    Fisheries exemplify the immense complexity of interactions in social-ecological systems (SESs). This complexity has created management challenges and raises concerns for the sustainability of our marine natural resource systems. This article contributes to SES Fisheries research and management in two ways: first, it enhances our understanding of Lobster Fisheries as complex social-ecological systems, focusing on the Southern California Spiny Lobster Fishery (SCSLF) as a case study. Secondly, it demonstrates a methodological approach for assessing component interactions in SESs that can be used to assess the sustainability of management approaches. The first contribution involves the systematic review of the literature on Lobster Fisheries management and their SES characteristics. The review results are then used to modify and extensively define the diagnostic SES framework for specific use in Lobster Fisheries. For the second contribution, we demonstrate how to operationalize the modified framework for the diagnosis of a real-life case, using the SCSLF as an example. This involves framing the SCSLF classificatory diagnosis for analysis of the stakeholder-comprised management group of the SCSLF as a social-ecological action situation. This analysis is aided by the Institutional Analysis and Development (IAD) framework, a SES-imbedded tool used in our case to assess sustainability in resource management systems through critical analysis of stakeholder and resource system interactions. More generally, we find that research in Lobster Fisheries could benefit from broadening its scope of analysis, as overly narrow research foci have worked to limit the production of more holistic SES knowledge. Our exemplary analysis of the LAC's management of the SCSLF shows that the SES contains multiple components which have been associated with sustainable outcomes elsewhere; however, the fishery still faces many obstacles, including how to adapt to future challenges. Our results contribute to developing a holistic methodological approach for operationalizing SES framework research into practical Fisheries management.

    Abstract:

    Global marine ecosystems are increasingly understood as complex social-ecological systems (SESs), and indicate that anthropogenic impacts are a main driver of global environmental change. Fisheries exemplify this, as well as demonstrate that the human use of marine resources increasingly stresses marine ecosystems and presents social-institutional challenges for managing Fisheries sustainably. The purpose of this study is to contribute to the knowledge of Lobster Fisheries as complex social-ecological systems in aims towards better understanding sustainable governance policies and management mechanisms that associate with sustainable outcomes. However, contributions of this paper go beyond Lobster Fisheries, framing the discussion and approaches for how to use the Ostrom (2009) social-ecological system framework empirically while implementing research that analyzes complex social-ecological systems. In addition, this study enhances the capacity for solution-oriented research through facilitating a better understanding of institutional processes and how to operationalize research into management. An updated social-ecological system classification framework was developed for Lobster Fisheries through a systematic literature review, and implemented on the Southern California Spiny Lobster fishery to demonstrate its application. Interactions between the framework components facilitate the means for sustainable outcomes, and are often very complex and multivariate. Understanding these interactions is essential for management aimed at achieving sustainable outcomes. The Institutional Analysis and Development (IAD) framework is used to analyze the Lobster Advisory Committee (LAC), the stakeholder comprised management group of the Southern California Spiny Lobster fishery (SCSLF), as an action situation of interacting system components. Evaluative criteria associated with sustainable outcomes are discussed and used to identify five notable SES characteristics in the fishery indicative of sustainable outcomes. In a reflective response to existing literature, expert interviews and the methods undertaken in this study, a heuristic conceptual model is presented for how to implement the Ostrom (2009) SES framework aimed at operationalizing research into management. In further conclusion, four key recommendations for further SES research in Lobster Fisheries and related natural resource systems are presented.

    Australia’s Lobster Fisheries are relatively small in volume (9500t) compared with global production (289,000t), but are the country’s most valuable in terms of both overall production and value of export (2014 Gross Value of Production of $610 million AUD). Further, they support commercial, recreational and indigenous fishers along most of the continent’s coastline. Here we review similarities and key differences between these Lobster Fisheries, based on biological characteristics, fishery data collection, assessment and management methods, and supply chain considerations. A diverse range of palinurid Lobsters occur in Australia, but only three genera, distributed across eight different management jurisdictions, support significant Fisheries. Catches of western rock Lobster Panulirus cygnus dominate landings (61%), followed by southern rock Lobster Jasus edwardsii , tropical Lobster Panulirus ornatus and the eastern rock Lobster Sagmariasus verreauxi . Large-scale environmental influences such as climate change are impacting on these Fisheries in similar or different ways forcing new management and raising the need for greater resilience in current supply chains. Although these are separate Fisheries, the integrated nature of the dominant Chinese export markets suggests potentially important economic and market-related interactions. Our overview highlights the critical role of continued monitoring of recruitment pulses, in combination with robust harvest strategies, to ensure that harvests respond adequately and Fisheries achieve biological and economic sustainability. Approaches that also include socio-cultural considerations (triple bottom line) are important given many Fisheries include indigenous Australians. Our integrated analysis of Australian Lobster Fisheries highlights differences and similarities with spiny Lobster Fisheries worldwide and lessons from opportunities, including adapting to new free trade agreements, enhancing the reputation of wild Lobsters as a whole, sharing expertise, and better alignment of supply and demand.

