    Abstract:

    The regional distribution of Renewable Energy Sources effects power plant scheduling and power system Planning significantly. This applies for all countries with high targets for distributed power generation. In this paper, various cases of the regional distribution of future Renewable Energy Sources and the electrical load are analyzed and compared with one another using the example of Germany. Therefore, various regionalization factors are defined and calculated which describe the percentage of the total installed capacity that is installed in all regions within Germany. The comparison of the regionalization factors is evaluated with the objective of identifying a set of future scenarios for network Development Planning that include all or most of the conceivable and plausible Development cases.

    Abstract:

    Network Development Planning is a central task during the next decades due to the extension of renewable energy generation all over the world. In most countries, the geographic locations of renewable energy systems are not planned by any authority - the process is decentralized. The following analysis shows the effects of regional distribution of smaller power generation units on network Development Planning. Two different ways of regionalization of wind and photovoltaic power capacity are compared using an AC load flow calculation of the German transmission system. A special effort was made in collecting and structuring all input data for the analysis. This paper aims to sensibilize all those who are responsible to consider the input data intensely and with due diligence.

    Abstract:

    Power Development plan or PDP is a long-term plan for energy reliability and security. It illustrates how much power plant a country plans to build to meet future demand. At present, one of the great challenges for the system planner is to develop a PDP that can confront with high growth of demand as well as high growth of the renewable energy. As the renewable energy is highly penetrated, it creates high uncertainty and intermittency to the power grid in such a way that, sometimes, typical conventional power plant cannot be quick enough to response. Many recent researches suggest that the energy storage system or ESS should be installed to cope with this problem. This paper proposed a method to develop a PDP considering installation of the ESS. The key factor determining whether a power grid requires a new plant or a new ESS is an index modified from Reserved Margin (RM). To illustrate the advantage of the proposed method, new power Development plan (PDP) done by the proposed method is then compared to the Thailand's current plan, PDP2018.

    Abstract:

    As Thailand's electricity demand increases, the country's power supply must meet this new demand. An increasing portion of energy production from renewables will lead to a drastic change in net demand characteristic on traditional power supplies. If the overall power plants in the system cannot respond to this fluctuating and uncertain demand, it may cause generation demand to be unbalanced and lead to system instability. Therefore, this paper proposes a new power Development Planning method that considers power plant response to load change. The key factor determining whether a power grid requires a new plant are reliability indexes such as Loss of Load Expectation (LOLE) and Reserved Margin (RM). Then type of power plants suited for different load demand patterns is identified. To illustrate the advantage of the proposed method, new power Development plan (PDP) done by the proposed method is then compared to the Thailand's current plan, PDP2015.

    Abstract:

    Government imposes power Development plan (PDP) to develop the national energy security and to promote the renewable energy and energy conservation programs. However, without considering regional conditions, it may cause generation-demand unbalanced in some areas that leads to system instability and unnecessary transmission expansion. This paper proposes a policy-based power Development Planning with consideration of regional constraints. An index based on multi-area reliability concept is used as a key indicator to determine a proper location for future power plants if needed. A simplified PDP algorithm with regional constraints is proposed. This method is suitable for policy-based Planning. The proposed method has been tested with a modified Thailand generation system. Total costs from the conventional method and from the proposed method are investigated and then compared.

Despite the view that mathematical methods of locational analysis are too sophisticated for use in many of these nations, several studies have demonstrated the usefulness of such methods in the locational decision-making process. This paper reviews the use of location-allocation models in health service Development Planning in the developing nations. The purpose of this review is to examine the suitability of these methods for designing health care systems and their relevance to overall Development problems in such countries.
