    Abstract:

    This study deals with the importance of applying Management by Objectives (MBO) method, as a method for performance appraisal (PA) in enhancing employees’ effectiveness. A self-administered questionnaire was used, the number of participants included the survey is 172 employees from 13 firms operating in Kosovo. The study aim is to identify the importance of creating Objectives, communication Objectives, planning goals, setting control points, employees’ commitment to determine Objectives, freedom and independence in fulfilling duties, continuous communication, as steps for realizing MBO method in employees’ effectiveness. The questionnaire of the study has been prepared, the responses obtained, the econometric model is constructed in order to test empirically this relationship, passed through the IBM SPSS v.23.0 program has been utilized for the obtained findings. Results and proposals are brought forward by the matched ttest, independent sample t-test, anova, pearson and correlation used as the hypothesis tests. Econometric results suggested that MBO method should be used as a method of performance appraisal as the employees’ effectiveness is enhanced. Also it resulted that the evaluation of individual employees’ performance and a clear definition of results are the hugest parameters from all the other activities of MBO method which we took in the study to raise employees’ effectiveness in organization.

    Abstract:

    Environmental performance measurements are an important component in strategies for achieving ecologically sustainable development. However, models and frameworks for performance measurement are primarily developed for business and may not be directly applicable to public organizations. This study aimed to contribute to the development of environmental performance measurement tools for public sector organizations by developing an appropriate framework. The study is based on a case study of the Swedish Rail Administration. The main method for data collection was focus group interviews. The proposed framework presents important features of an environmental performance measurement for the public sector and is illustrated by results from the case organization. The framework was constructed using the causal-chain framework pressure-state-response (PSR) and the Management system Management-by-Objectives (MBO), respectively measuring and managing performance towards both strategic and operational Objectives. An environmental Management system serves as a toolbox, encompassing and coordinating the environmental Objectives and the tools for performance measurement.

    Abstract:

    In this theory development case study, we focus on the relations across recurrent waves in the amount and kind of language promoting and diffusing, and then demoting and rejecting, Management techniques—techniques for transforming the input of organizational labor into organizational outputs. We suggest that rather than manifesting themselves as independent, transitory, and un-cumulative fads, the language of repeated waves cumulates into what we call Management fashion trends. These trends are protracted and major transformations in what managers read, think, express, and enact that result from the accumulation of the language of these consecutive waves. For the language of five waves in employee-Management techniques—Management by Objectives, job enrichment, quality circles, total quality Management, and business process reengineering—we measure rational and normative language suggesting, respectively, that managers can induce labor financially or psychologically.
