A critique of the Department of Energy's Environmental Programme for the proposed high–level nuclear waste repository at Yucca Mountain, Nevada, USA

SaboskiAbstract:Legislative standards, regulatory provisions, and US Department of Energy (DOE) policies have defined the Environmental Programme to study the planned high–level nuclear waste repository site at Yucca Mountain, Nevada. The DOE has limited Environmental data collection for purposes of monitoring and mitigating impacts of proposed characterisation activities and repository development. Most of the plans are procedural and do not provide for the gathering of baseline data prior to site characterisation activities. The absence of baseline data prior to site characterisation activities reduces the chances of developing a comprehensive and integrated Environmental Programme to detect and remedy disturbed areas critical to the performance of the repository as well as to assess repository performance properly. The lack of long–term ecological studies means also that interactions between the geohydrologic setting of the repository and the biosphere will not be understood fully.

Danube River Basin: Progress with the Environmental Programme

Botterweg, D W RoddaAbstract:An Internationally funded Programme, involving the European Commission, the Global Environment Facility managed by UN Development Programme, the World Bank and the European Bank for Reconstruction and Development, is addressing river basin problems in a unique situation. The solution of these should lead to the prevention of pollution and better water quality, protected ecosystems, sustainable water resources and more efficient sewerage and waste water treatment facilities for the 90 million population living in the region and the reduction of pollution impact on the Black Sea into which the Danube River flows. The paper introduces current Programme activities, the challenges being met and progress. Work is described for implementing a monitoring strategy, an accident emergency warning system and implementation of the 1994 Strategic Action Plan. The applied research activity is explained. The Programme is a major activity with many elements addressing a wide range of Environmental problems in the catchment of a major international waterway.

Development of Information Activities in Support of the Environmental Programme for the Danube River Basin
Protecting Danube River Basin Resources, 1997Co-Authors: D W RoddaAbstract:The scope and work of the Environmental Programme for the Danube River Basin (Programme) and the provisions of Danube-related Conventions, Agreements, or Declarations which give rise to exchange of information are described. Programme achievements are highlighted as well as future activities. Data and information strategy are examined and a comprehensive table of the elements of such a strategy describe. Public information must be systematically addressed. Conclusions are reached about the assignment of responsibility to the Danube countries for data and information dissemination, the advantages of network links between systems rather than designing and implementing new system(s), and the cost-benefits of such activity.

Water Science and Technology, 1994Co-Authors: D W RoddaAbstract:The Programme has the objective of providing a regional approach to Environmental management in the Danube River Basin where there is great pressure from a diverse range of human activities. Serious pollution problems exist from urban populations, from industry, and from intensive agricultural practices. Although the water quality of the main Danube river is probably better than the Rhine because of its greater flow, the same is not the case in the tributaries where there the problems are more serious. A factor which makes a compelling case for a regional approach is the deterioration of the Black Sea into which the main Danube river discharges significant loads of nutrients and a range of non-degradable contaminants. The application of limited financial resources will require fine judgement about the high priority pollution sources that will lead to cost-effective improvements. This action, and other technical assistance, also requires a considerable effort to strengthen the organisations having responsibility for Environmental management, and to develop effective public participation. The paper emphasises the water pollution problems in the river basin.

The results reveal how regional choices on agri-Environmental measures are influenced by the co-financing system leading to distortions. The extent of these distortions depends on the specific regional preferences and restrictions. Zusammenfassung Der Beitrag untersucht den Einfluss der Kofinanzierung innerhalb des Mehrebenensystems der EU auf die regionale Politikgestaltung und Prioritatensetzung anhand des Agrarumweltprogramms Sachsen-Anhalts. Dazu wird ein interaktiver linearer Programmierungsansatz genutzt, mit dem verschiedene Szenarien der Kofinanzierung mit Szenarien verglichen werden, in denen dem Bundesland entsprechende Pauschalbetrage zur Verfugung stehen. Die Ergebnisse zeigen, dass die Entscheidungssituation durch das bestehende System der Kofinanzierung beeinflusst und verzerrt wird. Das Ausmas der Verzerrung ist abhangig von den spezifischen regionalen Praferenzen und Restriktionen.

In this paper we analyse how co-financing influences policy-making in regions taking the case of the agri-Environmental Programme in Saxony-Anhalt. Using an interactive linear programming approach the implications of several co-financing scenarios are analysed. EU co-financing certainly enhances the financial volume for the agri-Environmental Programme in Saxony-Anhalt; but as regional policy-making is distorted by the scheme of mixed co-financing as compared to unconditional financial transfers, the priorities for measures vary depending on different EU co-financing scenarios.

Interaktive Programmierungsansätze für die Gestaltung von Agrar- und UmweltProgrammen

In this paper we show how interactive programming can help to solve such complex policy decision-making problems. The basic linear programming model is implemented with Excel. We show, for a hypothetical agricultural and Environmental Programme, how the approach can be used in an interactive way between scientists and policy decision-makers. The approach allows to visually demonstrate and quickly assess the consequences of changing assumptions and framework conditions on the Programme design. It could effectively improve the quality of policy decision-making support; it requires the actors’ willingness, of course, to engage in a real dialogue.
