The Report assesses the interest rate outlook and includes projections for developments in the Norwegian economy and analyses of selected themes. At its meeting on 21 April, the Executive Board discussed relevant themes for the Report. At the Executive Board meeting on 9 June, the economic outlook was discussed. On the basis of this discussion and a recommendation from Norges Bank’s management, the Executive Board adopted a monetary policy strategy for the period to the publication of the next Report on 27 October 2010 at the meeting held on 23 June. The Executive Board’s summary of the economic outlook and the monetary policy strategy is presented in Section 1. In the period to the next Report, the Executive Board’s monetary policy meetings will be held on 11 August and 22 September.

    At its meeting on 11 December 2019, the Executive Board discussed the economic outlook, the monetary policy stance and the need for a countercyclical capital buffer for banks. On the basis of this discussion and a recommendation from Norges Bank’s management, the Executive Board made its decision on the policy rate at its meeting on 18 December 2019. The Executive Board also approved Norges Bank’s advice to the Ministry of Finance on the level of the countercyclical capital buffer.

    6.12.2013: Text in chart 3.41 has been changed. The Report is published four times a year, in March, June, September and December. The Report assesses the interest rate outlook and forms the basis for Norges Bank’s advice on the level of the countercyclical capital buffer. The Report includes projections of developments in the Norwegian economy. At its meeting on 23 October 2013, the Executive Board discussed relevant themes for the Report. At the Executive Board meeting on 20 November 2013, the economic outlook, the monetary policy stance and the need for a countercyclical capital buffer for banks were discussed. On the basis of this discussion and a recommendation from Norges Bank’s management, the Executive Board adopted at its meeting on 4 December a monetary policy strategy for the period to the publication of the next Report on 27 March 2014. The Executive Board also approved Norges Bank’s advice to the Ministry of Finance on the level of the countercyclical capital buffer. The Executive Board’s assessment of the economic outlook and monetary policy strategy is provided in “The Executive Board’s assessment”. The advice on the level of the countercyclical capital buffer is submitted to the Ministry of Finance in connection with the publication of the Report. The advice is made public when the Ministry of Finance has made its decision.

  • Information security governance: pending legal responsibilities of non-Executive Boards

    The study shows that a structural conflict of interest in non-Executive Boards exists due to missing corporate governance structures and a lack of awareness for legal issues with regard to information security risks. Non-Executive Boards receive information on strategic security threats as a part of their oversight function to fulfill investor interest in transparency. At the same time, they act as representatives of company stakeholders and have an interest to counteract to information security risks based on the stakeholder’s risk disposition. If not properly structured by corporate governance rules, these different interests may lead to regulatory aberrations on non-Executive Board level. The study analyses a Deutsche Telekom AG case where non-Executive Board members, employees, and journalists fell victim to a spying scandal subject to the German telecommunications secrecy law in 2005–2006. The analysis demonstrates how the handling of information security on non-Executive Board level bears governance risks as well as legal risks that are insufficiently addressed in corporate governance research. The paper contributes to avoid a reproduction of events in the future, by suggesting the principle of a segregation of duties on non-Executive Boards as well as providing an overview of relevant legislative requirements that clarify tasks of non-Executive Board members with regard to information security. The study therefore helps protecting corporations and their stakeholders from similar consequences of missing corporate security governance.

    To assess whether there is a relationship between having quality as an item on the Board's agenda, perceived external pressure (PEP) and the implementation of quality management in European hospitals. A quantitative, mixed method, cross-sectional study in seven European countries in 2011 surveying CEOs and quality managers and data from onsite audits. One hundred and fifty-five CEOs and 155 quality managers. One hundred and fifty-five randomly selected acute care hospitals in seven European countries (Czech Republic, France, Germany, Poland, Portugal, Spain and Turkey). Main outcome measure(s) Three constructs reflecting quality management based on questionnaire and audit data: (i) Quality Management System Index, (ii) Quality Management Compliance Index and (iii) Clinical Quality Implementation Index. The main predictor was whether quality performance was on the Executive Board's agenda. Discussing quality performance at Executive Board meetings more often was associated with a higher quality management system score (regression coefficient b = 2.53; SE = 1.16; P = 0.030). We found a trend in the associations of discussing quality performance with quality compliance and clinical quality implementation. PEP did not modify these relationships. Having quality as an item on the Executive Board's agenda allows them to review and discuss quality performance more often in order to improve their hospital's quality management. Generally, and as this study found, having quality on the Executive Board's agenda matters.
