This paper reports the first evidence on the market adoption and economic implications of Energy performance certificates implemented by the European Union. The results show that adoption rates are low and declining over time, coinciding with a negative sentiment regarding the Label in the popular media. Labels are clustered among smaller, post-war homes in neighborhoods with more difficult selling conditions. We also document that geographic variation in the adoption rate of Energy Labels is positively related to the fraction of "green" voters during the 2006 national elections. Within the sample of Labeled homes, the Energy Label creates transparency in the Energy efficiency of dwellings. Our analysis shows that consumers capitalize this information into the price of their prospective homes.

We also document that adoption rates of Energy Labels are positively related to the fraction of ”green” voters during national elections. The Energy Label seems to create transparency in the Energy performance of dwellings and our analysis shows that consumers capitalize this information in the price of their prospective home. The size of the Energy-efficiency increment is positively related to the Label outcome.

Therefore these product attributes are often undervalued in purchase decisions. Signaling, e.g. Energy Labeling, can overcome these asymmetries, with positive implications for effective consumer decisions, competitive advantage for suppliers of Energy?efficient goods, and for societal goals such as mitigating climate change. However, there is a scarcity of research investigating how Energy Labels actually influence consumer choice. The recent revision of the European Union Energy Label provided a unique opportunity to investigate the effectiveness of Energy Labeling in a quasi field?experimental setting. We show that the proposed extension of the seven?point A-G rating scale by adding new classes A+, A++, etc. will result in a lower perceived importance of Energy efficiency in consumer decision?making. Based on a stated preference survey investigating 2244 choices by German consumers, we conclude that the revision actually undermines the Label's ability to overcome information asymmetries, hence potentially contributing to market failure.

However, the embrace of innovation has led to the development of so many Energy-efficient products that for many product categories, the highest class of the scale has already been achieved or even surpassed. The EU Energy Label has become a victim of its own success with too many appliances crowded in the top of the scale, and is now about to be revised by the Commission. The purpose of this paper is to provide evidence on the effect of two discussed Labelling schemes on consumer decisions regarding investigated choices for televisions. We aim to demonstrate the difference in magnitude of the effect of both schemes in realistic choice experiments in order to define how to best move forward from a policy and a marketing perspective.

While previous research has discussed the importance of Labelling, this paper provides empirical data on the influence of ecoLabels on consumer behaviour for household appliances. It reports on the results of a survey involving a total of 151 choice-based conjoint interviews conducted in Switzerland in Spring 2004. Choice-based conjoint analysis (also known as discrete choice) has been applied to reveal the relative importance of various product attributes for consumers. The EU Energy Label is used for the product category chosen in our survey, washing machines, and we investigate the relative importance of this eco-Label compared with other product features (such as brand name) in consumers' purchasing decisions. CetikAbstract:Not only ecoLabelling and Energy Labeling but also its wider framework, namely, the idea of sustainable consumption and production are recent issues of the globe compared to consumer product safety which dates back to the 19th century. Previous studies analyze the regulation of ecoLabelling and Energy Labeling neglecting its common aspects with product Labeling for human health and safety purposes. This article focuses on the development of those three types of product Labels, namely, CE Marking, EU Energy Label and EU EcoLabel employed in the European Union (EU) also with a view to predict their future. It is revealed that increasing societal awareness in ecological issues tend to converge earlier measures of product safety Labelling (CE Marking) into new measures of ecoLabelling (EU EcoLabel) in terms of substance. Secondly, the Article shows that both EU Energy Label and EU EcoLabel tend to converge into CE Marking particularly in terms of standardisation procedures as well as conformity assessment, market surveillance and enforcement. Interestingly, convergence tends to occur in both directions regarding the substance and standardisation of EU EcoLabel vis-a-vis CE Marking. In the end, it is suggested that EU EcoLabel may (and perhaps should) become mandatory in the future in view of the historical development and justifications regarding mandatory CE Marking and EU Energy Label. On the other hand, a mandatory federal ecoLabel does not seem so likely in case of the United States (US) due to its different attitude towards product Labeling as well as consumers’ impact on the environment. Nevertheless, some procedural convergence is visible among product Labels.

Since the purchase decision can be influenced by the consumers' understanding of the Energy Label, this paper addresses the clarity of the Energy Label of washing machines from a consumer's point of view, and their expectations and wishes concerning a future Energy Label. Information on consumers' opinions/expectations regarding the Energy Label was collected by a semi representative survey in eleven European countries in 2015. The main outcome of the study is that consumers are generally familiar with the symbols on the Energy Label, but they do not know this information belongs to which programme. They believe that a washing machine with the highest Energy efficiency class available on the market can help make savings on Energy and water in all its programmes. They require declaration of the specific consumption and performance values which are deduced as average values from tests on three different treatments. Detailed data about the individual tests are normally not available to the public but just kept in the technical documentation of the manufacturer. Within the ATLETE II project 62 washing machines were measured to verify their compliance with the declared value. As this was an EU funded project all data are now also publicly available. This set of detailed measured data was used first to get a deeper inside into the performances and consumption values of the specific parameters and second to see how different the approaches are between manufacturers to achieve the same or similar declaration values. Energy Conversion and Management, 2013Co-Authors: Jasmin Geppert, Rainer StammingerAbstract:Abstract In order to determine the sensitiveness of refrigerators’ Energy consumption on various operational factors reflecting real life conditions, four different refrigerators were tested in laboratory using Box–Behnken design with three variables (ambient temperature, thermostat setting position and additional heat load by storing warm food) at three different levels. The investigations show that the Energy consumption of refrigerators is highly sensitive to actual operational conditions. Daily Energy consumption of one and the same appliance may vary between a few watt-hours and 2000 Wh and even more, dependent on the respective operational factors. Analysis of variance (ANOVA) reveals that ambient temperature is the most influential factor on the Energy consumption of a refrigerator. Energy use is also affected, to a minor degree, by internal compartment temperature and additional heat load. Test results are presented and Energy consumption data are compared with values shown on the European Energy Label. Results are discussed also with regard to the question as to whether or not the Energy Label and the associated test standard are appropriate to project actual Energy consumption in use.

International Journal of Consumer Studies, 2010Co-Authors: Jasmin Geppert, Rainer StammingerAbstract:Over recent decades, Energy savings and resource conservation have become increasingly important issues for debate, and this includes the residential sector. Since the introduction of the European Energy Label, the Energy consumption of appliances has decreased drastically. Additionally, a number of guidelines have been published to assist the consumer in adopting more Energy-saving behaviours. Refrigerators and freezers in particular are covered by these recommendations because they are large Energy consumers in domestic households. In order to understand the influence of consumers' real life circumstances and their behaviour in relation to the Energy consumption of refrigerators, a web-based survey was carried out. A total of 1011 participants in four European countries completed a questionnaire to allow the researchers to gain information about refrigerator characteristics and consumer behaviour in relation to refrigerator use. As well as demographic and socio-economic characteristics of the participants, data were collected on refrigerator configuration and specification, ambient conditions (ambient temperature, position near any heat sources), and consumer behaviours such as shopping frequency, loading of the refrigerator, door opening and food consumption. The study has shown that recommendations on Energy efficient usage are not always observed. A major finding of the present study is that for 25% of refrigerators, correct operation is not ensured as these appliances are operated outside the temperature ranges specified according to their climatic classes. This suggests a lack of consumer information on this topic. Consequently, guidelines and recommendations will have to be revised and their dissemination to be improved in order to ensure the sustainable and safe use of domestic refrigerators.
