    Abstract:

    Abstract : This thesis examines whether it is necessary to manually enter credit history inquiry information instead of using similar information in DIS data bases when processing credit report requests pertaining to DoD security clearance applicants. Although the precise applicant addresses are not currently contained in these data bases, the identities of the DIS field offices requested to gather information at those locations is available. The research used actual security clearance applicant information which was submitted to a national credit vendor in two formats. The first format used the applicant's full address information while the second substituted the full address with a general delivery address and the regional DIS office ZIP code that would provide Investigative coverage for the applicant's address. The results of the study showed that the credit reports obtained from TRW with the general delivery address and the regional DIS office ZIP code were of the same quality as those obtained in the current procedure. Therefore, it appears that manually entering the inquiry information may not serve a useful purpose.

    Abstract : This document presents the results of the Environmental Baseline Survey (EBS) of the Fort Holabird Defense Investigative Service (DIS) Army Installation located in Baltimore County, Maryland. Fort Holabird DIS is a 7.92-acre Army installation. Fort Holabird DIS was approved for realignment under the Base Realignment and Closure (BRAC) Act of 1995. Implementation of the BRAC environmental restoration program is required prior to the release and reuse of the Fort Holabird DIS property. This report includes the identification of potential sources of contamination, identification of ongoing response actions, and identification of areas requiring sampling and analysis in order to determine the environmental condition of the property. Based on the information gathered during the EBS, parcels at Fort Holabird DIS were identified as one of seven parcel categories. The CERFA parcel categorizations of the Fort Holabird DIS property are presented in a CERFA Letter Report in Appendix D. This final document does not include a sampling and analysis recommendation (SAR) for areas which require more accurate evaluation of environmental conditions. A project work plan has already been' developed by the United States Corps of Engineers (USACE), Baltimore District, based on the October 1996 draft final SAR.

    Abstract : The Base Realignment and Closure (BRAC) Cleanup Plan (BCP), Version I, summarizes, the current status of the Font Holabird DIS environmental restoration and associated environmental compliance programs and presents a comprehensive strategy for implementing response actions necessary to protect human health and the environment. Fort Holabird DIS is situated on 7.92 acres within the corporate limits of Baltimore and performed clearances for the Department of Defense and other federal government agencies. Fort Holabird DIS relocated all operations to a new site in Linthicum, MD in July 1996. Fort Holabird DIS is scheduled to be realigned in October 1998, as approved under the Base Realignment and Closure Act of 1995. In addition to laying out the response action as approach at the installation in support of base closure or realignment, the BCP defines the status of efforts to resolve technical issues so that continued progress and implementation of scheduled activities can occur. The BCP is a dynamic document that will be updated regularly to incorporate newly obtained information and will reflect the completion or change in status of any remedial actions. This version I BCP was prepared with information available as of April 1998.
