    Abstract:

    This handbook describes a specific approach to content analyzing multiLevel party mani-festos, building on a methodology that was originally developed in the context of the Manifesto Research Group (MRG). Since 1979, the MRG has been collecting and coding election programs with the aim of estimating policy preferences of political parties. The second phase of the project started in 1989. In the context of its ‘Comparative Manifestos Project’ (CMP), the Social Science Research Center Berlin (WZB) provided resources for updating and expanding the MRG data. Since then, country experts were hired to collect and code national election programs according to a handbook that describes how to iden-tify the coding units and how to apply the classification scheme of policy preferences un-der central supervision. The CMP is solely concerned with national election programs. However, in decentral-ized political systems, parties also publish local and regional election programs and, in times of globalization, transnational party federations increasingly produce joint programs. Comparing these multiLevel manifestos can provide additional answers to questions of multiLevel governance. This handbook, elaborated in collaboration with the Instituto de Estudios Sociales Avanzados de Andalucia (IESA-CSIC, Spain), presents a classical con-tent analytical approach to identifying parties’ multiLevel preferences. It instructs coders on how to apply two combined content analytical classification schemes: first, the CMP clas-sification of policy preferences developed for party manifestos at national Levels and, sec-ond, a classification of cultural and Authority claims on multiple Levels of governance. This double classification scheme is then applied to regional party manifestos in Spain, provid-ing examples of multiLevel analysis for training coders and testing their grasp of the com-plex concepts of parties’ multiLevel preferences. Der vorliegende Ansatz zur Inhaltsanalyse von Parteiprogrammen in politischen Mehrebe-nensystemen basiert auf einer Methodologie, die im Rahmen der Manifesto Research Group (MRG) entwickelt wurde. 1979 begann die MRG Parteiprogramme zu sammeln und zu analysieren, um politische Positionen von Parteien komparativ anhand eines klassischen inhaltanalytischen Ansatzes zu messen. Seit 1989 stellte das Wissenschaftszentrum Berlin fur Sozialforschung (WZB) im Rahmen des „Comparative Manifestos Projects“ (CMP) Mittel zur Verfugung, um die Daten der MRG zu aktualisieren und zu erweitern. Seither werden Landerexperten damit beauftragt, die Wahlprogramme unter zentraler Begleitung und Kontrolle zu kodieren. Dabei erlautert ein Handbuch die Identifikation der Kodierein-heiten und die Anwendung des Klassifikationsschemas der politischen Positionen. Das CMP befasst sich ausschlieslich mit Parteiprogrammen zu nationalen Wahlen. In dezentralisierten politischen Systemen geben Parteien aber auch lokale und regionale Wahlprogramme heraus; transnationale Parteienzusammenschlusse verfassen in Zeiten der Globalisierung zunehmend gemeinsame Programme. Ein Vergleich solcher Programme fur verschiedene Ebenen kann neue Einsichten in Governanceprobleme von Mehrebenensys-temen ermoglichen. Dieses Handbuch wurde in Zusammenarbeit mit dem spanischen Insti-tuto de Estudios Sociales Avanzados de Andalucia (IESA-CSIC) zur Identifikation von Parteienpositionen in Mehrebenensystemen verfasst. Es beschreibt, wie Coder zwei in-haltsanalytische Klassifikationsschemata anwenden konnen, die miteinander kombiniert sind: einerseits die CMP-Klassifikation politischer Positionen und andererseits eine Klassifikation von kulturellen und politischen Autonomieanspruchen auf verschiedenen Ebenen von Governance. Diese doppelte Klassifikation wird auf spanische Regionalwahlpro-gramme angewendet. Beispiele spanischer Regionalprogramme dienen auch der Ausbil-dung von Codern und der Uberprufung ihres Verstandnisses der komplexen Konzepte von Parteipositionen in Mehrebenensystemen.

