    Abstract:

    Since political independence in 1965, Singapore has achieved remarkable economic growth through continuous industrial re-structuring and technological upgrading. This paper presents a framework suitable for analysing the national innovation system of small, late-industrialising economies, and applies it to examine how Singapore's national innovation system has transformed over the years, and how public S&T policy has changed in response to the changing needs of the innovation system. In particular, the paper highlights four generic stages in the evolution of Singapore's national innovation system, with the emphasis of public S&T policy shifting from assimilation and Diffusion of Technology through leveraging foreign multinational corporations (MNCs) to include an increasing focus on promoting indigenous R&D and technopreneurial start-ups in recent years. Implications from the analysis for Singapore's future public S&T policy challenges are discussed.

    Abstract:

    This paper analyzes long-term effects of skilled-worker immigration on productivity for the Huguenots migration to Prussia. We combine Huguenot immigration lists from 1700 with Prussian firm-level data on the value of inputs and outputs in 1802 in a unique data base. In 1685, religious persecution drove highly skilled Huguenots out of France into backward Brandenburg-Prussia where they were channeled into towns to compensate population losses due to plagues during the Thirty Years’ War. Exploiting this settlement pattern in an instrumental-variable approach, we still find causal effects of Huguenot settlement on the productivity of textile manufactories hundred years after their immigration.

    Abstract:

    Abstract This paper analyzes long-term effects of skilled-worker immigration on productivity for the Huguenot migration to Prussia. In 1685, religiously persecuted French Huguenots settled in Brandenburg-Prussia and compensated for population losses due to plagues during the Thirty Years’ War. We combine Huguenot immigration lists from 1700 with Prussian firm-level data on the value of inputs and outputs in 1802 in a unique database to analyze the effects of skilled immigration to places with underused economic potential. Exploiting this settlement pattern in an instrumental-variable approach, we find substantial long-term effects of Huguenot settlement on the productivity of textile manufactories.     No Brasil, estima-se que a produção anual de tilápias supere 100 mil toneladas, principalmente devido ao potencial produtivo da região Nordeste que em 2004 respondeu por 41 % da produção total de 70.000 toneladas, gerando renda de US$ 200.000.000,00, decorrente de suas condições climáticas, disponibilidade de tecnologia e mercado de consumo, regional e nacional em expansão. A intensificação de cultivos tem como conseqüência o aumento de matéria orgânica, que favorece a multiplicação de microrganismos, possibilitando o surto de doenças na ocorrência de situações adversas aos peixes. Tilápias (Oerochromis niloticus) de cultivos do estado de Pernambuco foram avaliadas com objetivo de determinar a freqüência de doenças bacterianas. Para tanto, analisaram-se amostras de diversas fazendas, nos diversos aspectos, com relevância para os agentes bacterianos. As tilápias foram examinadas quanto à presença de estreptococos, víbrios, coliformes, pseudomonas e aeromonas. Foram realizados exames clínicos e necropsias, para análise microscópica das lesões e melhor definição do provável agente etiológico. As análises foram realizadas no Laboratório de Sanidade de Animais Aquáticos (LASAq) da Universidade Federal Rural de Pernambuco (UFRPE) e no Centro de Desenvolvimento e Difusão de Tecnologia em Aqüicultura da Universidade Estadual da Bahia (UNEB). Os principais agentes patológicos foram víbrios e aeromonas, que são patógenos oportunistas responsáveis por perdas significantes, sendo identificadas as seguintes espécies em 46 isolados: Vibrio natriegens (1/46), V. metschnikovii (2/46), V. halioticoli (1/46), V. fischeri (2/46), V. mimicus (23/46), V. diabolicus (1/46), V. furnissi (1/46), V. cholerae O1 (1/46), V. scophthalmi (4/46), V. proteolyticus (3/46), V. argarivorans (1/46), V. ordalii (2/46) e Vibrio spp.(3/46). Os vibrios isolados apresentaram maior sensibilidade aos antimicrobianos enrofloxacina (100%) e florfenicol (98,18%) e em ordem decrescente, gentamicina (90,91%), cotrimoxazol (sulfametoxazol+trimetroprima) (76,36%), tetraciclina (67,27%), eritromicina (30,91%) e amoxilina (3,64%). Os isolados testados apresentaram-se 100% resistentes a penicilina. Neste estudo, 96,4% (53/55) dos víbrios apresentaram índice múltipla resistência a antibióticos (MAR), superior a 0,22, caracterizando múltipla resistência. Em 35 isolados as aeromonas identificadas foram: Aeromonas caviae (1/35), A. shubertii (11/35), A. media (4/35), A. popoffii (1/35), A. sobria (3/35), A. encheleia (4/35), A. veronii (4/35) e A. jandaei (4/35). Foram testados 40 isolados de aeromonas quanto à sensibilidade a oito antimicrobianos, tendo mostrado maior sensibilidade a florfenicol (100,0%), enrofloxacina(95,0%), gentamicina (95,0%), cotrimoxazol (sulfametoxazol+trimetroprima) (67,5%), tetraciclina (65,0%). Houve menor sensibilidade a eritromicina (20,0%), penicilina (5,0%) e a amoxilina (2,5%), confirmando a existência de resistência. O índice MAR para os isolados de aeromonas variou de 0,12 a 0,62, dos quais 95% (38/40) apresentaram índices superiores a 0,22, caracterizando multiresistência. A maioria das espécies de víbrios isoladas não é considerada patogênica para os peixes (ambientais), mas ainda assim podem representar risco para a saúde das tilápias por questão de oportunismo e do consumidor, principalmente se consumido cru.     Abstract:

