    Abstract:

    This paper proposes a possible way of assessing the effect on interest rate dynamics of changes in the decision-making method, in the communication strategy and in the operational framework of a central bank. Through a generalized autoregressive conditional heteroscedasticity (GARCH) specification, we show that the United States and the euro area displayed a limited but significant spillover of volatility from money market to longer-term rates. We then checked the stability of this phenomenon in the most recent period of improved policy-making and found empirical evidence to show that the transmission of overnight volatility along the yield curve had entirely disappeared.

    Abstract:

    The received view that John Stuart Mill opposed the use of violence to attain desirable political goals has been undermined by authors stressing Mill's defence of revolutionary causes during his lifetime and his efforts to outline a justificatory theory of political violence. In light of this scholarship, claims of Mill's ostensible ‘Gradualism’ with regard to the appropriate methods and pace of social progress may merit reassessment. At the same time Mill's account appears to sanction violence that respects criteria of justice but not of expediency and vice versa, making it untenable as a cogent guide for carrying out or evaluating acts of violence. That this tension is analogous to tensions elsewhere in Mill's writings provides more evidence for the view that his theoretical project was a systematic one, and raises new questions about his philosophical enterprise.

    La ricerca indaga il pensiero politico e giusfilosofico di Wollstonecraft. Nel primo capitolo, viene analizzato il tema dell’educazione, inteso prima come precetto morale, poi quale dovere sociale e infine nell’ambito di un piano governativo nazionale. Nel secondo capitolo, è indagato il discorso sulla cittadinanza, rispetto alla quale la formazione scolastica rappresentava per Wollstonecraft una premessa, a partire dal rapporto tra diritti e libertà, virtù e amicizia civica, sfera privata e sfera pubblica dell’esistenza, individuo e collettività. Infine, vengono trattate le dinamiche ordinamentali nella storia, all’interno di una visione perfettibilista che progredisce attraverso le arti e le guerre, ma anche mediante lo sviluppo di agricoltura e commercio. Nel terzo capitolo, dalle riflessioni sulla storia si passa a considerare l’impatto della Rivoluzione francese sul pensiero dell’autrice, utilizzando una chiave di lettura comparatistica, e guardando soprattutto a come le Reflections on the Revolution in France di Edmund Burke influenzarono, nel breve e nel lungo termine, le prospettive politiche e giusfilosofiche wollstonecraftiane, a partire da tematiche quali i diritti dell’uomo, il Gradualismo, il rapporto tra Divina Provvidenza e giustificazionismo, i manners e le esigenze della conservazione sociale, la descrizione del “disordine” anarchico. --- This research aims at analysing the political, legal and philosophical thought of Wollstonecraft. In the first chapter, the issue of education has been analysed, understood at first as a moral principle, then as a social duty and finally within a national, governmental plan. The second chapter examines the issue of citizenship, seen as the goal of education, considering the link between rights and liberties, virtue and civic friendship, private and public sphere, individual and community. Finally, it analysis the “perfectibilist” dynamics of history, through the development of arts, wars and the effects produced by agriculture and commerce. In the third chapter, the impact of the French Revolution in the thought of Wollstonecraft has been compared to Edmund Burke’s view. The influence of Reflections on the Revolution in France has been examined in the short and in the long term, considering concerns such as the rights of men, the Gradualism, the relationship between Divine Providence and “justificationism”, manners and the need for the social preservation, and the description of the “anarchist” disorder

    Il volume propone una riflessione sul pensiero giusfilosofico di Edmund Burke (1729-1797), indagando la sua peculiare concezione dell’eguaglianza, opposta a quella di matrice illuministica incarnata nella Déclaration del 1789, all’interno di una prospettiva che, da un lato, muove da una forte valorizzazione del principio di autorità, e che, dall’altro lato, mira a cogliere la complessità, la pluralità e la “grande diversità” alla base dell’ordine sociale e istituzionale. Attraverso questo percorso, si giungerà a far luce, in chiave critica, sui rapporti tra diritto e morale, Gradualismo e perfettibilismo, cambiamento e conservazione sociale, manners e “ordine” nell’opera di un autore altamente controverso e assai utile per comprendere questioni ricorrenti nella storia del pensiero moderno e contemporaneo.The volume offers an analysis of the legal and philosophical thought of Edmund Burke (1729-1797), with peculiar reference to his view of equality, opposed to the concept derived from the Enlightenment and embodied in the Déclaration (1789). Burke’s perspective is based, on the one side, on the principle of authority and, on the other side, it aims at understanding the complexity, plurality and “great diversity” which ground the social and institutional order. Through this analysis, the reflection will critically shed a light on the relationships between law and morals, Gradualism and perfectibility, change and social conservation, manners and “order” in the work of an author extremely controversial and useful to understand recurring issues in the history of modern and contemporary thought

    Abstract This paper argues that the monetary policy that is appropriate during an episode of financial market disruption is likely to be quite different than in times of normal market functioning. When financial markets experience a significant disruption, a systematic approach to risk management requires policymakers to be preemptive in responding to the macroeconomic implications of incoming financial market information, and decisive actions may be required to reduce the likelihood of an adverse feedback loop. The central bank also needs to exhibit flexibility—that is, less inertia and Gradualism than would otherwise be typical—not only in moving decisively to reduce downside risks arising from a financial market disruption, but also in being prepared to take back some of that insurance in response to a recovery in financial markets or an upward shift in inflation risks.
