    Abstract:

    While there is little empirical evidence to demonstrate which types of Environmental Management Systems (EMSs) are associated with greater Environmental improvements, governments worldwide are encouraging facilities to adopt them. This research compares the Environmental performance of facilities that adopt ISO 14001–certified EMSs, complete (noncertified) EMSs, and incomplete EMSs across multiple Environmental media. The authors analyze these relationships for manufacturing facilities in seven countries using a two-stage model to control for selection bias. Findings indicate that the adoption of all types of EMSs is related to improved Environmental performance in an international setting. However, ISO 14001–certified EMSs are associated with Environmental improvements to a broader array of Environmental media. These findings offer important implications about which types of EMSs have greater promise as voluntary Environmental governance tools.

    Abstract:

    Abstract With the worldwide increase in the adoption of Environmental Management Systems (EMSs), some research has emerged that evaluates the reasons why facilities adopt them. However, there is little information about how these motivations extend to different international settings, and the link between the comprehensiveness of an EMS and business performance has yet to be demonstrated. While both institutional pressures and resources and capabilities may encourage EMS adoption and improved business performance, questions remain about whether organizations that are motivated mainly by their resources and capabilities benefit to the same extent as organizations that are driven to adopt an EMS mainly because of institutional pressures. We analyze these relationships using OECD survey data from manufacturing facilities operating in Canada, Germany, Hungary, and the United States. Our results show that facilities that are motivated to adopt more comprehensive EMSs because of their complementary resources and capabilities, such as export orientation, employee commitment and Environmental R&D, (as opposed to institutional pressures) observe greater overall facility-level business performance.

In instances where EMSs enhance an organization’s Environmental performance, critics argue that improvements are likely to occur within the organization’s operational boundaries rather than being extended throughout the supply chain. However, previ- ous research suggests that the organizational capabilities required to adopt an EMS may facilitate GSCM implementation and the institutional pressures to adopt both Management practices are similar. Consequently, EMS adopters may have a greater propensity to expand their focus beyond their organizational boundaries and utilize GSCM practices to minimize system-wide Environmental impacts. This research illuminates the debate by empirically evaluating the relationship between EMS and GSCM practices.

  • Diffusion of ISO 14001 Environmental Management Systems in China: rethinking on stakeholders’ roles

    Abstract Since the release of ISO 14001 in 1996, China has witnessed a surge in the number of ISO 14001 certification. As an international Environmental standard, ISO 14001 has two basic functions: one is playing as an Environmental Management instrument, while the other as a signal of firms’ better Environmental performance to stakeholders. Based on the stakeholder theory, we have examined the effects of community, regulatory and some organizational stakeholders on the diffusion of ISO 14001 certification at Chinese provincial levels. Using a panel data of ISO 14001 certification from each province for the period of 2004–2008 in China, empirical evidence of such relations is found. The finding reveals that signaling to foreign customers and community stakeholders plays a dominant role in encouraging diffusion of ISO 14001 certification. However, as an important organizational stakeholder, foreign investors have shown no significant effect on the diffusion of ISO 14001 in China.

    Institutional theories and resource-based views have suggested that although they appear similar externally, standardized Management Systems may be implemented very differently in different organizations. This variability in implementation may be responsible for the heterogeneous performance of these standardized Management Systems. The current literature on the Environmental impacts of ISO 14001 certification largely has neglected this phenomenon. Drawing on our survey of all U.S. 14001 certificate holders, this study finds that great variability does exist in facilities' implementation of ISO 14001 standards. This heterogeneity has a significant impact on the linkage between ISO 14001 certification and facilities' Environmental performance. Particularly, we find that facilities that integrate ISO 14001 standards into their daily operations are more likely to report improvements in Environmental performance. Environmental improvements are also more likely to occur in facilities that include performance Management elements in their ISO 14001 standards. Furthermore, both types of facilities are more likely to report that ISO certification contributes to this improvement. Neglecting the heterogeneity in facilities' implementation of ISO 14001 standards may explain the instability of findings from the empirical literature investigating the impacts of ISO 14001 certification. Theoretically, this paper informs the understanding of heterogeneous organizational behavior under isomorphic pressures.
