The use of detailed surveillance data is critical in identifying hazards. Methods The purpose of this study was to provide updated statistics for the entire US Fishing Industry during 2010-2014, generate fleet-specific fatality rates using a revised calculation of full-time equivalent estimates, and examine changes in the patterns of fatalities and in risk over a 15-year period (2000-2014). Results During 2010-2014, 188 commercial Fishing fatalities occurred in the United States. Vessel disasters and falls overboard remain leading contributors to commercial Fishing deaths. The Atlantic scallop fleet stands out for achieving substantial declines in the risk of fatalities over the 15-year study period. However, fatality rates ranged from 21 to 147 deaths per 100 000 FTEs, many times higher than the rate for all US workers. Conclusions Although the number of fatalities among commercial fishermen in the United States has generally declined since 2000, commercial Fishing continues to have one of the highest occupational fatality rates in the United States. The sustainable seafood movement could assist in improving the health and safety of Fishing Industry workers if worker well-being was integrated into the definition of sustainable seafood.

The US commercial Fishing Industry is hazardous, as measured by mortality data. However, research on non-fatal injuries is limited. Non-fatal injuries constitute the majority of occupational injuries and can result in workers’ lowered productivity and wages, lost quality of life, and disability. In the United States, a Work Process Classification System (WPCS) has previously been applied in Alaskan freezer-trawl and freezer-longline fleets to identify causes of injuries and specific hazards, but not to other Fishing fleets. Objectives . This descriptive epidemiologic study aimed to explore the application and modification of the WPCS in multiple Alaskan fleets, characterize non-fatal occupational injuries in these fleets, and identify work processes that could be targeted for further investigation and future injury prevention efforts. Design . Traumatic, non-fatal injuries on-board Alaskan commercial Fishing vessels were identified through United States Coast Guard investigative reports. Characteristics of injuries, as well as worker characteristics, were analysed. Injuries were coded using the WPCS. Results . We successfully utilized the WPCS to code non-fatal injury cases (n=136). The most frequent main work processes associated with non-fatal injuries included: on-board trawlers, handling frozen fish and processing the catch ; on-board vessels using pot/trap gear, handling the gear and shooting/setting the gear ; on-board longliners, traffic on board and hauling the gear ; and on-board processor vessels, processing the catch , other work with the catch , and handling frozen fish . Conclusions . The study confirmed that a WPCS can be applied to multiple Alaskan fleets to identify hazardous tasks. Hazards were unique for each vessel gear type. Future injury prevention efforts should target work processes associated with the most frequent and most severe injuries. Future studies should establish time estimates for work processes in order to determine risk estimates. Efforts to improve non-fatal injury reporting, especially on smaller commercial Fishing vessels, should be undertaken. In 2006, the United States Coast Guard (USCG) implemented a novel safety policy intervention for two fleets of freezer-trawlers and freezer-longliners in Alaska. The Alternate Compliance and Safety Agreement (ACSA) set standards for vessel stability, watertight integrity, hull condition, and other critical vessel components. To determine if ACSA has been an effective primary prevention intervention for improving safety in the Fishing Industry, a longitudinal study was conducted using retrospective data on vessel casualties during 2003–2012. On both types of vessels, reported rates of serious vessel casualties decreased after the vessels reached compliance with ACSA requirements, suggesting that ACSA has had a positive effect on vessel safety in the freezer-trawl and freezer-longline fleets. These results support the premise that primary prevention policies can contribute to worker safety by reducing the occurrence of vessel disasters. Future USCG safety policies should be patterned after ACSA and improved by following the recommendations outlined in this study. Published by Elsevier Ltd.

Translational research is a process for developing evidence-based interventions and implementing them in practice. The purpose of this study was to organize the literature on occupational safety in the Fishing Industry within the T0–T4 phases of translational research to identify areas of strength and consensus, as well as gaps for future translational research to address. A comprehensive search of the English language literature on the topic of occupational safety in the Fishing Industry was completed. Scientific investigations of safety problems in the Fishing Industry first appeared in the literature during the 1950s. The bulk of research has focused on descriptive epidemiology in the T0 phase of translational research. A positive trend in recent studies is the growing emphasis on translational research (i.e. the T1–T4 phases). These types of studies aim to move research-to-practice by investigating potential solutions to safety problems and by developing, implementing and evaluating interventions. Recommendations for future translational research include using consistent methods of injury classification and risk analysis, developing interventions targeted at specific problems in the highest-risk fisheries, and addressing the barriers and facilitators to widespread implementation of interventions. Workplace safety in the Fishing Industry will improve if future research concentrates on identifying and testing promising safety measures that are effective, practical and scalable. Translational research is the key to making progress toward the prevention of work-related injuries in the Fishing Industry.

