    Cette thèse étudie la proposition 100% monnaie, telle qu’elle fut formulée aux États-Unis dans les années 1930 par Henry Simons (l’auteur principal du « Plan de Chicago »), Lauchlin Currie et Irving Fisher notamment. L’essence de cette proposition est de divorcer la création de monnaie des prêts de monnaie : les dépôts servant de moyens de paiement seraient soumis à 100% de réserve en monnaie légale, conférant à l’État un monopole de la création monétaire. Cette idée de réforme étant régulièrement sujette à confusion, nous entreprenons de clarifier son concept et d’étudier ses principaux arguments. Au chapitre 1, nous montrons que le 100% monnaie ne saurait être considéré comme un simple avatar des idées de la « Currency School » : contrairement à l’Acte de Peel de 1844, il ne contient en soi aucune règle d’émission, laissant ouvert le débat « règle ou discrétion ». Au chapitre 2, distinguant entre deux grandes approches du 100% monnaie, nous montrons que celui-ci n’implique nullement d’abolir l’intermédiation bancaire basée sur les dépôts d’épargne. Au chapitre 3, nous analysons, à travers les travaux de Fisher, l’objectif principal du 100% monnaie : celui de mettre fin au comportement procyclique du volume de monnaie, causé par le lien de dépendance entre création monétaire et prêts bancaires. Au chapitre 4, nous étudions un autre argument du 100% monnaie : celui de permettre une réduction de la dette publique, en rendant à l’État l’intégralité du seigneuriage – argument souvent critiqué, dont nous montrons qu’il n’est pourtant pas infondé.   • As relações da tríplice hélice nas fundações de apoio brasileiras: uma avaliação da dinâmica de captação de recursos para projetos de inovação

    Abstract:

    As fundações de apoio constituem um dos tipos de pessoas jurídicas de direito privado forjadas com a finalidade de dar apoio a projetos de pesquisa, ensino e extensão e de desenvolvimento institucional, científico e tecnológico brasileiro. Observadas como elos das relações entre universidade, empresa e governo, as fundações de apoio emergem no cenário brasileiro a partir do pleito de estabelecer uma plataforma de desenvolvimento econômico baseada no tripé: ciência, tecnologia e inovação - CT&I. Em termos aplicados, essas operam como ferramentas de desburocratização, tornando a gestão dos entes públicos mais ágil, sobretudo à gestão acadêmica em conformidade a abordagem da Tríplice Hélice. Em face do exposto o presente estudo tem como objetivo compreender como as relações da Tríplice Hélice intervêm no processo de captação de recursos das fundações de apoio brasileiras. Para compreensão das relações postas, utilizou-se os modelos de interação Universidade-Empresa-Governo preconizadas por Sábato e Botana (1968), a abordagem da Tríplice Hélice disposta por Etzkowitz e Leydesdorff (2000), assim como a perspectiva dos sistemas nacionais de inovação, discutida por Freeman (1987, 1995), Nelson (1990, 1993), e Lundvall (1992). O objeto de pesquisa deste estudo consta das 26 fundações estaduais de amparo à pesquisa associadas ao Conselho Nacional das Fundações Estaduais de Amparo à Pesquisa – CONFAP, assim como as 102 fundações de apoio às IES associadas ao Conselho Nacional das Fundações de Apoio às Instituições de Ensino Superior e de Pesquisa Científica e Tecnológica – CONFIES, totalizando 128 entidades. Como estratégia de pesquisa, este estudo se caracteriza como uma pesquisa aplicada, de abordagem quantitativa. Os dados primários desta pesquisa foram coletados com o uso do procedimento e-mail Survey. Foram coletadas 75 observações, que correspondem à 58,59% do universo de pesquisa. Cabe ponderar o uso do método bootstrap com vistas a validar o uso da amostra nas análises de resultados. Para a análise dos dados foram utilizadas técnicas de estatística descritiva e de análises multivariadas de dados: a análise de conglomerados; a correlação canônica e a regressão logística binária. A partir das raízes canônicas obtidas, os resultados indicaram que a relação de dependência entre as variáveis de relações (com os atores da Tríplice Hélice) e os recursos financeiros investidos em projetos de inovação é baixa, admitindo a hipótese nula deste estudo, que as relações da Tríplice Hélice não têm interferido positivamente ou negativamente na captação de recursos para investimentos em projetos de inovação. Por outro lado, os resultados obtidos com a análise de conglomerados apontam que as entidades que possuem maiores quantitativos e montantes financeiros de projetos constam em sua maioria de fundações de grande porte (mais de 100 funcionários), que apoiam até cinco IES, publicam relatórios de gestão e utilizam em sua estrutura de capital, maior financiamento do setor público. Por fim, é pertinente destacar que o poder de classificação do modelo logístico obtido neste estudo demonstrou alta capacidade preditiva (80,0%) facultando à comunidade acadêmica replicações em ambientes de análise similares.Foundations support constitute one of the types of legal entities of private law forged with the purpose of supporting research projects, education and extension and institutional, scientific and technological development of Brazil. The research object of this study consists of 26 state foundations that support research associated with the National Council of the State Foundations of Supporting Research - CONFAP, as well as the 102 foundations in support of IES associated with the National Council of Foundations of Support for Institutions of Higher Education and Scientific and Technological Research – CONFIES, totaling 128 entities. As a research strategy, this study is considered as an applied research with a quantitative approach. Primary research data were collected using the e-mail Survey procedure. Seventy-five observations were collected, which corresponds to 58.59% of the research universe. It is considering the use of the bootstrap method in order to validate the use of the sample in the analysis of results. For data analysis, it was used descriptive statistics and multivariate data analysis techniques: the cluster analysis; the canonical correlation and the binary logistic regression. From the obtained canonical roots, the results indicated that the Dependency Relationship between the variables of relations (with the actors of the Triple Helix) and the financial resources invested in innovation projects is low, assuming the null hypothesis of this study, that the relations of the Triple Helix do not have interfered positively or negatively in raising funds for investments in innovation projects. On the other hand, the results obtained with the cluster analysis indicate that entities which have greater quantitative and financial amounts of projects are mostly large foundations (over 100 employees), which support up to five IES, publish management reports and use in their capital structure, greater financing of the public department. Finally, it is pertinent to note that the power of the classification of the logistic model obtained in this study showed high predictive capacity (80.0%) providing to the academic community replication in environments of similar analysis

