    Abstract:

    This paper investigates the technical efficiency differences of a sample of regional Employment Offices (REOs) across Swiss cantons. Regular job-search assistance, registration and matching of unemployed workers with job vacancies performed by Employment Offices are all important active labour market policies (ALMPs) which are often ignored in the literature evaluating the impact of active measures. The analysis is carried out by means of a stochastic production frontier model estimated on a panel of Employment Offices observed over the period between November 2000 and December 2001. The results show that the specific exogenous conditions exercise influence over the technical efficiency of each Employment Office. Even though these conditions affect significantly the relative performance of regional Employment Offices, the managerial efficiency component does remain important. Finally, the job placement process is characterised by decreasing returns to scale.

    Summary Background  Construction workers have a substantial risk of developing irritant and/or allergic contact dermatitis. Unfortunately, however, there is little population-based epidemiological data relating to occupational skin diseases (OSD) in the European construction industry that allow assessment of preventive measures. Objectives  In this investigation, the yearly incidence rates and causes of OSD in the construction industry were analysed on the basis of our register in Northern Bavaria. Methods  From 1990 until 1999, all incidences of OSD in the construction industry were recorded prospectively. This enables the calculation of incidence rates of OSD in relation to the employed population in Northern Bavaria as recorded by the German Federal Employment Office. Results  In the construction industry, a total of 335 OSD were registered. These comprise 9·0% of all OSD in the register. We classified them into four relevant groups: (A) tile setters and terrazzo workers (incidence per 10 000 employees = 19·9); (B) painters (7·8); (C) construction and cement workers (5·2); and (D) wood processors (2·6). The overall incidence was 5·1 per 10 000 employees over 10 years, which is a little below average for the entire register (6·7). Of these, 43·6% were at least 40 years old. Allergic contact dermatitis (61·5%) occurred more often than irritant contact dermatitis (44·5%). Potassium dichromate caused roughly half of all cases of sensitization found to be occupationally relevant in the construction industry (152 cases) followed by epoxy resin (40) and cobalt chloride (32). Conclusions  The results indicate that potassium dichromate is still the most important allergen in the construction industry of Northern Bavaria; there has been no significant decline during the 1990s. This contrasts with the Scandinavian countries, where the prevalence of potassium dichromate sensitization declined following the reduction of chromium VI levels resulting from the addition of ferrous sulphate to cement. Within the construction industry, tile setters and terrazzo workers have a strikingly high incidence of OSD.

    Background  Occupational skin diseases (OSDs) account for a large portion of occupational diseases in Europe, but population-based epidemiological studies are missing. Objectives  We analysed the initial reports of OSDs in our register of OSDs in Northern Bavaria (BKH-N). Methods  A total of 5285 cases were assessed prospectively and registered from 1990 to 1999. As the German Federal Employment Office provides specific occupational data in relation to the total employed population of Northern Bavaria, it was possible to conduct a population-based study that investigated the trend in incidence rates between two study periods (1990–92 and 1993–99) in 24 different occupational groups. Results  A total of 3097 cases of OSD (median age 25 years) were recorded in the 24 occupational groups. There was a significant decline (P < 0·001) in the overall incidence rate of OSD with 10·7 cases per 10,000 workers per year for the first study period and 4·9 cases per 10,000 workers per year for the second study period. This general trend in incidence rates was also significant for hairdressers and barbers, bakers, health-care workers, cooks and metal processors. Conclusions  The BKH-N provides national data based on the notification of OSDs in Germany. The results demonstrate the rank of occupations hazardous for the skin and are helpful for defining target groups for prevention.

    We use a recent policy change in the Netherlands to study how changes in search requirements for the older unemployed affect their transition rates to Employment, early retirement and sickness/disability benefits. The reform, becoming effective on January 1 2004, requires the elderly to formally report their job search efforts to the Employment Office in order to avoid a (temporary) cut in benefits. Before the new law was passed, unemployed individuals were allowed to stop all search activity at the moment they turned 57.5. Estimating various duration models using difference-in-difference and regression discontinuity approaches, we find that for several groups of individuals who are affected by the policy change, the stricter search requirements significantly increases their entry rate into Employment. However, we also find evidence of a higher outflow to sickness/disability insurance schemes, a presumably unwanted side-effect of the policy change.
