    Abstract:

    More and more European cities are confronted with population decline in a structural sense. This development of "urban shrinkage" has different causes, but similar effects: the city's hardware, software and mindware deteriorate. In this paper, we explore and assess policy strategies to respond to urban shrinkage in a European context. Four strategies are identified: (1) trivializing shrinkage, (2) countering shrinkage, (3) accepting shrinkage and (4) utilizing shrinkage. We suggest that accepting shrinkage by improving the quality of life for the city's existing residents is the most suitable and sustainable strategy. Dealing with shrinkage is a complex urban Governance Process that asks for a mental transformation from growth to shrinkage as well as regional rather than local thinking. Moreover, due to the fiscal burden of shrinkage, city governments will be increasingly dependent on the willingness of citizens to help. Civic engagement, however, is not something that can be simply dictated. Therefore we conclude that the authorities of Europe's shrinking cities should first enable their citizens to care for their community before asking them to do so.

    Abstract:

    There is widespread acceptance that information technology (IT) and information systems (IS) have evolved from a traditional administrative, back-office support orientation towards a more strategic, central role within organizations. In this paper, N. Venkatraman, John Henderson and Scott Oldach discuss analytical and administrative approaches for conceptualizing and managing the emerging nexus between strategic management and information technology. They discuss the analytical approach through their Strategic Alignment Model - defined in terms of four basic domains of strategic choice: business strategy, information technology strategy; organization infrastructure and Processes, and information technology infrastructure and Processes. Subsequently, the administrative approach for achieving strategic alignment is discussed in terms of a set of alignment mechanisms: Governance Process, technology capabilities, human resource capabilities and value management. The power of this two-pronged model is highlighted through illustrations from the authors' research and professional experience. © 1993.

    This paper examines India’s experience in developing national Internet policy by focusing on interactions among stakeholders in the Internet Governance Process. The paper begins by tracing the history of telecom policies in India along with the development of its IT sector as well as its civil society. It identifies the tensions, opportunities and threats that India has experienced in its Internet policy-making. It then reviews India’s legislative and policy history from the IT Act of 2000 onward, noting the intentions and limitations of India’s framework of Internet Governance. A notable aspect of the paper involves a series of interviews with civil society stakeholders involved in India’s Internet Governance debates. These interviews are used to identify patterns of interaction among different stakeholders, and to understand the underlying power dynamics in India’s policy-making Process.