    Abstract:

    This paper explores a tree kernel-based method for nominal semantic role labeling (SRL). In particular, a new Dependency-driven constituent parse tree (D-CPT) structure is proposed to better represent the Dependency relations in a CPT-style structure, which employs Dependency relation types instead of phrase labels in CPT. In this way, D-CPT not only keeps the Dependency Relationship information in the Dependency parse tree (DPT) structure but also retains the basic structure of CPT. Moreover, several schemes are designed to extract various kinds of necessary information, such as the shortest path between the nominal predicate and the argument candidate, the support verb of the nominal predicate and the head argument modified by the argument candidate, from D-CPT . Evaluation on Chinese NomBank shows that our tree kernel-based method on D-CPT achieves comparable performance with the state-of-art feature-based ones. This indicates the effectiveness of the novel D-CPT structure for better representation of Dependency relations in tree kernel-based methods. To our knowledge, this is the first research of tree kernel-based SRL on effectively exploring Dependency Relationship information, which achieves comparable performance with the state-of-the-art feature-based ones.

    This paper explores a tree kernel based method for semantic role labeling (SRL) of Chinese nominal predicates via a convolution tree kernel. In particular, a new parse tree representation structure, called Dependency-driven constituent parse tree (D-CPT), is proposed to combine the advantages of both constituent and dependence parse trees. This is achieved by directly representing various kinds of Dependency relations in a CPT-style structure, which employs Dependency relation types instead of phrase labels in CPT (Constituent Parse Tree). In this way, D-CPT not only keeps the Dependency Relationship information in the Dependency parse tree (DPT) structure but also retains the basic hierarchical structure of CPT style. Moreover, several schemes are designed to extract various kinds of necessary information, such as the shortest path between the nominal predicate and the argument candidate, the support verb of the nominal predicate and the head argument modifled by the argument candidate, from D-CPT. This largely reduces the noisy information inherent in D-CPT. Finally, a convolution tree kernel is employed to compute the similarity between two parse trees. Besides, we also implement a feature-based method based on D-CPT. Evaluation on Chinese NomBank corpus shows that our tree kernel based method on D-CPT performs signiflcantly better than other tree kernel-based ones and achieves comparable performance with the state-of-the-art feature-based ones. This indicates the efiectiveness of the novel D-CPT structure in representing various kinds of Dependency relations in a CPT-style structure and our tree kernel based method in exploring the novel D-CPT structure. This also illustrates that the kernel-based methods are competitive and they are complementary with the feature- based methods on SRL.

Evaluation on Chinese NomBank shows that our tree kernel-based method on D-CPT achieves comparable performance with the state-of-art feature-based ones. This indicates the effectiveness of the novel D-CPT structure for better representation of Dependency relations in tree kernel-based methods. To our knowledge, this is the first research of tree kernel-based SRL on effectively exploring Dependency Relationship information, which achieves comparable performance with the state-of-the-art feature-based ones.

    Abstract:

    Web service composition is to assemble single services, and it can realize the function that cannot be completed by the single services. How to composite services according to user's requests quickly and accurately is a key problem to be solved in the era of service-oriented software engineering (SOSE). On the basis of storing service information, we get execution Dependency relations among services in the consideration of service interface (Input and Output) and capability (Precondition and Effect) firstly. Then the join operation in relational database (RDB) is used to determine the service composition path quickly according to user's requests. The semantic reasoning Relationship between concepts and the concept status path are used to do the calculation, and it helps to enhance the accuracy of service composition. The effectiveness of the proposed method is validated through experiments.
