    Abstract:

    Abstract In its Human Development Report 1990 , the United Nations Development Program (UNDP) proposes yet another composite Indicator of Development levels: the “human Development index” (HDI). The HDI assesses intercountry Development levels on the basis of three so-called deprivation Indicators: life expectancy, adult literacy and the logarithm of purchasing power adjusted per capita GDP. Using simple statistical analysis, this paper questions both the composition of the HDI and its usefulness as a new index of Development. It concludes that the HDI is both flawed in its composition and, like a number of its predecessors, fails to provide insights into intercountry Development level comparisons which preexisting Indicators, including GNP per capita, alone cannot.

    The selection of an optimum number of Indicators is the key to any sustainable Development Indicator (SDI) research. Indicators, too less in number, may be inadequate to convey the message and; too many may dilute the purpose. To arrive at an optimum number of Indicators from a larger set of potential ones, a set of criteria is applied. In the past SDI-initiatives, emphasis was not laid on structuring criteria; these were invariably considered in a linear way. This paper proposes a framework to organise criteria in a tree fashion at successive levels. For each level, the weights of a criterion relative to others are determined by following analytical hierarchy process where experts' opinions are considered. For aggregation of scores, 'displaced ideal' method is proposed over linear additive model.

    Abstract Despite the fact that it has been well over a decade since Agenda 21 first called for sustainable Development Indicators, there is no consensus regarding the best approach to the design and use of SDI models. It is important, therefore, to question the effectiveness of SDIs in an effort to continue advancing sustainability. This paper addresses one aspect of this question by exploring whether our global SDI metrics are sending a clear message to guide us towards sustainable Development. Six global SDI metrics are compared by relative ranking in colour coded tabular format and spatially in map format. The combined presentation of results clearly illustrates that the different metrics arrive at varying interpretations about the sustainability of nations. The degree of variability between the metrics is analyzed using correlation analysis. The variability in findings draws attention to the lack of a clear direction at the global level in how best to approach sustainable Development. Canada is presented as a case study to highlight and explain the discrepancies between SDI measures.
