    Abstract:

    The United Nations’ Sustainable Development Goals (SDGs) offer specific guidelines for improving sustainable forest management, especially Goal 15. Goal 15 protects, restores and promotes the sustainable use of land ecosystems, manages forests sustainably, prevents was against desertification, stops and reverses land degradation and prevents biodiversity loss. The Civilian Control Zone (CCZ) south of the Demilitarized Zone (DMZ) separating North and South Korea has functioned as a unique biological preserve due to traditional restrictions on human use but is now increasingly threatened by deforestation and development. We used hot spot analysis and structural equation modeling (SEM) to analyze spatial patterns of forest land use and land cover (LULC) change and variables influencing these changes, within the CCZ. Remote sensing imagery was used to develop land cover classification maps (2010 and 2016) and a GIS database was established for three change factors (topography, accessibility and socioeconomic characteristics). As a result of Hotspot analysis, Hotspots of change were distributed mainly due to agricultural activities and the development of forest and expansion of villages. Subsequent factor analysis revealed that accessibility had greater influence (−0.635) than the other factors. Among the direct factors, change to bare land had the greatest impact (−0.574) on forest change. These results shed light on forest change patterns and causes in the CCZ and provide practical data for efficient forest management in this area with regards to the SDGs.

    In response to roadway geometry and traffic Control devices, motorists may change their speeds within a work Zone. Speed profile data for 102 automobiles (cars and vans) and 49 trucks, which traveled on a section of a traffic Control Zone 2.4 km (1.5 mi) long, were obtained. The average speeds of automobiles and trucks were 8 to 29 km/hr (5 to 18 mph) and 2 to 19 km/hr (1 to 12 mph), respectively, over the work Zone speed limit. Vehicles decreased their speeds to the lowest level near the work space (Route 16 bridge). Even at the work space, about 65% of automobiles and 47% of trucks traveled faster than the speed limit. Automobiles and trucks reduced their speeds by 2 to 21 km/hr (3 to 13 mph) and 5 to 19 km/hr (3 to 12 mph), respectively, compared with their speeds at the beginning of the merging taper. As drivers traveled further into the traffic Control Zone their speeds first decreased, then slightly increased, and finally reached their minimum value at the work space. After passing it, the speeds continuously increased until vehicles left the study section. Comparisons of speed reductions at similar distances before and after the work space indicated that vehicles attempted to reach the speeds they had before the bridge. The speed reduction distributions for each vehicle group indicated that a small percentage of drivers reduced their speeds by large amounts. Thus, the speed reduction distribution plots were not bell shaped but had long tails (similar to lognormal or Pearson Type III distributions). Statistical analyses based on properties of a normal distribution would not be appropriate for interpretation of speed reduction data for most of the locations within a work Zone.

    Earlier work has established a decentralized optimal Control framework for coordinating on line a continuous flow of Connected Automated Vehicles (CAVs) entering a “Control Zone” and crossing two adjacent intersections in an urban area. A solution, when it exists, allows the vehicles to minimize their fuel consumption while crossing the intersections without the use of traffic lights, without creating congestion, and under the hard safety constraint of collision avoidance. We establish the conditions under which such solutions exist and show that they can be enforced through an appropriately designed “feasibility enforcement Zone” that precedes the Control Zone. The proposed solution and overall Control architecture are illustrated through simulation.

    Abstract:

    Na Phra Lan Subdistrict is a pollution Control Zone with the highest PM10 level in Thailand. Major mobile and industrial sources in the area are related to stone crushing, quarrying and mining. This study used statistical techniques to investigate the potential sources influencing high PM10 levels in Na Phra Lan. Hourly PM10 data and related parameters (PM2.5, PMcoarse and NOx) from 2014-2017 were analysed using time series, bivariate polar plot and conditional bivariate probability function (CBPF). Results of diurnal variation revealed two peaks of PM10 levels from 06:00-10:00 and 19:00-23:00 every month. For seasonal variation, high PM10 concentrations were found from October to February associated with the cool and dry weather during these months. The bivariate polar plot and CBPF confirmed two potential sources, i.e., resuspended dust from mobile sources close to the air quality monitoring station (receptor) and industrial sources of mining, quarrying and stone crushing far from the station on the northeast side. While the industrial source areas played a role in background PM10 concentrations, the influence of mobile sources increased the concentrations resulting in two PM10 peaks daily. From the study results, we proposed that countermeasure activities should focus on potential source areas, resuspended road dust from vehicles and the industrial sources related to quarrying and mining, rather than distributing equal attention to all sources.

  • The impact of environmental regulation on employment: an empirical study of China's Two Control Zone policy.

    Environmental regulations affect employment through productivity output and factor substitution. This paper employs a difference-in-differences (DID) method to investigate the effect of China's Two Control Zones (TCZ) policy on the urban employment in 287 cities from 1994 to 2009. We apply the DID method to two time points: 1998 for policy issuance and 2000 for the policy implementation. From the results of analyses on full-sample cities, the TCZ policy did not contribute to increasing total urban employment. Moreover, a negative impact on employment resulted from sulfur dioxide and acid rain Controls in secondary and tertiary industries, respectively. In the acid rain Control Zone, the TCZ policy increased the average wage of urban workers. Negative effects on employment were observed in larger cities. The policy triggered labor migration from larger to smaller cities, resulting in significant increases in primary and tertiary industry employment in smaller cities, although the effects on mid-size cities were insignificant. This study provides important empirical evidence and insight into the impact of the TCZ policy on urban employment.
