    2015
Co-Authors: Scott Baker, Chuyuan Zhong, Douglas Taylor, William F Scott, Richard Plante
    Abstract:

TCRP Report 181: LaborManagement Partnerships for Public Transportation is a two-volume report that provides resources for public transportation Management and Labor union leaders to establish, manage, and improve LaborManagement partnerships. Volume 1: Toolkit encompasses three major components: (1) the development of a LaborManagement partnership charter to start or improve a partnership; (2) LaborManagement partnership guidance that provides specific recommended actions for both Management and Labor union leaders; and (3) a LaborManagement partnership workshop framework that can be used to develop a cooperative workshop that prepares Management and union representatives with essential skills for establishing and managing LaborManagement partnerships. This volume, Volume 2: Final Report, provides background material that was used to develop the Toolkit. To meet the project objectives, the research team conducted a literature review; extensive surveys of transit managers and Labor union leaders in the United States to gather facts and data on success factors and barriers of LaborManagement partnerships; six in-depth case studies of selected transit systems with successful LaborManagement partnerships; and a workshop of Labor union representatives and managers with experience in LaborManagement partnerships.
