Can better governance improve Food security? An assessment of the public Food Distribution system in Odisha, India

In this paper we assess how successful recent initiatives in governance of public Food Distribution (PDS) in the Indian state of Odisha have been in dealing with inefficiencies that have long plagued it. Analysis, based on data from the National Sample Survey Organisation (NSSO) and micro-level evidence obtained from Village Level Studies (VLS), indicate a marked revival in governance of Food Distribution in the state with several positive outcomes. These include much wider coverage of PDS from 6.4% of households in 1993–1994 to 58.3% in 2011–2012, notable improvements in cereal consumption at the household level across both rural and urban areas and improved nutrition of a large segment of the socially and economically weaker sections of society.

Quantifying the Sustainability of Products and Suppliers in Food Distribution Companies

This is not the case in Food Distribution companies, which have a key role in providing safe and affordable Food to society. The purpose of this research is to measure the sustainability of products and suppliers in Food Distribution companies through a multiple criteria approach. Firstly, the system proposed provides indicators to qualify products and assess the Food quality, using the compensatory Multi-Attribute Utility Theory (MAUT) model. Secondly, these indicators are included in supplier evaluation, which takes economic, environmental, and social criteria into account. MAUT and Preference Ranking Organisation Method for Enrichment Evaluation (PROMETHEE), a non-compensatory method, are used for supplier evaluation. This approach has been validated for fresh Food in a supermarket chain, mainly using historical data. Partial indicators, such as Food safety scores, together with global indicators of suppliers, inform the most appropriate decisions and the most appropriate relations between companies and providers. Poor performance in Food safety can lead to the disqualification of some suppliers. MAUT is good for qualifying products and is easy to apply at the operational level in logistic platforms, while PROMETHEE is more suitable for supplier segmentation, as it helps to identify supplier strengths and weaknesses.

Supplier development practice: Arising the problems of upstream delivery for a Food Distribution SME in the UK

An empirical study was conducted to measure the performance of the suppliers in three different key performance indicators of the outsourcing and supplier's performance to arise the existing problems via information exchange, data collection and data analysis. It was found that supplier development through data and information exchange and better communication by any Food Distribution SME raises the problems more promptly. This can dramatically change the supplier's behavior to improve the quality of the supplier's service and products. It is suggested that more research is required to raise other key performance indicators and their related problems and to develop more improvement practices. Six sigma methodologies could be the potential good practices to be focused in future research studies. Supplier performance measurement, which encompasses data exchange and data collection, develops the systematic flow of information, which potentially improves the flow of goods and the whole Food supply chain to address the final consumer satisfaction. The research took a novel approach in adopting some transport related key performance indicators of the Food supply to the Food Distribution and retailing sector, which is almost a new approach in Food industry.

A traceability-support system to control safety and sustainability indicators in Food Distribution

Goh, Hsin-i Hsiao, Riccardo ManziniAbstract:Abstract Whilst policymakers encourage companies to control Food Distribution and ensure products’ safety and compliance with regulations, the fragmentation of Food supply chains, made of multiple stages and companies, affects synergies and the supervision of such operations. Nonetheless the level of maturity of traceability technologies, several issues still prevent their adoption, diffusion, and integration. To address such a lack, this article illustrates a traceability-support tool that integrates and aligns data from heterogeneous sources and quantifies the impact of the operations on Food products aiding data-driven decision-making. This tool builds upon a GIS infrastructure and manipulates heterogeneous traceability records gathered along the processes of the Food supply chain to calculate a dashboard of multidisciplinary indicators related to three pillars of Food systems: safety, cost, and environmental sustainability. A real-world Distribution process regarding three batches of fresh fruits handled and shipped by a logistic provider located in North Italy is used as a testbed. The tool estimates the time fence where products experienced unsafe conservation temperatures (i.e. 8% of Distribution time) together with the impact on the product’s shelf life decay and the carbon emissions from transportation. Therefore, this tool contributes to shedding light on the impacts that occur throughout Food Distribution and aids decision-making by logistic managers and quality managers, as well as improving consumers’ awareness products’ shelf life and footprint.

Spatio-temporal assessment of Food safety risks in Canadian Food Distribution systems using GIS.

Mckellar, Pascal DelaquisAbstract:While the value of geographic information systems (GIS) is widely applied in public health there have been comparatively few examples of applications that extend to the assessment of risks in Food Distribution systems. GIS can provide decision makers with strong computing platforms for spatial data management, integration, analysis, querying and visualization. The present report addresses some spatio-analyses in a complex Food Distribution system and defines influence areas as travel time zones generated through road network analysis on a national scale rather than on a community scale. In addition, a dynamic risk index is defined to translate a contamination event into a public health risk as time progresses. More specifically, in this research, GIS is used to map the Canadian produce Distribution system, analyze accessibility to contaminated product by consumers, and estimate the level of risk associated with a contamination event over time, as illustrated in a scenario.
