1998Co-Authors: Larry M WortzelAbstract:Abstract : The People's Republic of China (PRC) is seen by many as an economic powerhouse with the world's largest standing Military that has the Potential to translate economic power into the Military sphere. As one of the elements of power, a nation's Military Potential is based not only on its capability to defeat an adversary, but also its ability to coerce and exercise influence. China's standing armed force of some 2.8 million active soldiers in uniform is the largest Military force in the world. Approximately 1 million reservists and some 15 million militia back them up. With a population of over 1.2 billion people, China also has a Potential manpower base of another 200 million males fit for Military service available at any time. In addition to this wealth of manpower, China is a nuclear power. It has enough megatonnage, missiles, and bombers to hit the United States, Europe, its Asian neighbors, and Russia. Notwithstanding the recent detargeting announcement between China and the United States, that does not change China's capability to hold Los Angeles or other U.S. cities hostage to nuclear threat. China is also an economic power of considerable strength. The PRC's economy quadrupled in the 15 years up to 1995. The latest World Bank report on its economy, China 2020, indicates that China's gross domestic product (GDP) increased at a rate of between 6.6 percent and 8 percent annually between 1978 and 1995. And China has foreign exchange reserves of about U.S.$140.6 billion, primarily from foreign direct investment.

In the context of increasing tension in relations between the states, of the world there is an increase in their defense budgets and the increase in the number of new weapons and Military equipment systems and their evolutionary development. Such a reaction of states is logical, since it is the build-up of Military capabilities that will ensure the protection of national interests. At the same time, the basis for the development of Military might is the economy, which provides the opportunity to manufacture and procure weapons. It is the degree of economic development of the state that allows it to move scientific and technological progress and realize its results in all spheres of social activity, including the production of high-tech weapons. The article shows the relationship between such concepts as economic Potential and Military Potential of the state, namely the impossibility of developing a Military Potential without the development of economic Potential. Having carried out mathematical calculations on the basis of selected indicators of Potentials, the Military-economic Potentials of some advanced states of the world, as well as some developing countries, were discovered. possibility of development of Military Potential without development of economic Potential are shown. Such a comparative analysis allowed to partly assess the balance of power in the world and draw conclusions about understanding of the processes of interaction between states.

coalitions of the willing international backing and british public support for Military action

Most people do not simply support or oppose the use of force but instead assess its merits depending on various aspects of the situation. One such aspect is the extent of international backing – whether from individual states or supranational organizations – for Military action. This backing may be active, notably through the contribution of troops, or more a passive matter of endorsement or authorization of action. In this article, a survey experiment embedded in a major internet survey of British foreign policy attitudes (N = 2,205) is used to explore how international backing affects public support for Military action. Britain’s Military Potential and recent history make it an obvious case study here. Both active and endorsement backing prove to have separate and significant positive effects on support. Importantly, the absolute number of troops involved matters far less than the proportion of total troop numbers to be contributed. And the perceived strength of the enemy predicts support only when the British are to contribute a large proportion of total forces. Predispositional variables are used to investigate the sources of the experimental effects but with little success: the impact of international backing proves remarkably consistent across the sample.
