Field studies suggest that natural transmission occurs through transient and seasonal invasion of houses by sylvatic/peridomestic triatomines, rather than through persistent domiciliated bug populations. We investigated the genetic structure of T. dimidiata populations, using morphometry and microsatellite markers, to assess dispersal of individuals in this triatomine species and to understand the dynamics of domestic infestation. We observed low phenotypic and genetic differentiation among populations from different villages, with an FST of only 0.0553, which suggested a weak but significant population structure at this level. Similarly low but significant differences were observed among populations from the same village but different biotopes (sylvatic, peridomestic, and domestic), with FST values ranging from 0.0096 to 0.0455. These data suggested elevated dispersal of bugs between biotopes (Nm = 5-25), which was confirmed by likelihood and Bayesian assignment tests. A proportion of bugs collected within Domiciles were significantly assigned to peridomestic and sylvatic areas. This study showed that T. dimidiata has important dispersal capabilities that can explain the seasonal pattern of Domicile infestation by peridomestic and sylvatic bugs. Therefore, dispersal should be taken into account in the design of effective vector control strategies.

We found that there was a re-infestation of houses by adult bugs starting 4 months after insecticide application, possibly from sylvatic/periDomicile areas. This points out the need to take into account the potential dispersal of sylvatic/peridomestic adult bugs into the Domiciles as well as continuity action for an effective vector control.

Problème de tournées de véhicules avec contraintes de synchronisation dans le cadre de structures de maintien à Domicile. Formalisation mathématique et hybridation à base de métaheuristique
2015Co-Authors: Fabrice GayraudAbstract:Nous nous sommes intéressés à la problématique d’organisation des tournées de soins à Domicile dans le cadre de structures de maintien à Domicile comme par exemple les service d’Hospitalisation À Domicile ou les Services de Soins Infirmiers À Domicile. Les soins sont prodigués au Domicile des patients par un ou deux soignants d’un type défini, comme médecin ou infirmier par exemple pendant une période de disponibilité du patient. Le patient est caractérisé par un niveau de dépendance et peut exprimer une préférence pour être soigné par un soignant plutôt qu’un autre. L’objectif est de construire les tournées des soignants en rendant visite à tous les patients tout en minimisant la longueur (ou durée) des tournées, en équilibrant les tournées suivant le niveau de dépendance des patients et en favorisant la préférence des patients. Après avoir réalisé un état de l’art des problèmes d’organisation de tournées de soins à Domicile, nous proposons deux modélisations mathématiques de notre problème sous la forme d’un multiple Traveling Salesman Problem avec fenêtres de temps (m-TSPTW) auquel s’ajoute des contraintes spécifiques comme la synchronisation d’activités ou la prise en compte de types de ressource et des critères de performance propres au problème (équilibrage et préférence). Nous avons ensuite proposé des méthodes approchées basées sur des couplages métaheuristique - modèle de simulation testées sur des instances de la littérature d’un problème proche du nôtre et des instances adaptées à notre problème. Pour terminer, nous abordons trois perspectives de recherche :- la réorganisation des tournées suite à l’absence d’un soignant,- la prise en compte de temps de transport stochastique,- la localisation de structures de maintien à Domicile et l’impact sur la construction des tournées.

PROBLÈME DE TOURNÉES DE VÉHICULE AVEC SYNCHRONISATION POUR L'ORGANISATION DE SOINS À Domicile
2014Co-Authors: Fabrice Gayraud, Laurent Deroussi, Nathalie Grangeon, Sylvie NorreAbstract:Nous nous intéressons à deux types de structure qui réalisent des soins à Domicile, les Services de Soins Infirmiers A Domicile (SSIAD) et les services d'Hospitalisation A Domicile (HAD). Les SSIAD sont des établissements sociaux et médico-sociaux et ont pour objectif de maintenir le plus longtemps possible l'autonomie des patients à leur Domicile et d'aider les personnes dépendantes à mieux vivre au quotidien. En revanche les services de HAD sont des structures de soins alternatives à l'hospitalisation qui permettent d'assurer au Domicile du patient des soins médicaux et paramédicaux importants pour une durée limitée mais renouvelable en fonction de l'évolution de l'état de santé du patient. L'objectif d'un service de HAD est d'éviter voire de raccourcir une hospitalisation classique en établissement afin d'améliorer le confort des patients et de baisser les coûts de fonctionnement des hôpitaux. Nous débutons par une présentation du contexte de nos travaux et la présentation de notre problème d'optimisation. Nous poursuivons avec un état de l'art sur l'organisation de soins à Domicile. Nous proposons ensuite une modélisation mathématique du problème basée sur un modèle de m-TSPTW puis une métaheuristique que nous testons sur des instances de la littérature.

Defining Residence for Income Tax Purposes: Domicile as Gap-Filler, Citizenship as Proxy and Gap-Filler

ZelinskyAbstract:The states' income tax systems are important repositories of experience which confirm the administrative benefits of citizenship-based taxation. Domicile today plays an important role in state tax systems as a gap-filler when more objective statutory residence laws fail to assign any state of residence to the taxpayer. Citizenship is an administrable proxy for Domicile and serves a similar gap-filling role in the federal taxation of individuals whose income and activities straddle across national boundaries.The states' difficulties enforcing Domicile-based taxation highlight the administrative benefits of citizenship-based taxation. As long as residence is understood for tax purposes in terms of Domicile, citizenship is an efficient proxy for such Domicile. The states' experience defining residence supports the United States' citizenship-based approach to federal income taxation. Under the Internal Revenue Code, citizenship serves as an administrable proxy for Domicile and fulfills the same gap-filling function played by Domicile under the states' income taxes.

Citizenship and Worldwide Taxation: Citizenship as an Administrable Proxy for Domicile

ZelinskyAbstract:The United States’ worldwide taxation of its citizens is less different from international, residence-based norms than is widely believed and is sensible as a matter of tax policy. An individual’s citizenship is an administrable, if sometimes overly-broad, proxy for his Domicile, his permanent home. Both citizenship and Domicile measure an individual’s permanent allegiance rather than his immediate physical presence. Because citizenship and Domicile resemble each other and because other nations often define residence for tax purposes as Domicile, the U.S. system of citizenship-based taxation typically reaches the same results as the residence-based systems of these other nations, but reaches these results more efficiently by avoiding factually complex inquiries about Domicile. In contrast, the traditional justification of U.S. citizenship-based taxation, namely, the putative benefits of such citizenship, is not persuasive. In this context, three models of U.S. citizenship are relevant, namely, the minimalist model, the psychological model, and the Tiebout/purchase model. None of these models justify the worldwide taxation of U.S. citizens on a benefits basis. Rather, such taxation is persuasive because of administrative considerations, i.e., the close resemblance of Domicile and citizenship which makes the latter an administrable proxy for the former.