    Depredation of southern rock Lobster (Jasus edwardsii) within fishing gear by the Maori octopus (Pinnoctopus cordiformis) has economic and ecological impacts on valuable Fisheries in South Australia. In addition, depredation rates can be highly variable resulting in uncertainties for the fishery. We examined how in-pot Lobster predation was influenced by factors such as Lobster size and sex, season, fishing zone, and catch rate. Using mixed modelling techniques, we found that in-pot predation risk increased with Lobster size and was higher for male Lobsters. In addition, the effect of catch rate of Lobsters on predation risk by octopus differed among fishing zones. There was both a seasonal and a spatial component to octopus predation, with an increased risk within discrete fishing grounds in South Australia at certain times of the year. Information about predation within Lobster gear can assist fishery management decision-making, potentially leading to significant reduction in economic losses to the fishery.

    a b s t r a c t The fishery for rock Lobsters in South Australia's southern zone has been in decline for several years. Previous harvest strategies included limit reference points, but did not specify explicit total allowable commercial catches (TACCs) when these reference points were breached. Two alternative catch-rate- based decision rules for setting TACCs for this fishery were proposed by stakeholder groups, including government scientists and the fishing industry. The two decision rules ("discrete" and "linear") set TACCs based on changes in catch-rates, with the general aim of achieving a constant exploitation rate. The two rules differed in terms of how TACCs are changed given changes in catch-rate. Management strategy evaluation is used to evaluate these decision rules. The "discrete" rule leads to greater variation in catches, but to somewhat lower risks. However, unlike the linear rule, the discrete rule cannot reduce (or increase) catches markedly. Based on the trade-offs between risk and catch, as well as the need for buy-in of impacted stakeholders, the discrete rule was selected as the basis for setting TACCs for the southern rock Lobster fishery for the next 3-5 years.

    Australia has a wide range of spiny (rock) Lobster species but this review concentrates on the four largest commercial and recreational Fisheries and their management. Jasus edwardsii supports significant commercial Fisheries in South Australia, Tasmania, Victoria and southern Western Australia, with an insignificant amount taken in southern New South Wales. Most of the southern rock Lobster commercial Fisheries in Australia operate under quota management with annual Total Allowable Catches (TACs)set for the Fisheries; the exception to this is in Western Australia where the small J. edwardsii fishery currently operates as an input-controlled fishery. Although the New South Wales eastern rock Lobster(Sagmariasus verreauxi) catch is small it forms the basis of an important cultural fishery. There has been an artisanal fishery on the tropical Lobster (Panulirus ornatus) in the Torres Strait and the east coast of Papua New Guinea for hundreds of years. Commercial fishing is restricted to the indigenous Torres Strait Islanders a small number of non-indigenous Australians. It is managed under treaty arrangements with Papua New Guinea (PNG). The western rock Lobster fishery for Panulirus cygnus is Australia’s largest commercial rock Lobster fishery. Effort in this fishery is controlled by the regulation of pot numbers and the number of days that fishing is permitted in the season. There have been a number of dramatic changes in several of Australia’s commercial spiny Lobster Fisheries in recent years including declines in annual landings. This paper outlines changes that have occurred in these Fisheries, summarises new management arrangements, and discusses the status of the stocks and the current economic and social situation of each fishery.

    Fuel consumption is a leading cost to fishers and the primary source of greenhouse gas emissions from the global fishing industry. Fuel performance varies substantially between and within Fisheries, but the drivers behind this variation are unclear and inconsistent across studies. We surveyed rock Lobster fishers in Australia and New Zealand to measure rates of fuel use and assess the influence of technological (e.g. vessel size, engine power), behavioural (e.g. distance travelled, speed), and managerial (e.g. catch per unit effort, fishery capacity) factors. Weighted fuel use intensity across the region was 1,890 l/t. Managerial factors were the most influential drivers of fuel use in single day trips while technological factors heavily influenced multi-day trips. Catch per unit effort was the only significant driver present across both types of fishing trips. The vast majority of surveyed fishers identified fuel use as an important aspect of fishing operations, and nearly half had already implemented changes to try to reduce consumption. Our results suggest that efforts to reduce fuel consumption, costs, and emissions in Fisheries need to be tailored to the nature of individual Fisheries, as the relative roles of technology, behaviour, and management vary.
