Advanced nations including Korea have been focusing on the development of hydrogen Energy Technology R&D for the sustainable development and low carbon green society. In this paper, we applied the integrated fuzzy analytic hierarchy process (Fuzzy AHP) and the data envelopment analysis (DEA) for measuring the relative efficiency of the R&D performance in the national hydrogen Energy Technology development. On the first stage, the fuzzy AHP effectively reflects the vagueness of human thought. On the second stage, the DEA approach measures the relative efficiency of the national R&D performance in the sector of hydrogen Energy Technology development with economic viewpoints. The efficiency score can be the fundamental data for policymakers for the well focused R&D planning.

Korea imports more than 97% of its total Energy consumption and ranks 10th in the world in terms of Energy consumption. Developing hydrogen Energy Technology has great potential to cope with Korea's Energy security and to establish Korea's hydrogen economy. In this study, we analysed the potential of Korea to be competitive in development of hydrogen Energy Technology using the analytic hierarchy process (AHP) approach. In this paper, two scenario analyses are presented: in the first, the R&D budget is a criterion and in the second it is not. The results show that Korea is the sixth most competitive nation because of the low score for infrastructure required for hydrogen Technology. In addition, compared with US results for both scenarios, patents, papers and proceedings, R&D budgets, and infrastructure for hydrogen Technology are inferior to the US, which is ranked in first place for this sector. Korean policymakers have to concentrate on those sectors to strengthen Korea's competitiveness in the development of hydrogen Energy Technology.

Korea ranked eighth worldwide in terms of the volume of oil consumption in 2014 according to the BP statistical review 2015. Consequently, the best way to address the Energy problem in Korea and enhance its national Energy security is to implement a mid-term strategic Energy Technology development plan supported by the Korean Research Council for Public Science and Technology, along with well-focused research and development (R&D). We thus established a mid-term strategic Energy Technology development plan for the five years from 2007 to 2011, which serves as a guide for producing focused R&D outputs and outcomes, and provides a continuous Energy Technology development policy for coping with the significant government scientific and Technology policy shift toward a world class research institute. This paper applies data envelopment analysis (DEA), a multi-criteria decision-making approach, to measure the relative efficiency of nine selected Energy technologies included in the mid-term strategic Energy Technology development plan, from an economic viewpoint, from 2007 to 2008. As policymakers, we need to analyze and determine whether nine Energy technologies have to be carried out continuously or not by considering the R&D performance of the nine selected Energy technologies is competitive under limited R&D investment and resources. Using the DEA approach, Energy Technology R&D programs can be thus effectively assessed in relation to the relative efficiency of the nine selected Energy technologies. Two core technologies, namely redox flow battery (RFB) and combined heat and power plant (CHP), need to enhance their R&D outputs and outcomes to become relatively efficient technologies from an economic viewpoint. The government and Energy policymakers can re-evaluate their status and enhance any weak points towards strategically shifting to a world-class research institute within five years.

Fuzzy integrated analytic hierarchy process approach for selecting strategic big-sized R&D programs in the sector of Energy Technology development

KimAbstract:Energy environment has been changing rapidly such as the fluctuation of oil prices and the effect on UNFCCC (United nations framework convention on climate change). Korea is easily affected by the change of oil prices due to poor natural resources and large dependence of consumed Energy resources in Korea. Energy Technology development is a crucial key considering Korea's national Energy security and environments. In this study, we establish the criteria list and prioritize relative weights of criteria and sub-criteria for assessing and selecting strategic Big-sized R&D programs in the sector of Energy Technology development. A fuzzy AHP approach, which integrates fuzzy theory into analytic hierarchy process (AHP) approach, reflects the vagueness of human thoughts and perception as making pairwise comparisons of criteria and alternatives. The fundamental data of this research results will support R&D planning phase for policy makers as selecting strategic R&D programs for producing well focused R&D outcomes.

Such micro-enterprises form a large part of the construction sector, but despite the number of enterprises and the potential impact of changes in the behaviour of the sole traders and small firms, there appears to be little policy that specifically targets this group.

Data from these case studies is presented and organised into a typological framework, in order to illustrate the range of ways in which the impact of advisers and installers can be modified. Two of the six factors in the typological framework relate to the motivation of installers themselves and how their work is perceived by their clients. By examining these factors in particular, this paper makes a novel contribution to understanding the factors that influence the take up and use of domestic Energy technologies, leading to the possibility of new policy options or interventions.
