International borders create political, cultural and economic barriers which reduce the demand for international transport, partly offset by some opportunities which increase transport demand. An expert opinion approach is used to help identify and evaluate the effect of these barriers on transport demand. The research explores why initial traffic levels predicted for the Oresund Fixed Link between Copenhagen in Denmark and Malmo in Sweden were not achieved. It uses the Danish Great Belt Fixed Link as a control case in assessing the scale of these barriers to interaction. Subsequent trans-Oresund traffic growth is attributed mainly to a tax agreement between the Danish and Swedish governments to assist cross-border commuters, to discounted tolls and to complementary labour and housing market opportunities.

The vision is that the Fixed Link will span economic, administrative, institutional, technical, cultural and other barriers, and that the two separated urban systems (Greater Copenhagen and Malmo–Lund) can be integrated, opening up for new dynamics. The Oresund (Sound) area has the potential to develop into one functional metropolitan region constituted by flows, markets and terminals. The ambition is to lift Copenhagen to a higher position in the European urban hierarchy by this integration, the instrument being the 16 km long Fixed Link which will open in the year 2000.

The method used was time series analysis and the difference-in-difference method. Results show small or no impacts on the observed cases, unlike previous findings in cases close to larger cities.

Nevertheless, many such projects have toll schemes, and the total benefits may not be realised until the tolls have been removed. In response to toll removals, the traffic volumes on the corresponding infrastructure may change because of generated or induced traffic, the former being related to changes in travel patterns and the latter to new traffic. Predicting the consequences in advance can improve traffic forecasts and, thus, the assessment of infrastructure projects. Using the case of an island, this study analysed the traffic counts and a panel data survey of 132 respondents before and after toll removal. A mixed logit model was estimated to detect the role of the toll in users’ destination choice. The results showed that the toll did not affect destination choice significantly. Therefore, extra traffic may have resulted from route change, transportation mode change, or other potential structural changes. There were no clear indications of potential induced traffic, although this factor should be studied further.

The size of these benefits, and if they actually materialize, is still a question for debate. Further knowledge within this field is essential because many countries are in the process of including these additional economic benefits in their cost benefit analyses. There is consensus in the literature that focus should be on ex-post analysis at a firm level for projects that dramatically change accessibility. However, the number of studies following these recommendations is scarce. This paper contributes to fill the gap by analysing indications of potential agglomeration benefits for 19,000 firms affected by three Fixed Link projects that connect islands to the mainland. We compare them to similar areas that do not get a connection and identify changes in the local labour market and industries. Firstly, a difference in difference method was used to calculate changes, and trend shifts within accompanying variables were detected. Secondly, interviews of affected industries were also carried out to test our hypothesis. Our analysis shows that (1) there is an increase in the number of commuters between the connected islands and the mainland. (2) There is growth in the total number of employees and (3) in the total number of firms in all connected islands. (4) The newly connected islands seem to attract more firms than before. (5) However, we find small changes in firm turnover, suggesting that increased competition offsets the number of new customers a Fixed Link might provide.

This study investigates how land use is affected by the opening of a Fixed Link. Commuting patterns, population, housing prices and number of companies are analysed with the difference in difference method. Results show a growth due to the Fixed Link for two of the cases, while the other two experience small or no growth caused by the Fixed Link. The results indicate that land use changes might appear for islands, which get a Fixed Link connection to non-urban areas.

Fixed Links can cause important travel time savings, which might be an incentive for population growth in the affected areas. Traditional population forecasts do not include potential changes caused by infrastructure investments, and this might cause misrepresentation of input to travel forecasts. The purpose of this paper is to address the question of whether the mismatches between the forecasts and real population numbers can be explained by the impacts of a new infrastructure. For this purpose, we observe ten Fixed Links on the western coast of Norway. Different linear regression models with several independent variables in different time periods are estimated for two situations; after the opening of the Fixed Links, and after the toll removal on the Fixed Link. The results show that the differences between forecast and real population after the opening of the Fixed Link are not related to any of the observed explanatory variables. On the other hand, the mismatches after the toll removal are associated with the travel time and cost reductions between the main activity centre in the affected municipality and the closest urban district. In addition, the differences in housing prices is also a significant variable, correlated to the number of total jobs per individual. This reflects the differences among the affected and the newly reachable areas in size and labour opportunities.

Fixed Link Margins Outperform Power Control in Energy-Limited Wireless Sensor Networks

Over short distances, the circuit energy consumption dominates the transmission energy. For that reason, feeding back channel state information a requirement for power control - may not be a power efficient strategy. We investigate both slow and fast power control and conclude, somewhat surprisingly, that using a Fixed margin is typically more power-efficient than using power control.
