    Abstract:

    There is widespread interest in universal Early Education, both to promote child development and to support maternal employment. Positive long-term findings from small-scale Early Education interventions for low-income children in the US have greatly influenced the public discussion. However, such findings may be of limited value for policymakers considering larger-scale, more widely accessible programs. Instead, the best insight into the potential impacts of universal Early Education comes from analysis of these programs themselves, operating at scale. This growing research base suggests that universal Early Education can benefit both children and families, but quality matters.

    Abstract:

    In the 1960s and 1970s, many states introduced grants for school districts offering kindergarten programs. This paper exploits the staggered timing of these initiatives to estimate the long-term effects of a large public investment in universal Early Education. I find that white children aged five after the typical state reform were less likely to be high school dropouts and had lower institutionalization rates as adults. I rule out similar positive effects for blacks, despite comparable increases in their enrollment in public kindergartens in response to the initiatives. The explanation for this finding that receives most empirical support is that state funding for kindergarten crowded out participation in federally-funded Early Education among the poorest five year olds.

    High-quality Early Education and child care for young children improves physical and cognitive outcomes for the children and can result in enhanced school readiness. Preschool Education can be viewed as an investment (especially for at-risk children), and studies show a positive return on that investment. Barriers to high-quality Early childhood Education include inadequate funding and staff Education as well as variable regulation and enforcement. Steps that have been taken to improve the quality of Early Education and child care include creating multidisciplinary, evidence-based child care practice standards; establishing state quality rating and improvement systems; improving federal and state regulations; providing child care health consultation; as well as initiating other innovative partnerships. Pediatricians have a role in promoting quality Early Education and child care for all children not only in the medical home but also at the community, state, and national levels.

    Abstract:

    Objective To investigate the effect of Early Education on intelligence development of full term babies. Methods Normal full term babies were randomly assigned to Early Education(31 cases) and control group (30 cases).The Education group were accepted Early Education on intelligence after birth.Perinatal conditions were no significant difference between the two groups. Results Average scores of mental development index at 12 months after birth were better in Education group than that in control group. Conclusion Early Education has a great promoting effect on intelligence development of normal full term babies.