    We explore the long-run impact of the Kyoto Protocol commitments to limit greenhouse gas emissions under various assumptions about the international spillover arising from actions led by the industrialised countries. International spillover comprises many complex processes including substitution due to price effects, Diffusion of Technology innovations, and policy and political spillovers. We represent these in terms of their aggregate impact on emission intensities over the next century. Limiting industrialised country emissions alone has limited environmental benefit if there is no international spillover; in our base case atmospheric concentrations by the end of the century rise to 730 ppm. However, this implies a large divergence of emission intensities, contrary to both empirical long term aggregate trends, and to identifiable influences towards convergence associated with economic globalisation. In contrast, if spillover leads to convergence of emission intensities by 2100, atmospheric concentrations are kept to below 560 ppm and are close to stabilising. Weargue that zero or negative international spillover, as assumed in manyanalyses, is not credible; we estimate the most likely range for the international spillover parameter in our model to be 0.5–1.0. For our base scenario this would imply a mean global average temperature change from pre-industrial levels by 2100 of 2.7–3.4 °C instead of 4.2 °C,and rising at only 0.15–0.29 °C/decade instead of 0.45 °C/decade.Long-run sea-level rise is greatly curtailed. The regional benefits to the industrialised countries are also magnified because of the spillover to developing county emissions. Although the aggregate degree of spillover is uncertain, the available evidence suggests that it will be important and environmentally beneficial in aggregate. Spillover will help to spread the global effectiveness of the Kyoto first period and subsequent commitments, and deserves much further scrutiny.

    Abstract:

    Abstract This study examines the Kyoto Protocol's impact on the international Diffusion of renewable energy technologies including solar and wind energy. Using patent application data of 133 countries from 1990 to 2013 and a difference-in-difference approach, we find that the Kyoto Protocol increased international patent applications from the countries with emission targets. The effect appeared over many years during the period studied, particularly for solar energy Technology. When we focus on countries with more stringent targets, the effect of the Kyoto Protocol is even stronger. For these countries, the Protocol's impact on the numbers of applications for international patent persisted strongly, even for wind energy Technology. Moreover, we find a similar effect for the international patent applications filed in four developing countries that are large emitters of greenhouse gases: Brazil, China, India, and Mexico. These results suggest that the Kyoto Protocol stimulated international patenting activities from countries that are committed to stringent targets for climate mitigation. Our results endorse the importance of climate change agreements for international Diffusion of Technology.
