    À l’heure où la nouvelle gestion publique influence nombre de politiques scolaires, nous assistons dans bien des pays à un renouvellement de l’instrumentation gestionnaire qui vise à rendre divers aspects de la réalité scolaire commensurables et comparables (Desrosières, 2008). Dans le cadre d’une recherche sur la mise en œuvre de la politique de gestion axée sur les résultats (GAR) dans la province de Québec (Canada), nous étudions le déploiement d’outils de planification, de contractualisation et de suivi statistique dans les écoles. Nous mobilisons les notions de dispositif, de régulation et d’épreuves (Boltanski, 2009) pour analyser le travail de changement institutionnel qui se joue sous le couvert d’une évolution technique. Deux dispositifs de régulation managériale, distincts mais articulés, tendent à faire évoluer les règles formelles, les cadres cognitifs et normatifs des écoles (Scott, 1995). Un dispositif instrumental met en place une rationalisation technique du travail pédagogique des enseignants en s’appuyant sur des épreuves de réalité mesurant la grandeur de leurs actions à l’aune d’un registre surtout industriel. Le second dispositif, contractuel, inclut des épreuves de vérité et favorise une rationalité formelle (Weber), performée dans différents lieux, temps et rituels de l’organisation, par laquelle une définition officielle de l’identité de l’établissement « en quête collective de performance et d’amélioration permanente » tend à s’établir comme mythe organisationnel. The analysis we are showcasing here is about how planning, contracting and monitoring tools are implemented and enacted at the secondary school level. Beyond the technical surface of the tools, we analyse the ongoing institutional change at stake, using concepts as apparatus (dispositif), regulation (in a broad sense) and test (Boltanski, 2009). Two distinct but articulated regulation apparatus tend to change the school's Formal rules, cognitive framework and normative framework (Scott, 1995). The first apparatus is based on monitoring tools and seek to regulate the pedagogical work of the teachers. It calls upon ‘reality tests’ to assess the ‘worth’ of the teacher's actions within the scope of an ‘industrial’ order of worth. The second apparatus is based on contractual tools and promotes a Formal Rationality (Weber). This apparatus rests on several ‘tests of truths’ contributing to an official definition of the institution's identity as a "collective search for performance and ongoing improvement.” More and more, this is becoming an institutional myth.   • The Enactment of Accountability Tools in Local Schools : How it Produces Institutional and Organisational Change?

    Abstract:

    This paper will be draw on a comparative research on performance based accountability policies (PBAP) in France and Quebec (Canada) (New AGE project ; Maroy & Pons, 2019). These policies share similar features: close policy tools (plans, contracts, indicators and evaluation), similar goals (to improve success, limit drop-out rate and inequalities), “low stakes” for teachers or schools. However, when it comes to study their real enactment by intermediate authorities or schools and their effects, the picture is quite different. By contrast with the French case, the enactment of PBAP in Quebec schools tend, on one hand, to affect much more the technical core and the autonomy of teacher, and on the other, the cognitive and normative framework used by actors in the everyday life of the school. These effects are produced by a large array of factors and mediations at different levels, but in this presentation, I will focus on the effects of the enactment of PBAP tools (contracts, statistical data, pedagogical monitoring) by the management staff in three secondary schools. Our theoretical approach is mainly grounded in the political sociology of public tools (Lascoumes et Le Galès, 2004), aiming to look beyond the technical surface of the tools and to understand their use and effects. In order to analyse how the enactment of tools produces institutional and organisational change, we use the concepts of apparatus (dispositif), regulation (in a broad sense) and test (épreuve) (Boltanski, 2009). Our methodology is based on semi-structured interviews with school’s principals (n = 7) and teachers (n = 18) and the analysis of the management tools used. However, the case studies are nested, in a broader multilevel analysis based on various qualitative methods (Maroy & Pons, 2019). The results show that two distinct but articulated regulation apparatus tend to change the school's Formal rules, cognitive and normative framework. The first apparatus is based on data that tend to make various aspects of schooling commensurable and comparable and on monitoring tools. It calls upon ‘reality tests’ to assess the ‘worth’ of the teacher's actions and seek to regulate the pedagogical work of the teachers. The second apparatus is based on contractual tools and promotes a Formal Rationality and language (Weber). It affects the cognitive frames of the institution thru several ‘tests of truths’ contributing to an official definition of the institution's identity as a "collective search for performance and ongoing improvement.

    Many rural communities interested in cultivating tourism while maintaining local control are considering the cooperative form of development. Because this form requires little initial capital investment (which enables local control and self-development) and can be developed in a way that allows for non-economic goals, it can be an important element of sustainable tourism. This article uses qualitative case study analysis and in-depth interviews to examine if the various rationalities within three tourism craft marketing cooperatives in central Appalachia are manifest in their contributions made to the communities in which they are located.The study is theoretically framed by the Weberian concept of Formal and substantive Rationality. Formal Rationality is based on economic goals only, while substantive Rationality allows for non-economic goals like improved quality of life and cultural preservation.
