    Abstract:

    Abstract The dual Land system restricts the sustainable development of rural China which undergoes rapid depopulation and abandoned and inefficiently used Land. The viewpoint paper reviews the typical rural Land system and reflects the Land consolidation project in a village community of Shandong Province. It indicates that Land consolidation is needed to coordinate and improve the changing human-Land relationship in rural China. Certain policy terms and stipulations could be set to encourage the transfer of peasant's Land Operation right and promote scale Land Operation. And, an expanded rural Land market is needed to enhance the value of peasants’ residential Land to reverse village hollowing problem. Finally, the paper highlights that rural Land consolidation is a systematic project and should be implemented by respecting local stakeholders’ willingness and request.

    While bringing enormous benefits an d hastening industrialization of agriculture,large -scale Operation o f Land is not fit to be widely,especially administratively,practised,in the present situation of market economy and legalized s ystem of contracted Land oper-ation by peasants.The reasons are:f irstly,our agricultural populatio n is large and therefore difficult to be transferred in a short period,and per capita production of large -s cale Operation is lower than that of s mall -scale Operation;secondly,wi th the right of Land Operation distributed to the peasants,it woul d be illegal to interfere in their Operation.Therefore,large -scale Operation of Land by means of market Operation mechanism can only be carried out on the basis of fully re specting peasants' right of Land Operation.

    Abstract:

    While Asian food economy has been experiencing significant transitions, little transformation occurs in farm Land Operation. However, recent rapid emergence of middle and large farms in many regions of China is striking. Overall goal of this paper is to understand small-scale farm transformation in China based on a unique dataset surveyed in Northeast and North China. The results show that the institutional innovation through establishing Land transfer service center to activate Land rental market, supporting policies to incentivize and speed up Land consolidation, and farm mechanization services are major driving forces in recent evolution of China’s farm Operations. The paper concludes with policy implications on small-scale farming transformation in China and the rest of world and identifies remaining research issues for further study.
