    Abstract:

    This paper analyzes the value and cost of line-pack flexibility in Liberalized gas Markets through examination of the techno-economic characteristics of gas transport pipelines and the trade-offs between different ways to use the infrastructure: transport and flexibility. Line-pack flexibility is becoming increasingly important as a tool to balance gas supply and demand over different periods. In the European Liberalized Market context, a monopolist unbundled network operator offers regulated transport services and flexibility (balancing) services according to the network code and balancing rules. Therefore, gas policy makers should understand the role and consequences of line-pack regulation. The analysis shows that the line-pack flexibility service has an important economic value for the shippers and the TSO. Furthermore, the analysis identifies distorting effects in the gas Market due to inadequate regulation of line-pack flexibility: by disregarding the sunk costs of flexibility in the balancing rules, the overall efficiency of the gas system is decreased. Finally, the analysis demonstrates that the actual costs of line-pack flexibility are related to the peak cumulative imbalance throughout the balancing period. Any price for pipeline flexibility should, therefore, be based on the related trade-off between the right to use the line-pack flexibility and the provision of transport services.

    Abstract:

    This paper discusses the influences of possible net transfer capacity (NTC) expansion at the Belgian–French and Belgian–German borders on electricity generation and related greenhouse gas (GHG) emissions in a European Liberalized Market. The impact of NTC expansions is simulated with the model E-Simulate. This model simulates the power generation in and the electricity trade between eight different zones: the Netherlands, Belgium, France, Germany, Spain, Portugal, Switzerland and Italy. The impact of several expansions in NTC on the Belgian–French and/or Belgian–German borders is investigated. When NTC expansions are modeled for the case where there is no cost linked to GHG emissions, we observe that, in general, if extra NTC becomes available (on the Belgian–French and/or Belgian–German borders), German electricity generation increases in favor of Dutch and Belgian electricity generation. The shifts in electricity generation are due to the great share of coal and lignite fired power stations in Germany and the large share of gas fired power stations in the Netherlands and Belgium. With no cost linked to GHG emissions, coal and lignite fired electricity generation is cheaper than gas fired generation. Changes in GHG emissions per country follow the shifts in electricity generation. In the second case, an environmental tax of 20€/tonCO2-eq is established. This GHG tax is sufficient to make gas fired electricity generation now more favorable than coal fired electricity generation. Shifts in generation between countries due to NTC expansion occur now in a different direction but are less distinct.

    Abstract Demand side management (DSM), more specifically energy efficiency, is standing in the spotlight due to the Kyoto commitments. An additional factor, the liberalization of the electricity Markets, causes every country to review its own DSM activities. Especially in Europe, where the directive for opening the electricity Market has a direct impact on the current DSM frameworks, governments will have to consider a change in this framework. In order to achieve this, much research has been done in the past years on how to change the DSM framework in a way that the requirements of both liberalization and the Kyoto Protocol will be met. In this paper, we review the current DSM activities and ongoing research from the starting point ‘who should be responsible for implementing DSM’. We conclude that countries have to make explicit choices on how to arrange their DSM activities for the different customers groups. They have to be aware of the fact that some combinations of DSM activities will lead to counter-productive results and therefore inefficiency. This paper also investigates which of these DSM activities fits best in the open Market; a critical review of Integrated Resource Planning (IRP) is used as a starting point. We agree with various proponents of IRP that planning towards minimal societal costs is theoretically appropriate, looking from a societal point of view. We also indicate in this paper that the planning process IRP is partly applicable in the open Market. But looking at the practical application of IRP in the past, we must conclude that there are better alternatives for achieving energy efficient goals in a Liberalized Market.

    Abstract This paper provides an analysis on the costs of generating electricity from nuclear and fossil sources (coal and natural gas) based on the most recent technical data available in literature. The aim is to discuss the competitiveness of nuclear power in a Liberalized Market context by considering the impact on the generating costs of the main factors affecting the viability of the nuclear option. Particular attention will be devoted to study the variability of the generating costs regarding the level of risk perceived by investors through a sensitivity analysis of the generating costs with respect to the cost of capital and the debt fraction of initial investment. The impact of environment policies is also considered by including a “tax” on carbon emissions. The analysis reveals that nuclear power could have ample potentiality also in a competitive Market, particularly if the level of risk perceived by the investors keeps standing low. For low values of the cost of capital, nuclear power seems to be the most viable solution. Uncertainty about environmental policies and unpredictability of carbon emissions costs might offer further margins of competitiveness.

    During the last two decades electric power generation industry in many countries and regions around the world has undergone a significant transformation from being a centrally coordinated monopoly to a deregulated Liberalized Market. In the majority of those countries, competition has been introduced through the adoption of a competitive wholesale electricity spot Market. Short-term efficiency of power generators under competitive environment has attracted considerable effort from researchers, while long-term investment performance has received less attention. In this context, the paper aims to serve as a comprehensive review basis for generation planning methods applied in a competitive electric power generation Market. The traditional modeling techniques developed for generation expansion planning under monopoly are initially presented in an effort to assess the evolution of generation planning according to the evolution of the structure of the electric power Market.

    The primary social factors for the implementation of wind energy projects in a Liberalized Market are entrepreneurs willing to invest. Understanding conditions that trigger entrepreneurs to invest in these projects, and understanding conditions that determine the chance of success for entrepreneurs to implement and exploit their projects, is vital for setting up effective policies to stimulate wind electricity generation. This paper analyses the way in which wind power entrepreneurs and local civil servants experience social and institutional conditions in the operational process of realizing wind power projects, and their perceptions of policy implications. A groups support system in an electronic board room was used to analyze the perceptions. From the analysis it was concluded that wind power entrepreneurs and civil servants share the opinion that the institutionally embedded power position of local politicians, and the sensitiveness of the local political debate for the popular opinion are most critical for project realization. With regard to the proposed solutions, both groups differ in their approach. Entrepreneurs stress procedural solutions, such as limiting the possibilities to appeal, reducing the complexity of the formal authorization trajectory and using a top down planning approach. Civil servants stress more strategic solutions, such as providing more public information on the necessity of wind power for local politicians and citizens, and community involvement in planning processes. Finally, the analysis explains that steering strategies that have been developed at the national level to solve the planning problems at the operational level do not address the right problems.