  • Intergovernmental coordination and territoriality in the Province of Buenos Aires: the operation of the regional planning council of higher education in educational policy making

    El trabajo describe y analiza la organización y funcionamiento del Consejo de Planificación Regional de Educación Superior (CPRES) desde su incorporación en la vigente Ley 24.521/95 hasta 2011. La indagación empírica se basa en un análisis de su diseño institucional y en el desempeño de sus actores relevantes. Del universo, compuesto a nivel nacional por siete regiones CPRES, se seleccionó el caso de la región bonaerense. Esta representa uno de los territorios con mayor población y actividad económica de la Argentina. Además, concentra más de un tercio de las instituciones de educación superior que integran la oferta total del país. Por tanto conforma un territorio en el que se intensifica y visualiza con mayor claridad la política educativa. Se analizaron fuentes documentales y entrevistas a informantes clave del ámbito gubernamental y del campo universitario, partícipes del funcionamiento del CPRES desde su puesta en marcha en 1996 hasta la actualidad. Los resultados evidencian que el CPRES se constituye como una estructura de autoridad de nivel intermedio con capacidad jurídico-institucional para planificar, coordinar y regular los procesos de elaboración e implementación de políticas públicas en el marco de un contexto sistémico complejo y de alta diferenciación institucional. Sin embargo, aún no logran constituirse en efectivas autoridades de implementación. En particular, el estudio sobre la región bonaerense permite entrever la presencia de distintos poderes territoriales que imprimen una dinámica restrictiva a la acción del CPRES en términos de gobierno e institucionalidad.The paper describes and analyzes the organization and operation of the Regional Planning Council for Higher Education (CPRES, its acronym in Spanish) since joining in the current Law 24.521/95 until 2011. The empirical research is based on an analysis of its institutional design context and performance of its stakeholders. From the universe, consisting of seven national regions CPRES, the case of the Buenos Aires region was selected. This one represents one of the areas with the highest population and economic activity in Argentina. In addition, it concentrates over one third of the colleges that make up the country's total supply. Therefore, it forms a territory where educational policy intensifies and displays more clearly. Documentary sources and interviews with key informants from the governmental scope and the university campus, participants in the operation of CPRES since its inception in 1996 until today, were analyzed. The results show that the CPRES is constituted as an intermediate Level Authority structure with legal and institutional capacity to plan, coordinate, and regulate the development and implementation processes of public policies within the framework of a complex systemic and of high institutional differentiation context. However, they still fail to become effective implementation authorities.     "In this PHD thesis I answer the question: “What holds a multinational state together?” by analyzing the political developments in the Spanish “State of Autonomies”. The results show that among the individual factors a dual national identification of citizens in the national/regional units, which I call “hybrid”, could be considered as an important factor for political stability. Additional aspects such as identification with the central state and satisfaction with the constitution, as well as trust in the citizens of the majority nation, and the (lack of) trust in the institutions of the central state are also significant. Most of the institutional aspects like self-rule, decentralization and asymmetry have both effects – stabilizing and destabilizing. When the institutional solutions are failing, the coercive power of the central state can guarantee the stability of the multinational state. In this case, in a multi-Level Authority system the behaviour of the EU is crucial. En aquesta tesi doctoral responc a la pregunta: ""Que mante un estat multinacional junt"" mitjancant l'analisi d’esdeveniments politics de l'Estat de les autonomies. Els resultats mostren que, a nivell individual, la identitat nacional “hibrida” dels ciutadans a les unitats nacionals/regionals es un factor important per a l'estabilitat politica. Altres variables com la identificacio amb l'Estat central i la seva constitucio, aixi com la confianca en els ciutadans de la nacio majoritaria, i (la manca de) la confianca en les institucions de l'Estat central tambe son significatius. La major part dels aspectes institucionals com self-rule, la descentralitzacio i l'asimetria tenen dos efectes - estabilitzadors i desestabilitzadors. Quan la major part de les solucions institucionals estan fallant, l'estabilitat de l'Estat multinacional pot ser garantida pel poder coercitiu de l'Estat central. En un sistema d'autoritat multinivell com la UE, la importancia de l'actor supranacional es crucial. "
