Knowledge Management Research & Practice, 2003Co-Authors: Jay LiebowitzAbstract:As the US federal civilian workforce is ‘graying’, knowledge management (KM) can play a critical role in the strategic management of human capital in a Government Organization. KM should probably be a key pillar of the human capital strategy, along with competency management, performance management, and change management. Even though the need is great for knowledge management in Government Organizations, many of these agencies do not have a clear vision or strategy as to how to implement KM in their Organization. To help those in the federal sector in implementing KM, this paper will discuss components of the knowledge management implementation plan at a leading US Government Organization (using GOV as the pseudonym) following a KM pyramid framework.

Certainly, as the ‘graying workforce’ ensues (especially in the US Federal Government), knowledge-sharing activities become evermore paramount as part of the Organization's human capital strategy. Unfortunately, many Organizations do not have a clear knowledge management implementation plan in mind. To improve this situation, this paper presents a knowledge management implementation plan for a leading US technical Government Organization. It develops a conceptual framework on the basis of existing experiences drawn from administrative reforms. Using data from a large survey of public managers in the German federal Government to test guidelines and prescriptions provided in the article, this study indicates that the elements and guidelines developed in our research have had a direct or indirect influence on the development of e-Government. Finally, the article indicates further research requirements, as well as consequences for practical project design.