Methods This study analyzed data from a questionnaire administered to Fishing Industry workers on four types of commercial Fishing vessels in Alaska. Workers' risk perceptions of falling overboard, attitudes regarding PFDs, and other factors were compared using Chi-square tests. A forward stepwise procedure was used to fit multivariate logistic regression models predicting PFD use. Results PFD usage ranged from 0% reporting always using a PFD among longliners to 51% among trawlers. Among the statistically significant predictors of PFD use identified in multivariate models, the belief that PFDs were an entanglement hazard was inversely associated with any use of PFDs among longliners (OR 0.38; 95% CI: 0.20, 0.73) and gillnetters (OR 0.38; 95% CI: 0.19, 0.76). The belief that PFDs interfered with work was inversely associated with high use of PFDs among crabbers (OR 0.16; 95% CI: 0.06, 0.45) and with always using PFDs among trawlers (OR 0.35; 95% CI: 0.16, 0.78). Other significant predictors were specific to each vessel type. Conclusions Interventions to increase PFD use in the Fishing Industry should be tailored to each vessel type and focus on addressing the significant barriers to PFD use. Workers may increase PFD usage if they are familiarized with newer PFDs that have been tested and accepted by their peers.

Blue growth necessitates a different focus from business-as-usual policy as regards the Fishing Industry, requiring enhanced research and investment in value generating, clean aquatic-related activities. Given this change, the question emerges of whether the current policy environment is equipped to stimulate increased research and investment efforts within the Fishing Industry, sufficient to encourage the Industry to contribute to blue growth. Do the Fishing industries in the Nordic countries realise an opportunity in blue growth in the next several years and what drivers and barriers do they perceive in this regard? This paper relies on in-depth, semi-structured, elite interviews conducted in Iceland and Norway to reveal the perspectives of the Fishing Industry regarding the perceived drivers and barriers for investing in blue growth. Policy implications and possible directions for enhancing national policies to support the Fishing Industry in contributing to blue growth are addressed in the discussion.

Fishing Industry workers on four types of vessels wore and evaluated six different PFDs during their Fishing seasons. Linear regression was used to test the differences in mean satisfaction scores, adjusting for clustered observations on vessels. The data were stratified by vessel type to determine the differences in PFD satisfaction within each vessel type. PFD D had the highest mean satisfaction score, but satisfaction with particular PFDs varied depending on the vessel type. Although the common objections by workers to wearing PFDs are that they are bulky and uncomfortable, some of the PFDs that were evaluated in this study received high scores for comfort and satisfaction. Given the availability of PFDs that are comfortable to wear while working, Fishing vessel owners and operators should consider implementing policies mandating the use of PFDs on deck.

Charter trips declined 27%, from over 103,000 in 2002 to less than 76,000 in 2011. Revenues between the two years fell 24%, from US$48.0 million to $36.4 million, after values were adjusted for inflation. An estimated 1,696 captains operated as small businesses in 2011: a decrease of over 12% from 2002. Fuel costs and age of the average charter vessel were significantly higher in 2011. Motivations for chartering were basically unchanged since 2002, and Fishing continued to be a secondary income source for most captains. The economy and aquatic nuisance species were included among top concerns for the future of the Industry in both years. Although the basic nature of the charter Industry had not changed, captains were making management decisions to reduce costs and maintain the viability of their business.

It is economically important to local harbor communities, with 79% of charter anglers coming from over 50 miles away. To update information from our 2006 survey, we conducted a mail survey of 500 randomly selected Ohio charter boat captains in early 2010 and received usable information from 239 captains. In 2010 the Ohio Department of Natural Resources licensed 786 charter guides compared to 783 licensed captains in 2006. Possibly reflecting difficult economic times, charter firms in 2010 made on average 10.1 fewer trips per firm (34.6) than in 2006 (44.7). These captains made an estimated 21,082 charter trips in 2010, of which over 81% were full-day and almost 19% were half-day trips. Mean total revenues earned in 2010 ($15,132 ± $16,110) declined over 13% from 2006. To update information from our 2002 survey, we conducted a mail survey of 517 randomly selected Ohio charter boat captains in early 2007 and received usable information from 249 captains. In 2006, there were 786 Ohio licensed charter guides. This is a decline of 9% from the 861 licensed captains in 2002. Charter firms in 2006 made on average 2.6 more trips per firm (44.7) than in 2002 (42.1). These captains made an estimated 28,563 charter trips in 2006 of which almost 87% were full-day and just over 13% were half-day trips. Charter Fishing continues to bring nature-based tourism dollars into local lakefront communities. Our survey data may be used to update the economic impact estimates of this significant sector of the coastal Fishing economy.

Angler participation in the 1980s quickly increased in response to these developing fisheries, but began to decline in the early 1990s, negatively impacting sportFishing-dependent businesses such as charter boat operations. We sought to identify the current status of the Great Lakes charter boat Fishing Industry and to identify Industry-related trends over the past three decades. In 2002 and 2003, a mail survey was distributed to a qualified sample of 1,767 Great Lakes charter captains in the United States. Data for 2002 are presented for the Great Lakes Region as a whole and for each of the states comprising the region (i.e., New York, Pennsylvania, Ohio, Michigan, Illinois/Indiana, Wisconsin, and Minnesota).
