    Abstract:

    This paper relates how different thoughts and experiences with ISO/IEC 15504 standard and the Information Technology Infrastructure Library (ITIL) lead to a R&D project definition for a combined use of both standards, in a SMEs adapted way. The idea is born from empirical findings emanating from several IT process improvement projects taking place in the Centre de Recherche Public Henri Tudor (Luxembourg). After underlining several facts such as disconnection between IT service management and IT development, IT quality standards not adapted to SMEs, and the more and more frequent implementation of ITIL and ISO/IEC 15504 within companies, the paper describes the links that can be established between both standards and the resulting R&D project aiming at building an integrated assessment and improvement approach combining their use, and dedicated to SMEs.

    Abstract:

    Information Technology (IT) has become an important strategic resource that any organization has to ma nage. It has been recognized that IT services are crucial and strategic organizational assets, therefore, or ganizations are investing considerable amount of resources into the support and delivery of IT services and the sy stems that underpins them. Various IT standards and IT be st practices are being implemented by the enterpris es to support their business and IT services. A number of these standards are different from others but they contain some similarities. This study discusses these IT st andards and best practices and maps their processes to ITIL. CobiT, ISO/IEC 27002-2005, Six Sigma, TOGAF, eTOM, CMMI, PCI DSS and Common Security Framework (CSF) processes will be mapped to ITIL processes. This study will show the similarities betw een several IT standards and ITIL that helps in adoptin g these standards concurrently with ITIL. ITIL and other standards have many similarities that will benefit enterprises in implementing these standards concurr ently.

    Abstract:

    Problem statement: The E-Government implementation has achieved by many countries. This is meant to improve the delivery of public services to citizens, business and governmental departments alike. Different strategies are used to build E-Government Infrastructure and deliver its services to the public. The degree of success that is achieved by different E-Governments in terms of service level and quality of service varies significantly. Approach: The objective of achieving e-Governance goes far beyond mere computerization of standalone back office operations. Strict measures are required to help E-Governments evaluate the service level and assess the quality of service. Results: In this study we introduce the E-Government strategies, perspectives, implementation, transformation and their major problems. In this context, the role of Information Technology Infrastructure Library (ITIL) is reviewed. Conclusion: Dubai E-Government (DeG) which was officially launched in December 2001 is selected as a case study for service management assessment based on ITIL standards. Two main areas of DeG service management were selected; service support and service delivery.

    Problem statement: There are several IT best practices and IT standards, which are independently supporting enterprises. Some of them have similarities and other differ from each other. This study discusses these best practices and standards in contrast with ITIL. Approach: CMMI, CobiT, eTOM, ISO 9000, ISO/IEC 17799, Malcolm Baldrige and Six Sigma will be introduces along with ITIL. Results: This study will prove that all these IT based practices and IT standards are useful and helpful when concurrently adopted with ITIL. Conclusion: By adopting the best IT practices and IT standards ITIL will be benefited in IT Service Support and IT Service Delivery areas.

    Problem statement: The Information Technology Infrastructure Library (ITIL) is most widely used de-facto- standard, consists of set of concepts and practices for Information Technology Service Management (ITSM), IT development and IT operations. Approach: Where as a Data Warehouse (DW) is a relational database used for the purpose of query and analysis to generate complex reports for enterprises. Results: This study introduces ITIL and DW, along with DW concepts and challenges and will review how to map ITIL with DW. Conclusion: This study identified that ITIL will play vital role when and where used in Data warehouses, specifically in the form of availablilty management; IT service continuity management; capacity management; financial management; and service level management.

  • Enabling a culture for IT services; the role of the IT Infrastructure Library

    Abstract:

    Building on process management and service climate theories, this paper investigates the pertinent issues of whether firms that implement ITIL best practices for IT service management will also experience growth in their process management activities and IT service climate. First, ITIL practices imply that processes in the IT department should be managed on a daily basis; without process management, ITIL will fail beyond its initial implementation. Second, two of the main reasons for adopting ITIL are to become a service-oriented organisation and to deliver IT services that meet business needs. Thus, we hypothesise that as the implementation status of ITIL increases, process management and IT service climate will be enhanced. Using data from 161 Nordic IT functions, we found empirical support for the hypotheses, indicating that ITIL is a management tool for influencing behaviour in service production that strengthens the IT service climate directly and indirectly through process management. As such, ITIL represents both an alternative and a complement to service management initiatives focusing on IT service climate. We discuss implications and suggest avenues for further research.

    Abstract:

    This paper investigates whether information technology (IT) departments that implement the IT Infrastructure Library (ITIL) processes also employ process management. This is a pertinent issue, as ITIL not only implies a time-limited program for redesigning vital IT processes according to best practices but a complete transformation to ITIL also implies that processes are managed on a daily basis. Without process management, ITIL will not be a success beyond its initial implementation. A survey of 444 Nordic ITIL experts was conducted to examine if there is a correlation between the implementation of ITIL processes and process management. The results are unambiguous and promising for sustainable success; firms that are implementing ITIL are also implementing process management. The results show that the level of process management increases as the implementation status of the ITIL processes increases. The relationship is strongest for process documentation, process monitoring, and process certification, and weakest for process improvement and process ownership. Overall, however, IT departments are still in an early stage with their ITIL and process management implementations. Copyright © 2014 John Wiley & Sons, Ltd.

    Abstract:

    Information Technology Infrastructure Library ITIL is a popular framework for IT governance, but little academic research on ITIL exists. The authors investigate the overlap between ITIL and IT governance practices to illustrate ITIL's potential to stimulate IT governance. A field study shows that IT implementation success is particularly influenced by group efficacy and organizational resources, and, to a lesser extent, senior-management involvement. Findings show that ITIL, as expected, is a framework that contributes to IT governance by stimulating process management practices.
