obtain a building Permit. The performance of the government, regarding the function of Construction Permitting, is presented as very bureaucratic and corrupt. The technical, administrative and legal rules through which the administration exercises in the Construction Permit process have been very difficult for private entrepreneurs to implement. This has produced, firstly, the phenomenon of informal Construction, and secondly, the change in the focus of entrepreneurs in the formal Construction sector. In great administrative difficulties and obstacles, private entrepreneurs have shifted their focus from the aim of offering high quality products and low price in the market, to the goal of obtaining a building Permit while ignoring the quality of the buildings they have developed. In this sense, what is required is the facilitation of technical, administrative and legal procedures and rules for obtaining a Construction Permit, which would ensure the reduction of the informal sector and refocus of the formal sector on quality and competitive price in a free market. This is a basic precondition for the situation of cities not to deteriorate further, and that paves the way for the improvement of their situation in the future.Keyword: big government, small government, classical liberalism, modern liberals, the left, the right, development control, Construction Permitting.
