    Abstract:

    This study aims to advance Information Society research and practice by examining and understanding the Information and communication technologies (I CT) adoption in government units in the context of the sustainable Information Society (SIS). A quantitative approach was employed to identify the levels of ICT adoption and sustainability in government units as well as investigate the correlation between the ICT adoption and sustainability. The survey questionnaires were used and data collected from Polish government units were analyzed. The research findings reveal that there are significant statistical differences between the lowest level of Information culture and the highest one, namely the levels of I CT management and ICT outlay. Moreover, such differences are also identified between the lowest level of ecological sustainability and higher levels of economic, socio-cultural, and political sustainability. Finally, it is investigated that the ICT quality and Information culture have a significant impact on sustainability in government units, whereas the ICT outlay and ICT management do not have such an impact.

    Abstract:

    Since the 1960s, a turning point for civilization related to the increasing role of Information and communication technologies (ICT) in creating the modern Society can be observed. The sustainable Information Society (SIS) entails a new phase of Information Society development, in which the ICT adoption by the Society stakeholders is the key enabler of sustainability. One of the most important issues in the debate about the SIS is the means to measure it. In this paper, a methodological framework for creating SIS evaluation indexes is presented. In practical terms, an exemplary adjustable index for evaluating SIS in households is created based on the presented approach. During the empirical research, the presented index is used to evaluate SIS in Polish households. The study showed the usefulness of the proposed approach and confirmed the fact that it can be used to build other SIS indices.

    Abstract:

    This paper is complementary with two published paper [1, 2] and advances Information Society research by examining and understanding the Information and communication technologies (ICT) adoption in enterprises in the context of the sustainable Information Society (SIS). Its aim is to propose an approach to the measurement of two constructs shaping SIS, i.e. ICT adoption and sustainability in enterprises. ICT adoption is described by four components, i.e. ICT outlay, Information culture, ICT management, and ICT quality, whereas sustainability is composed of ecological, economic, socio-cultural, and political sustainability. This study employs a quantitative approach and, additionally, Hellwig’s taxonomic measure of development is adopted for multivariate comparative analyses to evaluate ICT adoption and sustainability in enterprises. A value of the Hellwig’s synthetic indicator can be in the interval [0, 1] where a higher value of the indicator means that the object is closer to the pattern. The survey questionnaires were used and data collected from 394 enterprises were analyzed. We proposed and calculated five synthetic indexes for measuring ICT adoption, i.e. ICT adoption index and sub-indexes of ICT outlay, Information culture, ICT management, and ICT quality as well as five synthetic indexes for evaluating sustainability, i.e. sustainability index and sub-indexes of ecological, economic, socio-culture, and political sustainability. The research revealed that in the largest number of examined enterprises (67%) the levels of ICT adoption and sustainability indexes are at the medium levels, i.e. in the interval (0.39, 0.79]. However, the high levels of ICT adoption and sustainability indexes exceeding value of 0.79 are indicated in, respectively 15.7% and 17.3% of enterprises.

    Abstract:

    The aim of this paper is to present basic assumptions underlying the idea of Information Society and to show the main works related to the evolution and implementation of Information Society development strategy for a Polish region. Particular attention was paid to the development of administration as one of the pillars of the Information Society. The Electronic Communication System for Public Administration (SEKAP) as a "good practice" in the Information Society development has been presented.

    Integration into the Information Society implies that Information plays an increasingly important role in all sectors of Society and holds distinct social and economic benefits. Discourses on the Information Society are, however, also associated with the digital divide and inequalities in access to and use of Information and communication technologies (ICTs).     Abstract:

    The single most dynamic ICT development in recent years has been the worldwide surge in mobile phone subscriptions. This “mobile miracle” has been continued in the developing world, particularly in Africa. At a time when discourses on the Information Society have focused on the internet, the mobile phone has been providing access to telecommunication to people at the bottom of the income pyramid – often for the first time in their lives. Moreover, mobile broadband internet has raised hopes that mobile phones will allow Africa to leapfrog across the digital divide towards becoming an Information Society. This article addresses issues related to Africa’s position in the Information Society pertaining to access to mobile phones and mobile broadband; pricing, ICT skills and readiness, usage patterns, potential for usage in education, and impact on the lives of Africans. Conclusions are drawn on the potential role of mobile phones as Information highways to the Information Society.

    Abstract:

    This article focuses on two issues with regard to the policy debate on the regulation of access of communication systems. The first issue deals with the concepts that are commonly used in communication policy with regard to the regulation of `access', i.e. universal service and public service. The article then goes on to challenge the validity and usefulness of these concepts in the new communications environments. The analysis points at many shortcomings in this respect. Attention is focused consequently on what communication policy in a networked Society - or Information Society - should take into account. Here the main argument is that communication policy has to shift from media policy to social policy. What this means for regulating access, and its two main concepts, will be briefly outlined.
