However, Administrative Reconsideration Law has encountered numerous difficulties and problems since it was enacted, which blocked the Law to fulfill its function as supposed. Administrative Reconsideration Statute of Guangzhou, which came into effect on June 1, 2004, comprehensively and systematically regulates administrative reconsideration. The Statute pursues justice and tries to explore and to innovate the Design of Institution. This article analyzes the legislation characteristics of the Statute.
