    Abstract:

    Coordinating are one core problem of supply chain management research field. Supply chain Integrated Planning is one important measure to realize coordination between supply chain members. The state-of-the-art researches mainly emphasize on two-level supply chain architecture, but about multi-level one is still very lack. In the article the problem of Integrated Planning of three-level supply chain is studied. A model of multi-supplier, multi-producer, multi-distributor, multi-product, multi-period and capacitated Integrated-supply-chain-Planning is founded, which object is to minimize the cost sum of production, inventory, transportation, and outsourcing of each member in the supply chain. A HGA (hybrid genetic algorithm) is firstly used in above modelpsilas solution problem. The key procedures of solution method based on HGA are designed and explained in detail. Finally an instance illustrates the feasibility and effectiveness of our model and the GA method.

    The interdependent concepts of smart city, Integrated Planning and multilevel governance greatly determine the current discussion on Planning theory and practice in Europe. Each of them presents new challenges for e-Planning, pushing it into a priority position in performing Planning tasks on various levels of administration. Thus e-Planning is not just a way of describing current tools for governing space anymore, but becomes a new philosophy of public decision-making. The paper gives a discourse analysis of the key EU policy and research directions, defines the core attributes and values of contemporary Planning concepts (such as governance, sustainability, communication, participation, responsiveness, innovation and coordination) and draws a “conceptual patchwork” situating e-Planning on the intersection of smart city, Integrated Planning and multilevel governance.

  • Integrated Planning for design and production in two stage recycling operations

    Abstract Recycling is a key strategy to reduce the environmental impact associated with industrial resource use. Recent improvements in materials recovery technologies offer the possibility for recouping additional value from recycling. However, incorporation of secondary raw materials into production may be constrained by operational complexity in two-stage blending processes. In this paper, we derive an analytical solution to demonstrate the importance of Integrated Planning (IP) approaches for two-stage blending operations in recycling. Our results suggest that the quality of materials obtained from the first stage strongly influences performance in the second stage. Current disjointed Planning (DP) approaches in the recycling industry, where individual stages are independently planned without decision-making about intermediate blend design, overlook this interaction and, therefore, make conservative use of lower quality materials. We develop an IP model using a formulation of the pooling problem and apply it to an industrial-scale aluminum recycling facility located in Europe. The results suggest that the IP model can reduce material costs by more than 5%, for the case examined, and can enable increased use of undervalued raw materials. This study also investigates the impact of variations in operational conditions on the benefits of IP.

    Abstract:

    The South African government has named the transition towards a greener economy one of its priorities. Meanwhile it has developed a new multilevel Integrated Planning process, and announced a massive public infrastructure investment plan. The converging point of these three dynamics should be the integration of green infrastructure principles into the different plans as the foundation of the green transition. This paper uses a policy integration analytical framework to assess whether this convergence is in fact taking shape. It analyses the level of integration of green infrastructure principles into the different plans and suggests options to move the green infrastructure agenda forward.
