    Abstract:

    The mild recession experienced in the early part of this decade forced many US electrical contractors to reduce their profit margins as a way to win jobs and survive economically. However, to make up for lower profit margins, contractors turned to 'better Planning' as a method for improving their efficiency and increasing their profitability. In general, contractors believe that better Planning contributes to better project performance, but the evidence has been mostly anecdotal. A study was conducted recently that transformed anecdotal evidence about the impact of pre-Construction Planning on performance into quantitative evidence. The research resulted in the development of a model pre-Construction Planning process that was based on outstanding projects that were well planned and performed well. The study quantified the relationship between pre-Construction Planning activities, project characteristics and performance, and a separate validation study found that those projects that performed a comprehensive Planning process similar to the model Planning process were more likely to achieve their estimated work hours, profit, budget and completion goals.

    Pre-Construction Planning is gaining popularity as one approach to improving productivity in the Construction industry. In the past decade, only a handful of studies have been completed on the project Planning process; yet, most contractors believe better Planning can lead to better outcomes and increased profitability. This paper describes an on-going research project that attempts to (1) model the electrical pre-Construction Planning process, (2) investigate the relationship between Planning practices and project outcomes, (3) identify which Planning practices lead to outstanding performance, and (4) establish metrics for evaluating Planning effectiveness. Preliminary results and a detailed methodology for the final phase are presented.

    A computer-based system for generating Construction plan documents using expert systems is described. The system is composed of multiple expert systems, a CAD system, databases and a word-processing system which binds the expert and CAD systems. Each expert system includes information for an element of Construction Planning, such as method and machine selection, scheduling and cost estimation. These expert systems can be directly called from within a page of the document displayed on the screen and the results inferred by the expert systems are automatically incorporated back into the document. The system includes a consistency check procedure that checks contradictions between results inferred by several expert systems and provides the user with information to maintain consistency throughout the document. >

The geographic information system (GIS) is a very effective tool for integrating and managing various types of information, including spatial and nonspatial data, required for roadway Construction Planning. This paper proposes a GIS-based system for improving roadway Construction Planning with its "interactive space scheduling" and "operation level Planning" functions, which are supported by the integration of various data required for Planning.     Abstract:

    The Planning process for roadway Construction involves a large amount of information on design, Construction methods, quantities, unit costs, production rates, and site conditions. The process also requires a lot of time and manpower because of the difficulties in managing and manipulating the information. GIS (Geographic Information System) is a very effective tool for integrating and managing various types of information such as spatial and non-spatial data required for roadway Construction Planning. This paper proposes a GIS-based system for improving roadway Construction Planning with its 'Spatial Analysis', 'Visualization', and '3D-Analysis' functions. The proposed system can help Construction planners make a proper decision in a unique way by integrating design information and Construction information within the system and creating design element modules for space scheduling purposes in real-time with its 'Interactive Planning' function. In addition, the operation level Planning for earthwork can be performed by the system with the '3D-Analysis' function for haul routes. A few cases of haul route analysis are also included in the paper. It is anticipated that the proposed system in this study would improve the efficiency of roadway Construction Planning.
