    Abstract:

    Purpose – This paper focuses on the use of UGC‐Infonet Digital Library Consortium Resources by research scholars and faculty members of University of Delhi in History and Political Science. The main aim is to determine the needs of research scholars and faculty members of University of Delhi in the discipline of history and political science and to find out how far their information needs are fulfilled by the information resources available through UGC‐Infonet Digital Library Consortium. The paper attempts to define this Consortium, its objectives, scope, e‐resources subscribed and the government initiative to provide current information in various disciplines for research and teaching excellence.Design/methodology/approach – To study the information usage pattern and needs of the respective users a survey was conducted among faculty and research scholars.     Abstract:

    The paper explains the role of UGC Infonet and UGC Infonet Digital Library Consortium in India. Proliferation of information, diminishing Library budgets and enhanced information needs for prompt access have led to formation of such Consortium to resolve serial crisis, provide 365 × 24 e-resources accessibility to the remotest academic institution to provide impetus to research and academic activities. The UGC has initiated this endeavour and committed to take care of each and every activity from infrastructure to connectivity, members to subscription, access to archival and look after that no impediment will effect the system's functioning.

    Abstract:

    The paper, a survey of users, presents views on the extent of ICT/Internet awareness and status on use of e-resources by the Assam University Library users. The survey comprises of administration of questionnaire, observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of Internet for their day-to-day activities and status of access to e-journals for their academic and research activities. The self designed questionnaire distributed on random sampling method to users comprising of faculty, research scholars, UG/PG Students and other staff. The data is analyzed using SPSS Software. The period of survey was July to August 2008 covering the users of Assam University Library using the Internet for accessing to the e-resources under the UGC-INFONET Digital Library Consortium. The findings may be considered as preliminary findings from a pilot study. The paper highlights the findings in respect of Internet Awareness, its use pattern and attitude of Library users towards the electronic resources, in this context.

    Abstract:

    The present study has been undertaken with a view to know the status of ICT and Internet Literacy amongst the Assam University Library Users for accessing to E- Resources available under UGCINFONET Digital Library Consortium. The faculty, research scholars and students are mainly drawn from different parts of North Eastern States and few from other parts of the country which represent truly cosmopolitan population. The present work was carried out during July to August 2008. For that purpose, survey method has been adopted, which comprises of administration of questionnaire, observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of Internet for their day-to-day activities and status of access to e-journals for their academic and research activities. The self designed questionnaire comprising of 20 questions has been distributed amongst the randomly selected 480 samples. out of which 324 respondents have responded. The present investigation is delimited to the randomly selected population of Assam University Library Users who are regularly visiting Assam University Library and using the Internet for accessing to the eresources / web resources available under the UGC-INFONET Digital Library Consortia of INFLIBNET/ UGC. On the basis of filled up questionnaire received from the respondents, data has been analysed and tabulated using SPSS Software. For data analysis percentage technique, has been adopted. Due to paucity of space important results findings have been enumerated in brief. The paper highlights the important survey findings in respect of ICT and Internet Literacy, Eresources use pattern and attitude of Library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. Besides this, some suggestions and recommendations have also been enumerated in brief.

    The traditional functions of libraries had undergone various changes in present century and EResources have great importance in libraries and amongst the Library users. The present study has been undertaken with an attempt to evaluate the usage pattern of electronic resources made available in the Assam Univ ersity Libr ary under the UGC - INFONET E- Journals / Digi tal Library Consortium of UGC/INFLIBNET amongst the research scholars and teachers of North Eastern R egion of I ndia wi th special r efer ence to Assam Univ ersi ty, Si lchar. The paper highlights the important survey findings in respect of Internet Awareness, Internet Use Pattern and attitude of Library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. Besides this, some faced by the respondents have also been discussed and few suggestions and recommendations have also been enumer ated in brief .

    Electronic publishing has revolutionizing the format of the recorded knowledge. Electronic information services are attracting reader’s attention in today’s network environment. This changing scenario in Library environment has arisen for the need and use of e-journals/e-resources along with print version. Electronic journals (e-journals)/e-resources bring new challenges before the Library and information professionals to give full text access to scholarly publications both in print and electronic version to its end users. The aim of this paper is to identify various issues relating to access and bibliographic control of e-journals, access management problems, policy issues, and development of e-journals Consortium approach to subscribe scholarly peer reviewed journals for their Library users in network environment. It also describes a brief account of UGC-INFONET E-Journals Consortium/Digital Library Consortium, INDEST Consortium, N-LIST Programme of INFLIBNET-INDEST, FORSA, and other Consortium for providing access to scholarly electronic journals to the end users of universities and institutions of higher learning for their R& D activities.

    Abstract:

    Purpose The purpose of this paper is to provide an overview of the J-Gate Plus Discovery and Resource Sharing Model, and to examine the interlending and document delivery service within the Indian university system and the UGC-Infonet Digital Library Consortium. Design/methodology/approach This paper describes the functionalities of J-Gate Plus services and discusses how it become a successful product in the Indian academic sector. Finally, the paper analyses the search trends and document delivery request reports. Findings Information and Library Network, Inter-Library loan Centres (universities) and J-Gate@UGC-Infonet are cooperating to facilitate resource sharing in India and to gradually expand their roles to other academic Library systems. Originality/value The paper is an up-to-date study of resource sharing in the Indian university system through the J-Gate@UGC-Infonet service.

    Abstract:

    The usage of e-resources is one of the most important parameters to judge effectiveness of a Consortium. Manual downloading and analysis of usage statistics is a time-consuming process for a Consortium like UGC-INFONET Digital Library Consortium having more than 180 core members. COUNTER and SUSHI standards have the potential to ease the work of a Consortium administrator by minimizing the time involved in manual downloading of usage statistics allowing more time for analyzing the usage statistics for better decision making. The article gives a brief of the implication of SUSHI for creating a usage statistics portal at the INFLIBNET Centre for monitoring the usage of the member universities.

    Abstract:

    The higher education system in India is very large and complex. India has the third largest higher education system in the world behind China and the United States, comprising more than 471 universities, 22,064 affiliated colleges, and 5.21 lakhs faculty. The UGC-INFONET Digital Library Consortium, launched in 2004, provides differential access to 5,790 journals to 160 universities covered under 12B Act of the UGC. The article describes major activities, operations, and services of UGC-INFONET Digital Library Consortium. It briefly describes resources subscribed, major items of negotiation and terms of license, core member universities and associate members, access management technologies, etc. The article outlines governing structure, committees, participating universities/institutions and their roles. It elaborates on methods used for promotion of e-resources amongst member universities. The article briefly touches upon the economics of the UGCINFONET Digital Library Consortium and outlines model for implementation of college Consortium. Lastly, the article elaborates on future endeavours of the UGC-INFONET Digital Library Consortium.
